Statement of Work
CNC Hydraulic Press Brake For
846th Test Squadron In Support of
Sheet Metal Shop TGTOHS
1.0 PURPOSE
The 846th Test Squadron Sheet Metal Shop TGTOHS located in Building 1178, Holloman AFB, NM, is in need of a 275 US Tons capacity CNC Hydraulic Press Brake.
In order to sustain and improve future fabrication capabilities we require a CNC Hydraulic Press Brake capable of automatically determining the bending sequence, the position of the back gauges and the tool plan.
Note-four years ago we purchased a full set of high quality dies that are completely compatible with the proposed new press brake.
2.0 SCOPE
The Contractor shall provide a CNC Hydraulic Press Brake that meets the following requirements:
1) Minimum capacity of 275 Tons.
2) Minimum 10 foot bed.
3) Camera based operator safety system instead of traditional laser style safety system.
4) Bending Process Control with full HD display/touchscreen. (smartphone style interface)
5) Open Platform Communication- Interface Bending (OPC is the interoperability standard for the secure and reliable exchange of data in the industrial automation space and in other industries).
6) Material Curve Generator to ensure the highest bending accuracy in various material/tool combinations.
7) Automatic Side Frame Deflection Compensation for increase bending accuracy.
8) Hydraulic Operated Dynamic Crowning of the Lower Beam to adjust the required crown in real-time during the bending cycle to compensate for changing pressure, location, and bend length. (not one that pre-crowns, we need one that dynamically crowns as the work is being bent)
9) Automatic Tool Protection to continuously monitor the load on the tools in order to avoid tooling damage.
10) Temperature Sensors to monitor the temperature in the oil system and convey changes to the control automatically eliminating the need for manual corrections.
11) Automatic Dynamic Pressure Regulation to alter the bottom dead position of the stroke in real time automatically to compensate for the three variables that cause the most scrap, inaccurate bends and extended setup times. It must compensate for:
a. Grain direction changes
b. Tensile strength changes
c. Material thickness changes.
12) Material Thickness Measurement using precise pressure sensors that allows for the correction of thickness variations by calculating new bottom Dead Center during the bending process.
13) Two Manually Adjustable Front Support Arms that can be adjusted manually in the X, R, and Z direction.
14) Upper Tool Clamping Type R Mechanical that allows horizontal and vertical tool insertion.
15) Side and Rear Protection.
16) Double Guiding System for the upper beam. The double guiding system increases the stability of the upper beam.
17) Integrated Counter for recording machine working hours.
18) Control console with foot switch including control of tool opening.
19) Daylight Stroke to be a minimum of 25 inches that will allow the use of upper tools of different heights without any restrictions.
20) Hydraulic Lower Tool Clamping.
21) Six Axis Back Gauge with separately displaceable X, R, and Z axis.
22) LED Illumination of the working area, front and rear.
23) Pendant Arm for the Bending Control so that each operator can adjust the height of the operator terminal.
24) Hydraulic Upper Tool Clamping compatible with New Standard Premium tooling.
25) Optical Bend Guiding System with the following functions:
a. Tool Positioning
b. Station Guiding
c. Indication back gauge position
d. Clamping open information
e. End of job information
f. Error indication
26) Hydraulic Oil Cooling Unit.
27) Electrical Cabinet Heat Exchanger.
28) Installation of the new CNC Hydraulic Press Brake in Bldg. 1178, Holloman AFB, NM.
29) Equipment required for the installation and leveling of the new CNC Hydraulic Press
Brake in Bldg. 1178, Holloman AFB, NM.
30) Operator’s Manual.
31) Maintenance Manual.
32) All hardware required for the operation of the CNC Hydraulic Press Brake.
33) All software required for the operation of the CNC Hydraulic Press Brake. Software must be able to automatically determine the bending sequence, the position of the back gauges the tool plan, and must provide bending simulation.
34) Software must support Auto CAD DWG and AUTO CAD DXF.
35) Software License.
36) Operator Training.
3.0 MILESTONES
The CNC Hydraulic Press Brake shall be delivered by 1 Jan 2018.
4.0 DELIVERABLES
4.1 Deliver a CNC Hydraulic Press Brake that meets the minimum requirements listed in section 2.0.
5.0 GENERAL CONSIDERATIONS
5.1 PERIOD OF PERFORMANCE
This is a short term project the period of performance shall be approximately 30 days from Authority to Proceed (ATP).
5.2 GOVERNMENT FURNISHED EQUIPMENT (GFE)
The Government will not provide any equipment in support of contractor efforts.
The Government will provide electrical power to the machine and hydraulic oil to the manufacturer’s specifications.
5.3 PLACE OF PERFORMANCE
The CNC Hydraulic Press shall be fabricated at the contractor facilities and delivered to Building 1178, Holloman AFB, NM 88330.
5.4 CONTRACTOR IDENTIFICATION
Contractor personnel must identify themselves as contractors during meetings, telephone conversations, in electronic messages or correspondence related to this contract.
5.5 CONTRACTOR FURNISHED ITEMS AND SERVICES
The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and non-personal services, necessary to perform the work defined in this SOW.
6.0 CONTRACT ADMINISTRATION:
6.1 HOURS OF OPERATION
The Government’s regular hours of operation are between the hours of 7:30 AM to 4:00 PM Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
