The following items are applicable to this modification:

BLOCK 14 CONTINUATION

The purpose of this amendment is to update clauses, incorporate an updated Performance Work Statement (PWS) and update the table of contents (ToC).

A. Clauses:

1. Update 52.222-42, Statement Of Equivalent Rates For Federal Hires, to include the Employee Class Monetary

Wage-Fringe Benefits rates.

2. Add 252.237-7024, Notice Of Continuation Of Essential Contractor Services, to include CLINs X001 and

X002. Note: Offeror must provide a written plan, in accordance with paragraph (b), with its proposal.

B. PWS paragraph 1.2.3., Performance of Services during Crisis Declared by the National Command Authority, has been updated. Updated PWS, dated 26 April 2016, with "FA4801-15-R-0030-0001" in the header, is hereby incorporated, replacing previous one dated 29 March 2016.

C. The ToC has been updated to reflect PWS incorporation.

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

252.237-7024 NOTICE OF CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010)

(a) Definitions. Essential contractor service and mission-essential functions have the meanings given in the clause at

252.237-7023, Continuation of Essential Contractor Services, in this solicitation.

(b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services for Mission Essential Contractor Services, IAW PWS Para 1.2.3 Performance of Services during

Crisis Declared by the National Command Authority which states, "CLINs X001 and X002 are determined to be critical after 3 days of Government shut down and services for these CLINs are to resume on the 4th day."

(1) Identify provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be resumed;

(2) Address in the plan, at a minimum--

(i) Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves;

(ii) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;

(iii) The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;

(iv) Any established alert and notification procedures for mobilizing identified ``essential contractor service'' personnel; and

(v) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29

CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.
