STATEMENT OF

OBJECTIVES

Restorat ion of Exist ing F-16 Paint Booth

1. Project Scope and Objectives. This requirement description is issued as a Statement of Objective

(SOO). Therefore, the contracted work is performed with less focus on government prescribed approaches and increased focus on contractor results. The desired outcome of the work is identified, typically with few to no restrictions on the methods or technologies to be used.

The work to be performed under this SOO will be evaluated as Lowest Price Technically Acceptable

(LPTA). The Contractor shall submit a technical proposal with sufficient detail to demonstrate its plan to achieve the objectives identified and outlined below. Proposal shall include all information and comply with the instructions of the Solicitation Provisions FAR 52.212-1 Instructions to Offerors and

FAR 52.212-2 Evaluation.

1.1. The Goal of this project is to complete all repairs necessary to restore the F-16 Paint Booth to proper operating condition in order to regain aircraft paint capability while meeting worker health, safety and environmental requirements. All work will be in compliance with the most stringent of following standards; UFC 3-410-04N, UFC 4-211-02, NFPA, ACGHI Industrial Ventilation, 29 CFR

1910.94, 29 CFR 1910.107, 29 CFR 1910.134, 29 CFR 1910.1026, 29 CFR 1910.1027, 42 CFR 84 and

Shaw Air Force Base Title V Air Permit.

1.2. Repair Objectives.

1.2.1. Restore entire current paint booth ventilation system to compliant operational efficiency and environmental temperature control ability; with a ventilation flow rate of 100 CFM.

1.2.2. Install new Computerized Ionization Detection system with at least one sensor to monitor each of the 3 exhaust stacks; with the ability to shut off the operation of the ventilation system and will have a visual alarm alerting operators inside if detected output exceeds 1000 lbs. per hour as required under the

Shaw Air Force Base Title V Air Permit. A copy of the Title V permit is attached to this SOO

1.2.3. Replace entire existing breathing air system components, with the exception of the existing Air

Compressor and piping. The contractor shall replace all filter packs, CO monitors and wall mounts. A servicing of the compressor would be considered part of the system start-up

1.2.4. Restore paint booth shell to include all damaged paint booth windows, replace all worn door seals

(man doors and aircraft main doors), and recoat entire interior of paint booth walls and ceiling with white paint.

1.2.4.1. Inspect and repair all defective aircraft main door guide rails so the door can’t skip the rails and is safe to operate.

1.2.4.2. Replace all Pocket and Panel Filters for the Paint Booth and Carbon filters the existing Carbon filters do not require replacement.

1.2.4.3. Replace all existing fluorescent light fixtures and light bulbs to include those in the Pocket

Filter Cabinet and the Carbon Filter area with new LED fixtures and light bulbs; Interior lighting should reach a level of 100 FC (Ft candles) when measured 30 inches from floor.

1.2.5. Responsible for resealing any roof or wall opening created by the modification of duct work.

1.2.6. Restore any items in the facilities that were moved/changed/altered to facilitate the accomplishment of this task.

1.2.7. Ensure all compressed air systems and electrical systems are restored to serviceable condition in the event modification or disconnection is necessary

1.2.8. Be responsible for notifying Facility Manager of any expected power outages—Provide projected dates/times

1.2.9. Be responsible for any damage, maintenance, or replacement of any Government property due to negligence of service provider personnel

1.2.10. Ensure accountability of all associated hardware.

1.2.11. Account for all tooling while in the facility.

1.2.12. Meet all applicable OSHA and EPA regulations.

1.2.13. Remove and dispose of all generated debris; recyclable scrap metal will be taken to the Base

Recycle Center and all other debris will be disposed of off base and in accordance with all local, state, and federal guidelines

1.2.14. Ensure job site is left in an orderly manner at the end of each work day.

1.2.15. Ensure all spills are cleaned up appropriately.

1.2.16. Wipe down equipment once maintenance is complete.

1.2.17. Notify work center of any hazardous that may affect government employees.

1.3. Other Repairs as Required. The Contractors shall notify the Contracting Officer of any repairs not listed in the objectives above that are required to bring the Paint Booth to proper operating condition and meet the standards listed in Paragraph 1.1. of this Statement. The Contractor shall include all repairs that are required to return the above listed equipment to a safe and operational condition in their technical proposal requested in Paragraph 1.

1.4. Repair Certification. Upon completion of all repairs needed to bring the paint booth to proper operating condition the contractor will provide the following

1.4.1. A certification that the ventilations system meets the appropriate standards

1.4.2. Breathing air sample results from an Air Force approved laboratory; certifying the breathing air meets Grade D or higher standards.

1.4.3. Verification of Computerized Ionization Detection functional operation.

1.4.4. Safety, operator, and preventative maintenance training to assigned personnel.

1.4.5. Complete parts service manuals and quick reference guides with the equipment.

1.4.6. Accurate reports that are delivered within a timely manner.

1.4.7. A one year warranty on functionality of the F-16 Paint Booth; to include but not limited to all parts and labor.

2. Quality Assurance. The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's quality control program and receipt of complaints from base personnel.

3. Government Furnished Property and Services: The Government shall provide, water, sewage, and electricity from existing sources. Contractor material may be staged on the grass between the fire road and the AGE pad.

4. General Requirements for Performance.

4.1 FOD Control. The contractor shall implement control measures to contain/control FOD debris

(Foreign Object Damage) and clean up the work area at the end of each work day.

4.2. Safety. All work shall be in accordance with Federal, State and Base Safety regulations.

4.3. Hours of Operation. All non-emergency work shall be accomplished during the normal duty

(day/swing shifts) hours of 0730 through 2400, Monday through Friday, excluding US Government holidays.

4.4. Shaw AFB recognizes the following holidays:

NOTE: Any of the above holidays falling on a Saturday will be observed on the proceeding

Friday. Holidays falling on a Sunday will be observed on the following Monday.

4.5. Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to

Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies

Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a

Page | 5 completed National Agency Check with written inquiries (NACI) investigation before receiving a

Restricted Area Badge.
