Section B: Description of the Supplies/Services Required

Provide, install, and test the operational capability of, one (1) ACS VS, one (1) IDS VS, one (1) Vindicator Badge Manager Workstation, eight (8) Balanced Magnetic Switches(BMS), two (2) Magnasphere High Security Sensor HSSL2SOOO, seven

(7) Passive Infrared Detectors (PID), two (2) hardwire duress buttons, nine (9) card readers, and tie in the already existing BMS on the hatch of the Single-Channel, Anti-jam, Man-Portable (SCAMP) to the IDS system.

Section C: Justification for Soliciting from a Single Source or Brand Name

"Vindicator" as the system is proprietary to Honeywell and is the only equipment compatible with the intrusion detection security system. The estimated cost to replace the current Basewide security system is approximately $3.5 Million. It is in the Government's best interest to compete this requirement between the 3rd party re-sellers for Honeywell Vindicator Technologies as the cost to re-procure with any other brand is not anticipated to be recouped through competition.

Section D: Efforts to Obtain Competition

Honeywell Vindicator Technologies (large business) is the manufacturer of the brand name items being requested, Prometheus and CMCS LLC are small businesses that can provide the required equipment directly from Honeywell Vindicator Technologies and provide the same level of support. Further market research revealed a Veteran Owned Small Business firm LDIA Holdings LLC is also an authorized vendor and installer of Vindicator equipment and software. These three small businesses are authorized vendors of Honeywell products.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Due to the existing system functionality, no steps to allow other brands to compete can be made at this time. Any other system would compromise the ability of the Seymour Johnson personnel to complete its mission. Future requirements will be reviewed at that time.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
