STATEMENT OF REQUIREMENTS
Precision Frequency Converters
1.0 Introduction and Background. Holloman AFB has a requirement for a vendor to supply
(12) precision frequency converters to be used for F-16 aircraft. Prior to the F-16’s arrival to Holloman Air Force Base, the hangarettes were equipped with “FCX Systems” brand precision frequency converters to be used for the previous unit’s F-22 aircraft. After the
F-16’s arrival, all of the pre-existing F-22 precision frequency converters were removed for the hangarettes and shipped to multiple Air Force F-22 units.
2.1 General Information.
2.2 The vendor shall furnish all supplies and transportation for 12 precision frequency converters
2.3 The vendor shall be familiar with applicable Federal, State, Local, and Base
Regulations and Policies.
3.1 Equipment Requirement Specifications.
3.2 INPUT POWER
3.2.1 Input Voltage: 480 VAC +/- 10% standard, other input voltages available
3.2.2 Input Frequency: 60Hz +/- 10% standard
3.2.3 Input Phase Rotation: Any (automatic phase lock)
3.2.4 Inrush Current: None (soft start to rated power)
3.2.5 Protection: Overload, short circuit, over voltage, temperature, access door interlock.
3.2.6 Input (THD): <5% at rated load, <8% at any load (when input frequency is +/- 1 Hz from nominal).
3.3 OUTPUT POWER
3.3.1 Output Power Rating: 45kVA continuous can be used for any 400hz application ≤ 45kVA.
3.3.2 Output Frequency: 400Hz, +/- 0.01% for any load condition
3.3.3 Voltage Regulation: +/- 1% Maximum
3.3.4 Voltage Recovery: Meets or exceeds limits of MIL-STD-704F, typically less than 50 milliseconds with a 100% load change.
3.3.5 Voltage Balance: +/- 1% for balanced loads, +/- 2% for 25% unbalanced loads.
3.3.6 Harmonic Content: 1.5% max., 1% typical (line to line or line to neutral)
3.3.7 Overload Capacity: 125% for one hour, 150% for 5 minutes, and 200% for 20 seconds.
3.3.8 Overload, short circuit, over and under voltage per MIL-STD-704F, over temperature, isolation, aircraft 28 VDC E/F interlock, access door interlock.

3.4 MONITORING & CONTROLS
3.4.1 Display: 4 x 20 character backlit display and dedicated indicator lights, with LED configuration for harsh environments.
3.4.2 Control: 16-key matrix keypad for full control and monitoring, as well as dedicated standalone push button controls for Start, Stop/Reset, and
Output On/Off control for user friendly operation.
3.4.3 Metering: Full three-phase monitoring and display of input and output voltage, current, and frequency; built-in troubleshooting guide in display;
dedicated elapsed time meter also provided.
3.5 ENVIRONMENTAL & MECHICAL
3.5.1 Enclosure: NEMA 12 equivalent rated steel enclosure with durable powder coat finish. Standard colors: RAL9006 “White Aluminum”
(gray) or RAL9016 “Traffic White” NEMA 4 equivalent rating is optional.
3.5.2 Size/Weight: 52” H x 48” W x 25” D
3.5.3 Ambient Temp. Range: Operating: -40˚C to +50˚C (-40˚F to +122˚F)
3.5.4 Humidity: 0 - 100%, non-condensing
3.5.5 Audible Noise Level: Less than 68dbA typical @ 1m
3.6 CODES & STANDARDS
3.6.1 Meets or Exceeds: UFGS 26 35 43 NFPA 70

3.7 WARRANTY – 12/18 MONTH
3.7.1 Standard 12/18 Month Warranty: The vendor’s supplied warranted products will be free of defects in material and workmanship. In the event that a failure to comply with this warranty should be detected within twelve (12) months from the date of start-up or 18 months from the date of shipment, whichever comes first, the vendor shall, upon notification of non-compliance and after substantiation that that non-conformities are not due to tampering, misuse, or misapplication, rectify the problem by suitable repair or replacement F.O.B. factory.
3.8 STANDARD FACTORY TESTING FOR EACH 45 KVA UNIT
