1.0. Description of Services

The contractor shall refurbish four Aerial Gunnery Target Systems (AGTS-36) towreels and provide training for all 82d Aerial Target Squadron (ATRS) operators and maintainers. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices.

1.1. SCOPE

1.1.1. TASK #1. The contractor shall refurbish four government-provided AGTS-36 towreels.

1.1.1.1. Two AGTS-36 towreels shall be refurbished to an Airworthy capability. In accordance with (IAW) Technical Order (T.O.) 43E17-3-4-3: Overhaul Instructions with Illustrated Parts Breakdown, Towreel Assembly, Part Number (PN) 53896-1, Change 4, Dated 15 January 1997, any flight critical system of the towreel that fails to meet the inspection criteria defined in Section 5, Table 5-1 Inspection Data shall be repaired/replaced.

1.1.1.1.1. The Airworthy overhaul shall focus on the functionality of critical flight systems. The RMK-35 towreel must be inspected for any structural or flight critical damage. All wear items must be evaluated IAW Technical Order (T.O.) 43E17-3-4-3: Overhaul Instructions with Illustrated Parts Breakdown, Towreel Assembly, PN 53896-1, Change 4, Dated 15 January 1997. Moving parts must be lubricated IAW T.O.43E17-3-4-3. Any errors or functions that render the machine inoperable must be reported and the failure must be corrected.

1.1.1.1.2. The Threshold delivery date to the 82 ATRS is 4 months from the date of delivery of the towreels.

1.1.1.2. Two AGTS-36 towreels shall be refurbished to a Full capability. IAW T.O. 43E17-3-4-3: Overhaul Instructions with Illustrated Parts Breakdown, Towreel Assembly, PN 53896-1, Change 4, Dated 15 January 1997, any component of the towreel that fails to meet the inspection criteria defined in Section 5, Table 5-1 Inspection Data shall be replaced. Additionally, a 1 year warranty shall be provided for the Full capability refurbishment.

1.1.1.2.1. The Full overhaul process must start with an initial functionality test. All failures/damage must be identified. Then the machine must be completely disassembled in order to evaluate the integrity of each and every component. Electrical components shall be subject to lower level component testing/verification. Minor electrical component failures must be replaced. If the electrical subsystem is beyond economical repair, the replacement will be quoted separately. Structural components shall be removed from their environmental coatings and undergo a thorough crack detection process. All wear items must be replaced regardless of condition. Basic mechanical components shall be evaluated individually then re-plated and re-painted. Any damage to the external fairings must be repaired/replaced and re-painted. Finally, using all new fasteners, the RMK-35 machine shall be assembled IAW T.O. 43E17-3-4-3 standards. Any errors or functions that render the machine inoperable must be reported and the failure must be corrected. Each machine which undergoes the full overhaul process must be granted a 1 year warranty.

1.1.1.2.2. The Threshold delivery date to the 82 ATRS is 12 months from the date of delivery of the towreels.

1.1.1.3. Final Acceptance will be accomplished upon completion and delivery. Towreel must pass start-up and operation procedures to determine successful refurbishment.

1.1.2. TASK #2. The contractor shall provide the support equipment provided in Appendix C. The support equipment will be required to be delivered to the 82 ATRS in conjunction with the first two towreels.

1.1.3. TASK #3. The contractor shall provide all training required to operate and maintain the AGTS-36 system.

1.1.3.1. The contractor shall support a training session at Tyndall Air Force Base (AFB) to train all 53d WEG government operators, government maintainers and defense contractor maintainers. Training shall be coordinated with the 82 ATRS representative to ensure availability of personnel.

1.1.3.1.1. Training duration shall last no more than ten business days. Additionally, training shall begin after, but no later than 30 days after, the 82 ATRS has received the two completed Airworthy AGTS-36 and all support equipment.

1.1.3.1.2. The contractor shall provide a training plan that will qualify up to 10 instructor pilots and maintenance personnel in the operation and maintenance of the AGTS-36 system.

1.1.3.1.3. The training shall be conducted IAW the following T.O.s:

a. T.O. 43E11-24-1: Technical Manual, Operation and Maintenance Instructions with Illustrated Parts Breakdown and Inspection Requirements, Intermediate/Organizational, Peculiar Support Equipment for the Aerial Gunnery Target Set, A/A37U-36, Dated 29 December 2009.

b. T.O. 43E11-24-11: Technical Manual, Operation and Maintenance Instructions with Illustrated Parts Breakdown and Inspection Requirements, Intermediate/Organizational, Aerial Gunnery Target Set A/A37U-36, Change 7, Dated 1 February 1996.

c. T.O. 43E17-3-3-3: Technical Manual, Overhaul Instructions with Illustrated Parts Breakdown, TDK-39/A37U-36 Aerial Towed Target Group, Dated 11 May 2010.

d. T.O. 43E17-3-4-3: Overhaul Instructions with Illustrated Parts Breakdown, Towreel Assembly, PN 53896-1, Change 4, Dated 15 January 1997.

1.2. DELIVERABLES. Monthly status reports shall be submitted to the Contracting Officer’s Representative (COR), no later than the 3rd day of the following month, regarding the on-going refurbishment status and any identified issues. The contractor shall provide proof of receipt once towreels are received from the Air Force to begin refurbishment. The contractor shall provide proof of materials purchased/acquired from required support equipment list (Appendix C).

2.0. Services Summary (SS): The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s quality control plan provide information on contract requirements, the expected level of contractor performance, and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.

3.0. GOVERNMENT PROVIDED PROPERTY AND SERVICES

3.1. GOVERNMENT PROVIDED FACILITIES. Performance for the refurbishment will be at the contractor’s facility. Facility space will be provided for the training portion within 82 ATRS facilities.

3.2. Government PROVIDED Supplies and Equipment. The Government will provide the following equipment:

3.2.1. Refurbishment: Four AGTS-36 towreel assemblies.

3.3. Security, Fire and Medical Services. The government will provide police and fire protection during the training portion of the contract. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.

4.0. General Information

4.1. SECURITY

4.1.1. SUITABILITY. Personnel working anywhere on Tyndall AFB property are required to have a Local Files Check. The Unit Security Manager will coordinate the Background Affidavit (with Pass & ID) and Defense Biometrics Identification System (DBIDS) Application– allow 3-5 day process time. A favorable local files check is required to be granted base access.

4.1.2. Pass and Identification Items. The contractor shall ensure the following pass and identification items required for contract performance are obtained for employees and non-government owned vehicles:

a. DBIDS, Defense Biometrics Identification System - Contractor Identification Card. A DBIDS contractor ID card is required for performance on the installation in a contractor capacity, regardless of alternate base access forms of identification (ex: retired military ID).

b. AF Form 75, Visitor/Vehicle Pass (AFI 31-204): The contractor shall adhere to local security policy when applying for short/long term visitors’ passes. Any contractor requesting a pass for more than 3 days will complete a Local Files Check with 325 Security Forces Squadron (SFS)/Pass & Identification (ID). Vehicle passes (personal vehicles) are no longer required.

4. 1.3. Retrieving Identification Media. The contractor shall retrieve all identification media from employees who depart for any reason and submit them to the COR.

4.1.4. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include employee’s name, social security number and level of security clearance or base access (to include if escort privileges are authorized), on company letterhead. The list shall be validated and signed by the company facility security officer (FSO) and provided to the COR (and Unit Security Manager) prior to the contract start date, and to the Contracting Officer (upon request). Updated listings shall be provided when an employee’s status or information changes.

4.2. ANTI-TERRORISM/FORCE PROTECTION. Contractor personnel, including subcontractors, must comply with and participate in the installation AT/FP Program, specifically including the conduct of Random Antiterrorism Measures (RAM).

4.3. VEHICLE/TRAFFIC LAWS. Contractors driving on the installation require vehicle registration, proof of insurance and a valid driver’s license. The contractor shall comply with all base traffic regulations, to include hands-free devices.

4.4. HOURS OF OPERATION (Training). The normal duty hours shall be Monday through Friday 0800 hours – 1600 hours.

4.5. FEDERAL Holidays.

New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January President’s day - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

4.5.1. If these holidays fall on Saturday, the preceding Friday shall be observed. If these holidays fall on Sunday, the following Monday shall be observed. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance.

4.6. DOWN Days. These are days designated by MAJCOM or 325 FW/CC as non-working days. The government reserves the right not to allow all non-essential tasks to be performed on these days. The estimated number of down days is eight per year. The contractor shall not charge any cost for down days unless approved by the COR.

4.9. Contractor Training.

a. Anti-Terrorism Training. The Air Force will provide appropriate Level 1 anti-terrorism training to contractor employees as required for mission requirements. This training shall be requested through the contracting officer or COR. (Anti-Terrorism Officer provided if no CAC access)

b. OPSEC Training. The AF will provide OPSEC specific training or training materials within 90 days of initial assignment to the contract.

4.10. NDAA LABOR DATA REPORTING.

4.10.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the AGTS Refurbishment and Training via a secure data collection site.

4.10.2. Location of Site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

4.10.3. Reporting Period. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY). While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

4.10.4. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

4.10.5. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the

Army CMRA link at http://www.ecmra.mil.

4.14. Quality Control. The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with established required services addressed in the SS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor shall submit a Quality Control Plan to the Contracting Officer (CO) for acceptance 30 days after contract start date.

4.15. Quality Assurance. The government will evaluate the contractor’s performance to ensure services meet contract requirements When a performance threshold has not been met or contractor performance has not been accomplished, COR will initiate and provide the CO a corrective action report (CAR) for issuance to the contractor. The contractor shall respond to the CAR IAW instructions provided and return it to the CO within 10 calendar days of receipt.
