About this file

This document is a Statement of Requirements (SOR) for three (3) Internal Airlift/Helicopter Slingable Container Units (ISU-90) to support the Accessories Flight of the 1st Maintenance Squadron. The current ISU-90 containers are degraded and do not meet airworthiness standards, requiring immediate replacement. The new ISU-90s must be designed to efficiently store and organize deployment assets, provide rapid access to tools and equipment, meet airworthiness compliance, and safely store hazardous materials. The containers must have a split configuration to support the Egress section and Fuel Systems separately.

The related federal contract opportunity, Solicitation Number FA4800-24-Q-A115, is for the procurement of the required ISU-90 containers or an equal product. The contracting agency is the Department of the Air Force, Air Combat Command. The opportunity is currently in the pre-solicitation phase, and the new ISU-90 containers must be fabricated and delivered to the 1st Maintenance Squadron, ZIP code 23665, prior to April 1, 2025.

STATEMENT OF REQUIREMENTS

For

Internal Airlift/Helicopter Slingable Container Unit

1 MXS/MXMCF

16 October 2024

Purpose: This Statement of Requirements outlines the need for three (3) Internal Airlift/Helicopter Slingable Container Unit (ISU)-90 shipping containers to support the Accessories Flight of the 1st Maintenance Squadron. These new ISU-90s are critical replacements for our current fleet of containers, which have degraded to the point of being non-airworthy and require immediate replacement. The current ISUs are required for transporting mission-critical equipment, particularly in conjunction with the HFBE1 Unit Type Code (UTC) and are used during Temporary Duty (TDY) and Deployments to support three separate Fighter Generation Squadrons (FGS) simultaneously, often operating in different locations across the globe.

The existing ISU fleet will NOT meet mission requirements if more than one unit requires airlift, as two of our ISUs currently do not meet airworthiness standards outlined in Defense Travel Regulation Paragraph K.2.G.1, primarily due to exposed wood cores and corner delamination. One of which container failed Joint Inspection last week during a mobility exercise due to damage. The sole airworthy container is also reaching a point where it will become unserviceable prior to its next required airlift on or about April 1, 2025.

Requirements: To meet the operational needs of the Accessories Flight, the following specifications are required for the new ISU-90 containers:

Quantity: Three (3) ISU-90 containers.

Internal Configuration: The ISUs must be designed to support two separate work centers, allowing efficient storage and organization of deployment assets for UTC HFBE1 missions and TDY certification events for Fighter Generation Squadron and training exercises.

Quick Access to Tools & Equipment: The layout must ensure rapid access to tools and equipment without needing to unpack or reconfigure to get any one tool/item. Reducing response times and allowing seamless integration into Agile Combat Employment configurations.

Airworthiness Compliance: Each ISU-90 must meet all airworthiness standards to support worldwide deployment to any location including bare base environments.

Hazardous Materials Storage: The ISU-90s must be able to safely store and transport hazardous materials, including flammable liquids and corrosives.

Efficient Layout for Tools & Parts: The internal layout must organize all tools and supporting equipment efficiently, with room to store unserviceable parts for return transport.

Split Serviceability: The ISU-90 must be designed with a split configuration, where one side supports the Egress section and the other supports Fuel Systems.

Note: Attached are photos showcasing the storage requirements (and lack thereof) and the current unserviceable condition of the existing units for your reference. We need to fabricate and deliver ISU-90 containers to the Accessories Flight, 1st Maintenance Squadron, ZIP code 23665 prior to April 1, 2025.
