STATEMENT OF WORK (SOW)
AFTF Repair
1. DESCRIPTION OF WORK: The contractor shall provide all supervision, personnel, equipment, transportation, materials and other items and services necessary to restore the Aircraft Fire Training Facility (AFTF) to an operational status. The goal of this repair effort is to bring the live fire facilities, training props, and various firefighting equipment to safe operational status. The contractor shall provide all parts, labor and materials necessary to perform repairs in accordance with (IAW) industry standards, National Fire Protection Association (NFPA) standards, USAF standards and manufacturer’s recommendations. Prior to performing any maintenance or repair work identified in this contract, the contractor shall provide proof of training, certification and appropriate professional credentials.
2. SCOPE: To repair the water system, nitrogen pneumatics, electrical, propane, and airframe mock up by accomplishing the below tasks (May not be all inclusive; the Contractor is responsible for inspecting and repairing all items to ensure the facility is operational upon completion of this project.) All work on these facilities and equipment shall be done and recorded as specified in AFCEC T.O. 35E1-2-13-1, NFPA 1403 standards and the manufacturer’s recommendations.
2.1 Repair leaking water-jackets. Install stainless steel ball valves to allow draining during maintenance.
2.2 Engine Fill waterlines: Remove and replace fill water lines.
2.3 Water supply piping from water conservation pond to control tower corroding: Repair line by replacing with new 3”, schedule 40 PVC pipe and fittings from the pump distribution manifold at the control tower.
2.4 Pneumatic regulator at LPG station has failed: Remove and replace existing regulator with new one.
2.5 Pneumatic pressure relief valve at LPG has failed: Remove and replace existing valve with new one.
2.6 Pneumatic pressure relief valve at the pilot valve station by control tower fails: Remove and replace existing valve with new one.
2.7 Pilot valves at the control tower are not Norgren Valves: Install new norgren pneumatic pilot valves IAW TO 35E1-2-13.
2.8 Air Leaks at the Coax valves (Safety Shut-Off) due to corrosion: Repair by disconnecting existing corroded connections and replace fittings into coax and to good sound pneumatic piping.
2.9 Left Front Ground Burner Co-Ax valve leaking air through body: Remove and replace Co-Ax valve with new.
2.10 Air Dryer in compressor shed not functioning: Replace air dryer with new.
2.11 Ignitors at the cargo, tail engine, left rear ground, debris, cargo and APU burn locations do not ignite. Repair by replacing with 8 new igniters with splice kits, 3 transformers, and new ignition cable
2.12 Control Tower Light not functioning: Replace with LED light fixture.
2.13 Contractor not functioning correctly for the Remote Safety Stop: Replace the contactor and reconfigure the Safety Stop.
2.14 Control Switches at control tower are end of useful life: Install a single enclosed switch panel with all necessary switches in a single stainless-steel cabinet to upgrade the existing failing switches, contacts, and wiring.
2.15 Smell of propane at piping manifold at control tower: Repair by removing the entire piping system from the distribution manifold to the ground and replace with new piping and paint.
2.16 Above ground propane line from propane tank to control tower corroding: Repair by prep and paint supply line.
2.17 Propane tank corroding: Repair by touch up painting propane tank.
2.18 End Dams on airframe mock up of the engine pods are corroded: Repair by installing one end dam at the front of the inboard engine.
3. MATERIALS: Vendor will provide any and all tools and supplies.
4. LOCATION: This performance is to be accomplished on, Seymour Johnson Air Force Base, Goldsboro, NC, at facility number 10415.
5. SCHEDULING: Prior coordination for the testing shall be coordinated with the Fire Chief or designated representative.
