The following items are applicable to this modification:

BLOCK 14 CONTINUATION PAGE

The purpose of this amendment is to change the Offer response date and to include questions and responses that arose from Interested Vendors.

A. Offer response date and time has changed from 13 June 2018 at 1400 Mountain Time to 15 June 2018 at 1500 Mountain Time.

B. Below are questions and responses that arose from Interested Vendors.

Question 1: 1.1.5 Route Parameters. Required Contractor to propose routes to the base through the West Gate to the CO for acceptance. There was no industry, how can route be proposed if technical proposal is required? Can proposal route be done after award?

Response 1: Using all the detailed tools provided, use both the Performance Work Statement (PWS) Appendix A:

Historical Workload Data Tables, Pages 1 through 10; and Appendix B Maps.

Question 2: 1.1.10. What is the name of current Landfill in use and why pays the tipping fees?

Response 2: Reference Appendix A: Historical Workload Data Tables, Table A-1: Historical Estimated Landfill Data, Page 1.

Distance to Otero County/ GreenTree Landfill is 38 Miles one way.

Distance to Mesa Verde Landfill is 21 Miles one way.

Question 3: The recycling aspect of contract is said to be reserved. Do you have a different recycling contract performed on base?

Response 3: Yes, the Government has a separate recycling contract.

Question 4: How many employees working daily in this contract?

Response 4: The current contract has one (1) employee working daily.

Question 5: FAR 22.12 None displacement of qualified workers. Do existing employees have right of first refusal and if you will enforce those rights?

Response 5: Yes, the Government will enforce the right of first refusal for the upcoming requirement.

Question 6: How many trucks currently run on base?

Response 6: One (1) truck currently runs on base.

Question 7: Any compactor on base and how many?

Response 7: No, there are no compactors on base.

Question 8: Do you have on base a specific location for composting food waste? If none, where is food being sent?

Response 8: There is no composting for food waste; it is sent to the landfill.

Question 9: We are aware HAFB is a closed Base with little or no access to the facility, one would need access to be able to tender better Technical Proposal. Such aches include route and schedule. Don’t you agree with me that the incumbent has better chances of being selected than some of us with good past performance record having saved other DOD facilities? Technical weighs more than past performance. What is your thought?

Response 9: Using all the detailed tools provided in the Solicitation, make reference to both the Performance Work Statement (PWS) Appendix A: Historical Workload Data Tables, Pages 1 through 10; and Appendix B Maps to prepare a comprehensive Proposal. The Government does not agree that the incumbent has a better chance of being selected. The requirement is Lowest Price Technically Acceptable (LPTA) and is rated on a Pass / Fail basis; the same applies to Past Performance, the criteria is also evaluated on a Pass / Fail scale. In order to be technically acceptable, both elements must Pass. Last, the Government is unclear as to your phrase “saved other DOD facilities”, but hopefully this answers your question.

Question 10: CLINS X004 Special Events 40yd has a price and quantity of 120, however table A-1 Historical data list (4) each annually of the 40cy containers. Are these (4) EA the number of actual containers or the number of times they were serviced?

Response 10: The quantity of four (4) listed in Appendix A-1, Historical data, are the required EXTRA dumpsters on-hand for the 120 uses throughout the year; these four (4) dumpsters will be located at building 1266 yard (PWS paragraph 3.1.). The Government currently has used 72 40yd dumpsters for Special Events/Requests per year, but based on future needs, this is being increased from 72 to 120.

Question 11: Are there any government furnished equipment on this proposal?

Response 11: No, there is no Government furnished equipment for this requirement.

Question 12: Will there be a site visit for this Solicitation?

Response 12: There will be no site visit for this Solicitation.

Question 13: The anticipated award date is August 17 2018 which will allow the contractor a 30 day phase in to purchase and place equipment. However, the PWS does not state a phase in time period. Will there be a stated phase in period?

Response 13: There is no specific phase in period. However, it is normally two (2) weeks before contract start date.

Last, the outgoing contractor and incoming contractor work together during the phase in period.

Question 14: Is this Solicitation subject to the NM Gross Receipt Tax?

Response 14: Yes, the Solicitation is subject to the NM Gross Receipt Tax.

Question 15: Is there a list of Companies who have expressed interest in the Solicitation?

Response 15: The Government tried to change FBO to allow view of Interested Vendors, but was unable to;

therefore, as of 8 June 2018, below is a list of interested vendors.
