STATEMENT OF WORK

REPAIR FAILED DORM WALLS, B1046

TYNDALL AFB FLORIDA

Base Project Number: XLWU 16-1085 05 April 2018

1.0 INTRODUCTION

This Design-Build effort is intended to repair and restore building exterior elements of building 1046 that are exhibiting age and weather related distress. The project is located at 621 E Mississippi Road on Tyndall Air Force Base (AFB). The Design-Build Team will consist of a General Contractor and an AE firm that shall perform the services herein and as described in this Statement of Work (SOW).

2.0 SCOPE OF WORK

The Contractor shall be responsible for all professional services, A/E design, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks defined by the SOW. The performed tasks shall be based on the project description, other data furnished in this SOW, and information covered during kick-off meeting.

2.1 Scope & Applicable Documents: This SOW sets forth the requirements for an SR&M Acquisition Invitation for Bid (IFB) contract site specific design and construction effort to restore the exterior of building 1046 on Tyndall AFB, Florida. The Contractor and Design Team shall adhere to the following guidance during design and construction phase(s) of this project: United States Army Corps of Engineers, Uniform Building Code (UBC), Unified Facilities Criteria (UFC) 3-600-01, those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area, International Concrete Repair Institute (ICRI) Guidelines, Air Force Standards, Department of Defense (DOD) Directives, Florida State Statutes, and the Tyndall AFB Facility Excellence Plan (Base Regulations), Occupational Safety and Health Administration (OSHA) Requirements, Department of Environmental Protection (DEP) Regulations, Environmental Protection Agency (EPA) Regulations, and ABA Accessibility Compliance Requirements. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.

2.2 Background: Building 1046 is a three story dormitory building originally constructed in circa 1977. The building is founded on a shallow foundation system consisting of continuous strip and spread footings. The frame is comprised of structural concrete masonry unit (CMU) walls with cast-in-place concrete tie beams at each level. The floor system is constructed using 8 inch prestressed hollow core panels with a 2 inch concrete topping. The flat roof also uses 8 inch prestressed hollow core panels with cast in place topping at edge and perimeter beams. The building exterior primarily consists of a brick veneer with a precast concrete panel fascia attached at the roof level. According to historical plans, the fascia panels are affixed to the cast-in-place concrete perimeter beams using embedded weld plates, steel angles brackets, strap and dove tail anchors. Remodel efforts completed in the late 1990’s installed a pitched standing seam metal roof and modified the stairwells to achieve the building’s current state. The stairwell screen walls extend from the 1st floor intermediate landing of the stairwell to approximately 25 feet above grade.

Historical architectural and structural construction documents for Building 1046 are included in for reference in Appendix C .

2.3 Description of Work: As part of the proposed effort for this IFB, the Contractor shall implement means and methods that will limit disturbance to the base activities to the greatest extent practicable during the design-build project extent. The construction documents provided by the design team shall thoroughly define the repair effort, and meet the standard of quality typical of the professional design industry.

Construction efforts shall be in strict accordance with the approved, for construction, design documents.

Rehabilitation design and construction shall restore the existing structures to original or better condition and integrity, meeting all applicable codes and standards. Substitutions and/or deviations from the details defined in the solicitation documents will not be accepted unless approved by the CO in writing. Clean up all construction debris, restore disturbed areas, dispose of all waste off site at the conclusion of each task.

The task descriptions below are summaries of work to be completed in order to result in a complete and usable structure meeting the professional standard of quality for the trades utilized. Ancillary efforts required to access and complete the work not specifically listed in the task descriptions shall be anticipated and accounted for in the contractor’s bid documents. The combined Period of Performance (POP) for Tasks 1 through 7 is estimated to require 100 days for design and 150 days for construction which accounts for periods of concurrent work efforts.

2.3.1 TASK 1 – East & West Walls: The east and west walls are exhibiting outward movement at the brick veneer and precast concrete fascia panel interface. Limited exploration of the problem suggests that the lower fascia panel connection system is failing and/or nonexistent which caused the associated veneer movement and water ingress. The anticipated repair efforts will require complete replacement of the brick veneer and anchoring systems. Replacement brick shall match existing. The precast concrete fascia repair is anticipated to require installation of supplemental support for each of the panel lower edges. Removal of the standing seam roof elements are not anticipated to be required.

The project efforts shall include considerations for the control of water ingress and complete replacement of the exterior horizontal and vertical joint sealant materials for both the fascia and the full height of the brick veneer. Fascia joints and exterior surfaces shall be pressure washed to remove laitance and surficial non-concrete materials to provide a clean appearance and sealant boding surfaces prior to installation of new sealant materials.

a. Design & Professional Services: Contractor shall retain professional services necessary to assess the rehabilitation needs and to develop complete design documents for the repair effort that are compliant with governing code and industry standards. The Contractor’s design team shall evaluate the specific project requirements, criteria drawings, and existing condition information collected from site visits/field explorations to produce a complete set of construction documents for the project that will be submitted in accordance with Section 8.6. The design shall address the Task 1 conditions present at Building 1046;

2.3.2 TASK 2 – Stairwell Screen Walls: Three (3) of the four (4) stair wells contain a pierced brick screen wall at the intermediate landing side of the stairs that are to be demolished. Brick supports and reinforcement shall be completely removed. The fourth stair screen wall was recently removed by base personnel and a temporary railing is currently in place. The temporary railing shall be removed.

Concrete slabs and beams that supported the screen wall at the four (4) stair locations shall be patched to repair any damage present such as remaining drilled holes, spalling, delamination, or exposed steel. Concrete repair shall be completed in accordance with International Concrete Repair Institute (ICRI) guidelines. All four (4) stairwells will receive new railing at the landings where the screen wall was removed similar to the existing railing present at the building. The project efforts shall ensure that accessibility, life safety and loading requirements are achieved.
