The Contractor shall furnish all labor and materials to harvest selected pine trees from 8 areas totaling 48.49 acres. Six areas totaling 7.48 acres will be selectively thinned. Two areas totaling 41.01 acres will be clearcut. Volumes are estimated to be approximately 3,200 tons of pine pulpwood and 300 tons of fuelwood chips. The timber consists of well-stocked loblolly pine plantations and is considered to be of fair quality for the Sumter Area. The Contractor shall have completed harvesting operations and removed all designated timber from the sites by 1 May 2009.
2. LOCATION OF PROPERTY:
The areas to be harvested are located at Shaw Air Force Base, Sumter County, South Carolina. The Base is located on the north side of U.S. Highway 378 between Sumter, SC, and Columbia, SC. The specific locations of the sale areas are shown on the Timber Sale Location Map which is incorporated as part of this contract. Within five of the areas to be thinned, all trees are to be harvested except those marked with multiple spots of blue paint at eye level. Within the other thinning area, only trees marked with orange paint are to be removed. Within the two clearcut areas, all trees are to be cut.
3. DESCRIPTION OF WORK:
a. Time logging is permitted: from 0700 until 1730 Monday through Friday. Personnel must have vacated the Base no later than 1800 daily. Weekend and holiday work is not authorized.
b. Payments will be made weekly based on net weights shown on tickets and settlement sheet. Payments may be either hand delivered or mailed to the Base Forester via USPS. Starting of work must be scheduled through the Base Forester.
c. Within thinning areas, stumps shall be cut as near ground level as possible. Within clearcut areas, stumps shall be left at least 8 inches high to simplify pushing by site-clearing contractor.
d. All roads, road shoulders, and athletic fields shall be kept clear of tree tops and logging debris.
e. All trash will be removed from the Base on a daily basis.
f. Although unlikely, military training may require the movement of contractor personnel and equipment within 24 hours.
g. All loading decks, skidding, and felling will be done within the boundaries of the sale area unless other locations have been approved in advance by the Base Forester. Trees may not be skidded across Losano Street.
h. Entrance to the Base shall be through the Commercial Vehicle Gate only (see Timber Sale Location Map). All vehicles must leave the Base by way of the Main Gate to U. S. Highway 378.

m. Merchantable pine may be harvested either as roundwood pulpwood or pulpwood chips. The resulting limbs bark, and tops must be removed from the site in the form of fuelwood chips, along with all submerchantable pines located within the clearcut areas. Within the clearcut areas, nothing may be left other than the stumps and straw.
4. CONTROL OF HAZARDOUS MATERIALS AND WASTES:
No hazardous substance may be discharged onto the ground or into the streams and surface waters. This includes all petroleum products, waste oil and lubricants (POLs). Any repair or maintenance which could result in leakage or spillage of POL’s or any substance must be done in such a manner as to prevent it from entering any ditches, streams or natural drainage. In the event of accidental spillage, the contractor will be required to report all spills to Shaw AFB Asset Management Flight at 803-895-9977 during duty hours or to the Base Fire Department at 895-4709 after duty hours. Used POL’s and other hazardous material will be containerized and removed from the Installation by the Contractor. The Contractor shall bear the cost of clean up of all spillage.
5. GENERAL REQUIREMENTS:
a. The Base Forester shall be contacted by the Contractor either in person or by telephone (803-895-9994) at least two days prior to beginning work under this contract.
b. To avoid any conflicts with other natural resources programs, endangered species, wetlands, or the flying mission of the Air Force, the Base Forester will approve all haul roads, skid trails, wood ramps, and trailer locations. The Base Forester will determine which timber stand will be harvested first and the harvesting order of the other stands. Harvesting or starting of work may be restricted to certain periods of time to coincide with the needs of the military mission of the Air Force. Work may temporarily be halted or the contract terminated if a conflict deemed serious by the Base Forester occurs or was unforeseen.
c. All work shall be accomplished by the Contractor’s personnel and with the Contractor’s equipment and materials. All equipment needed for timber removal operations shall be furnished, transported and maintained by the Contractor.
d. At all times when operations are in progress, the Contractor shall have a representative readily available in the area who will be authorized to receive, on behalf of the Contractor, any notices or instruction given by the Base Forester in regard to performance under this contract. He/She shall also have a copy of the technical provisions on the site at all times.
e. Although unlikely, it is possible that an emergency situation may require the Contractor and all of his personnel to immediately cease work and evacuate the property for safety reasons if ordered to do so by the Base Forester, Shaw Fire Department, or Security Forces.
6. MERCHANTABILITY STANDARDS:
Pulpwood: Minimum DBH of 5.0 inches; Minimum 3.0 inch DIB at top; Minimum length 16 feet.
Fuelwood: Limbs, tops, and bark from merchantable pulpwood trees plus entire above-ground portion of all trees too small for pulpwood.
7. INSPECTION:
All work is subject to inspection by the Base Forester both during and after the Contractor’s operation. Unsatisfactory work shall be corrected promptly at no expense to the government.
8. DAMAGE TO AIR FORCE PROPERTY:
Extreme care shall be exercised to avoid damaging trees, shrubs, roads, bridges, culverts, fences, utility lines, buildings, or other structures. Slash shall not be left in roads, trails, ditches, or athletic fields. Air Force property damaged beyond normal wear and tear shall be replaced at the original condition as directed by the Base Forester at no expense to the Air Force. All repairs will be inspected and accepted or rejected by the Base Forester.
9. NEW CONSTRUCTION OF LOADING AREAS:
The Base Forester must approve construction of loading areas by the Contractor or Subcontractor before construction begins.
10. FOREST FIRE SUPPRESSION:
The Contractor shall exercise due diligence both independently and in cooperation with the Air Force and will take all reasonable and practical action to prevent and suppress forest fires on the contract area or vicinity. The Contractor agrees to reimburse the Air Force for the cost of fire suppression incurred as a result of his negligence and/or willful acts. All fires shall be reported immediately to the Shaw Fire Department, 803-895-4709, and the Base Forester.
11. EXAMINATION OF PREMISES:
Bidders are expected to satisfy themselves as to the conditions that may affect the cost of performance under this contract. It is considered impractical to determine by other means the exact nature of work, site conditions under which work is to be performed, product break down and total quantity to be harvested. The submission of a bid will be considered as certification that the site has been inspected and the nature of work and the effects of existing and/or adjacent work have been determined. Inspection of the sites will be conducted Thursday, 12 March 2009 at 10:00 A.M. by arrangements with Lt John Dix the contracting representative, telephone 803-895-5264, FAX 803-895-5339, email: john.dix@shaw.af.mil or alternate Mr. Ronald Alexander at 803-895-5392, email ronald.alexander@shaw.af.mil. If you can not attend the scheduled site visit please contact Mr. Douglas Back, the Base Forester, to arrange a site visit by telephone at 803-895-9994, FAX 803-895-5103, e-mail: douglas.back@shaw.af.mil. If it is impossible to contact the Base Forester, it may be possible to arrange a visit by contacting Mr. Terry Madewell by telephone at 803-895-5193.
12. TRASH AND REFUSE:
Trash and refuse resulting from the Contractor’s operations shall be removed daily and disposed of off-Base. No trash of any sort shall be burned, buried, or left on the ground at the end of the day.
13. UNEXPLODED ORDNANCE:
The Contractor is cautioned that unexploded bombs and unburned flares may exist within the contract areas. The Contractor shall assume all risks from exposure to such property and shall discharge the Government from any and all damages directly and indirectly resulting from such property. The Contractor also agrees to hold the Government harmless from any and all claims arising therefrom or incident thereto. When found, these objects shall not be tampered with or removed. The Contractor shall immediately report these findings to the Base Forester or Shaw Fire Department 895-4709 so proper identification and disposal can be made by the government.
14. PAYMENT:
The timber is being offered by item as a unit sale. Payment for the timber must be made weekly as harvesting proceeds, with checks made payable to “Disbursing Officer” and delivered to the Base Forester in person or via USPS. Weight tickets and a settlement sheet must be submitted with weekly payments.
14. POC
The POC for this action is the Base Forester, Mr. Doug Back 803-895-9994.
