Bldg 1511 Paint Booth Site Visit Questions

“27 Aug 15”

a. All internal walls and ceiling shall be coated with white paint IAW Para 1.2.4 of the SOO.

b. The SOO calls for the Replacement of the FID at Para 1.2.2. however most new construction forgoes using a FID in favor of modern Digital systems. Are the contractors allowed to provide an equivalent system?

Answer: A modern equivalent system can be provided if it meets the permit requirements in the most effective manner. Digital Ionization Detection is acceptable;

para 1.2.2 of the SOO and CLIN 3 have been corrected to reflect this.

c. When replacing the AMU’s what should be the CFM rate?

Answer: Restored system should match existing 100 CFM flow rate.

d. If the placement of an additional or larger vent stack is required will a new EPA permit need to be coordinated?

Answer: No, contractor will not be required to coordinate a new EPA permit. The Installation Air Program Manager will provide a notification to SCDHEC and USEPA once final configuration has been determined and accepted.

e. The Current Configuration of the ventilation may prohibit air flow, is there a preference by the Government to the design of the vent system?

Answer: The contractor may propose any method to most effectively meet the required flow rate of 100 CFM. IAW SOO Para 1.2.1

f. When replacing the existing Florescent Lighting to LED IAW Para 1.2.4 of the SOO what is the specific light level required?

Answer: Interior lighting level of 100 FC (Ft candles) measured 30 inches from floor. IAW SOO Para 1.2.4.3

g. Will the lights in the Filter also need to be changed from Florescent to LED and if so to what light level?

Answer: All lights to include the four in the Pocket Filter Cabinet and the Four in the Carbon Filter area are to be changed to LED; Interior lighting level of 100 FC (Ft candles) measured 30 inches from floor. IAW SOO Para 1.2.4.3

h. What is required in para 1.2.4 the SOO, repair defective Aircraft Main Door Rails?

Answer: Inspect all door guide rails and affix permanently to the ground so the door can’t skip the rails and is safe to operate.

i. What Are the dimensions of the Paint Booth? Dimensions are:

Answer: For all dimentions see the drawings included with Amendment 1 of the solicitation.

j. For the Filter monitoring system is a replacement required for the vent monitor?

Answer: Yes, new monitor should provide a visual notice when the filters require replacement.

k. Is the contractor required to replace all filters?

Answer: Yes, all filters;Panel, Pocket and Carbon should be replaced by the contractor.

l. How many Operators will be in the Paint Booth at one time?

Answer: Four (4)

m. Do the exhaust Fans need to be replaced?

Answer: Contractor shall replace entire Ventilation system to include the Exhaust Fans.

n. What Parts of the breathing air system need to be replaced and does that include the compressor?

Answer: The existing Air Compressor and piping does not need to be replaced, the contractor shall replace all filter packs, CO monitors and wall mounts. A servicing of the compressor would be considered part of the system start-up and included under the requirements of Para 1.4.2 of the SOO.

o. Are there any drawing or blueprints of the Paint Booth available?

Answer: Drawings are available and will be added to the solicitation by amendment 01.

p. What is the Period of Performance required for this work?

Answer: The solicitation currently specifies that work shall be completed by 120 after date of award. Government is also interested in the industry perspective; can the work be accomplished sooner while meeting the required standards.

q. Is this effort subject to labor rates under the Davis-Bacon Act?

Answer: No, this contract is under the standards of the Service Contract Act.

r. Is the contractor responsible for disposal of Debris?

Answer: IAW the SOO Para 1.2.13 the Contractor is responsible for removing debris, the government is currently determining the disposal location.

s. Can Material be Staged on the Site?

Answer: Material may be staged on the grass between the fire road and the AGE pad IAW Para 3, Government is considering other areas.

The following statement has been added to the SOO at Para 4.1.

“The contractor shall implement control measures to contain/control FOD debris (Foreign Object Damage) and clean up the work area at the end of each work day.”

t. What is the Serial number for the existing Paint Booth?

Answer: Existing Serial Number is 14187
