MEMORANDUM FOR ALL OFFERORS

SUBJECT: FA4800-16-T-0008, ACC Program Manager Solicitation Request for Information

The questions below were received via email in response to the subject solicitation prior to the site visit:

1) Is there a WD Labor Occupational Code that Offeror’s should use while pricing this effort?

Answer: Vendors are to utilize the occupational code that best reflects the nature of the work being performed. Refer to the Department of Labor website for information pertaining to conformances.

2) We noticed that 4 offeror’s will receive contracts from this solicitation. Is this a Multiple Award IDIQ contract or something else?

Answer: There will be one contract awarded for this requirement; this is not an IDIQ type contract. The evaluation factors as defined in 52.212-2 detail the process in which the government will evaluate offers. Reference to four offerors is how the pricing will be evaluated.

3) Are the CLINs to be priced reflecting one LCATs annual cost? If so, is that the Program Manager position?

Answer: The contract has one Contract Line Item Number (CLIN) per year for Program Management support. The unit price provided should reflect monthly price for services to be performed.

4) Does the Program Manager have an equivalent WD Occupational Code?

Answer: Same as question #1.

5) Is there an incumbent for this effort? If so, who?

Answer: Yes. The incumbent is Teya Technologies, LLC.

6) What was the incumbent contract number associated with this effort?

Answer: FA4800-11-C-0011.

7) Is there an estimated volume/number of projects per year so we can ensure we’ve estimated the correct resources for this work?

Answer: Average workload is 20 projects per fiscal year. The workload at any given time may vary due to the completion of projects and projected new requirements.

8) FAR 52.212-1 Instructions to Offerors, #4, Volume I – Price Proposal states “Contractor shall use the format in the attached bid schedule to fill out their pricing information.” As no separate bid schedule seems to be included in the RFQ, please confirm that the bid schedule being referenced is the SF 1449 continuation pages on pages 3-5 of the RFP.

Answer: Vendors shall use the bid schedule within the solicitation to submit their price quotes. Refer to pages 3-5.

9) The solicitation lists two positions. Is the contract manager a full time on site position?

Answer: The contract manager is not a full-time position. The CM may be a POC at the home office or a local office. The intent of this position is to be used as a direct contact for government personnel to an individual authorized to speak on behalf of the contractor.

10) Performance objective SS-1 (pg 10 of PWS) seems to be undefined.

Answer: PWS dated 26 July 2016 has been incorporated into the solicitation and updates Services Summary Item #1 to reflect accurate verbiage.

11) The Facilities Program/Project Manager and Contracts Manager positions are not reflected in the SCA Wage Determination. Please explain why is this attached and why we must certify that we will adhere to it?

Answer: See question #1 regarding the PM and question #9 regarding the contract manager.

12) This Solicitation has been assigned NAICS 541350 - Building Inspection Services.

According to Census.gov, “This industry [NAICS 541350] comprises establishments primarily engaged in providing building inspection services. These establishments typically evaluate all aspects of the building structure and component systems and prepare a report on the physical condition of the property, generally for buyers or others involved in real estate transactions. Building inspection bureaus and establishments providing home inspection services are included in this industry.” Based on Section 1.0 - Scope of Work and Section 2.0 - Services Summary detailed in the PWS, the tasks required by this Solicitation are much more involved than building inspection services.

Additionally, the Section 1.1.5 - Qualifications requirements for the Facilities Program / Project Manager (FPM) exceed those of a typical building inspector. This may result in selection of rates from the Wage Determination for the FPM and Contract Manager that are too low for a respective candidate qualified to perform the required tasks.

To ensure the government receives accurately priced proposals with qualified candidates for the FPM, can the NAICS be changed to 541310 - Architectural Services or 541330 - Engineering Services? According to Census.gov, “[The NAICS 531310] industry comprises establishments primarily engaged in planning and designing residential, institutional, leisure, commercial, and industrial buildings and structures by applying knowledge of design, construction procedures, zoning regulations, building codes, and building materials.” and “[The NAICS 541330] industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services.”

Answer: The NAICS code for this requirement will be updated to reflect 541330 – Engineering Services with a size standard of $15M.

13) Pages 9 and 23 of the RFQ state, “Factor 1: Quoters shall detail their process for obtaining personnel with the necessary qualifications and experience to support this requirement. The quoter shall provide details on the qualification and experience verification process.” Further, Page 9 states, “Technical will be evaluated on a “Pass/Fail” basis. To receive a rating of “Pass,” the offeror must adequately address their plan to meet the above mentioned technical criteria. Offerors must receive a rating of “Pass” for technical in order to be eligible for award.” In order to demonstrate that a Contractor’s proposed Facilities Program / Project Manager (FPM) meets the requirements of Section 1.1.5 – Qualifications, is a resume required? If so, is the resume included in the 15-page limit?

Answer: A resume is not required to be submitted with the solicitation. The technical criteria specifically states that the offeror will detail their process for obtaining personnel with the necessary qualification and experience. Technical volumes should include the quoters process of obtaining qualified personnel, not a resume.

14) Additionally, if a Contractor proposes a contingent hire FPM, is a Letter of Commitment from that person required? If so, is the letter included in the 15-page limit?

Answer: No, resumes and commitment letters are not to be submitted as part of the technical volume. Also, refer to question #15.

15) Does the right of first refusal apply to this contract and are we obligated to hire the incumbent personnel?

Answer: Yes, in accordance with FAR 52.222-17 entitled “Nondisplacement of Qualified Workers” as incorporated into this solicitation, the incumbent personnel on contract FA4800-11-C-0011 will have the right of first refusal for the follow-on contract.

16) How many FTE’s are currently performing on the incumbent requirement?

Answer: There is currently one full-time equivalent individual supporting the incumbent contract.

17) Has the scope changed since the last requirement? Based on our research, the pricing seems high for the incumbent compared to the current PWS.

Answer: The scope of the incumbent contract was reduced due to government requirements. NOTE: Quoter should not base quotes on historical information as requirements may change significantly throughout the life of a contract. Pricing should be based on the current solicitation and associated documents.

18) Is this contract covering all of Joint Base Langley-Eustis or just Langley?

Answer: This requirement is in support of the Air Combat Command campus projects, it does not cover all projects at Langley and Fort Eustis. Please see the ACC Campus Map attached to this document for reference.

The questions below were received via email in response to the subject solicitation after to the site visit:

1) Section 1.1.5 – Qualifications of the PWS states, “The contractor shall ensure all personnel meet or exceed the stated qualification requirements as specified in this document.” Each of the subparagraphs of this section then begin by stating, “The contractor shall have…” various required qualifications. We assume that the qualifications must be met by the onsite individual fulfilling the Facilities Program / Project Manager (FPM) position and not by various offsite personnel of the contractor.

Should the subparagraphs be interpreted to read, “The FPM shall have…”? Please clarify.

Answer: Yes, reference to the contractor refers to the contractor’s on-site personnel. The personnel performing the duties as outlined in the PWS shall meet the qualifications as outlined in 1.1.5.

2) The Section 1.1.5 - Qualifications requirements of the PWS for the Facilities Program / Project Manager (FPM) are indicative of the FPM providing Professional Services to the government, which is further affirmed by the reassignment of the NAICS for this solicitation to 541330 – Engineering Services. We have reviewed the DoL website and in light of the Professional Services to be provided and the breadth of Air Force specific experience required, we cannot identify an occupational code on the Wage Determination that best reflects the nature of the work being performed. Should we use prevailing market rates for the FPM position? Would the GSA’s “Contract Awarded Labor Category” site (https://calc.gsa.gov) better reflect the nature of the work for a program manager?

Answer: Referring to Question 1 of the pre-site visit questions above, the contractor would classify their employee through the Department of Labor.

3) The past performance requirement states, “Each offeror shall submit a past performance volume as part of their proposal which lists a maximum of four (4) past performance references being the four (4) most recent and relevant past performance records.” Is there a minimum number of past performance references that can be submitted?

Answer: There is no minimum number of references.
