Re: Questions to SOW
In regards to the subject solicitation SOW, please answer the following questions decisively with definite conclusive answers:
1. Of the SOW, Par. 1.1 states:
Please confirm that T.O 35E-1-2-13-1 (TO) standards and requirements must be met in all cases.
Please note that the SOW conflicts with the TO. Also please note that the TO, Page iii, Par. 3.1 states:
2. Of the SOW, Par.1.1.2 states:
Please be more definitive and explain “2” shield”. This is not referenced in the TO or standard drawings of the subject facility(s).
3. Of the SOW, Par. 1.1.3 explains to remove the existing cable, and is very descriptive of the other work to be performed. However, there is no mention of the requirements of the ignition cable.
Is the TO explanation of methods and materials to replace conduit and ignition cable an acceptable method? Please refer to TO, WP 003, Ignition Cable and Conduit/Conduit liner and confirm methods.
4. Of the SOW, Par. 1.1.3 refers to “cellular raceway”. Is this a tradename of a certain product?
Please provide typical manufacture or equal information. Cellular Raceway searches seem to lead to products that are not designed for underground construction.
5. Of the SOW, Par. 1.1.3, the SOW refers to transformer work stating:
Please confirm how many transformers the contractor should account for replacing in the response for the subject proposal.
6. Of the SOW, Par. 1.1.4, referring to the tail ramp:
The TO (WP 007 00, Pg. 45) suggests a different method of fabricating a troop ramp. Please confirm which explanation is to be built since the TO and the SOW conflict.
7. Of the SOW, Par. 1.1.5, the SOW states;
A. Please explain “T-1”. Is this a tradename or a type of steel, and is an “or equal” acceptable?
Please provide specifications of the steel required.
B. The upper wing and engine replacement is not descriptive in size, dimension or geometry and is somewhat vague. Would the wing and engine fabrication dimensions, geometry, material and connection methods as explained in the TO and the USAF Crash Fire Rescue Training Facility standard drawings be acceptable guidelines to perform this work?
8. Of the SOW, Par. 1.1.8, the SOW states:
A. Please explain “G/R” symbol of the pump.
B. Is there additional specifications of the pump to explain the duty points of the pump, etc.
9. Of the SOW, Par. 1.1.10, it is understood that the water jackets should be relocated to the rear of the mock up. Please confirm that this is true. The TO (WP 002 00, Page 6) indicates that the tail engine will be taken out of service. The SOW states:
The TO states:
“The re-routing of burner systems from the high tail and left forward ground accommodate the Pyrolance and Engine Debris fire trainers that are now incorporated in the latest design changes.
Therefore, the high tail engine is no longer functional. (See Figure 2, Figure 3, Figure 4, and Figure 5.)”
Is this work required?
10. Of the SOW, Par. 1.1.12 states:
A. Please explain what the written certification should be written to (certified to what)?
B. The TO (WP002 00, Page 7) explains:
20 AFTF MODIFICATION.
No modification of any aircraft fire training facility shall be made without prior coordination and approval of the respective MAJCOM fire emergency services offices, AFCEC/COS (Fire Engi neering), and AFCEC/CXF (Fire Operations) Division offices.
Is this the responsibility of the contractor to coordinate with applicable government agencies, or is this an effort that will be required by the end user?
