1. Contract Position Title. Auxiliary Catholic Priest, Joint Base Langley-Eustis Chapel, VA. From this point forward the Auxiliary Catholic Priest will be referred to as “Contractor.”

2. Scope of Responsibilities. The Contractor shall assistance to the Senior Catholic Priest (SCP) in the ongoing ministries of the Catholic Community at Joint Base Langley-Eustis Chapel

3. Units of Work. Contractor provides/conducts services as requested and not to exceed the quantities detailed in the following Unit of Work table. Contractor provides services upon request of the SCP or the Deputy JBLE Chaplain. In consideration of all the following duties and responsibilities, the Contractor will provide these services for which payment will be made monthly based on a per unit basis as per this agreement.

Documentation of the sacramental services approved by the Senior Catholic Chaplain for contractor to perform will be provided by the contractor each month.

4. General Responsibilities.

4.1. Contractor shall celebrate or provide ministry in accordance with the above table and upon request of the SCP. Duties performed at the request of the SCP may be in cooperation with the SCP or in the place of the SCP, as needed.

4.2. Contractor shall follow Joint Base Langley-Eustis Chapel operating instructions for use and care of buildings and equipment.

4.3. Contractor shall coordinate all support requirements with the SCP or his/her designated representative.

5. Specific Responsibilities. In the performance of responsibilities, Contractor shall meet the following requirements.

5.1. Arrive no less than fifteen minutes prior to the Mass or service and not depart until all sacred and sacramental vessels and vestments are properly cleaned and stored.

5.2. Keep within the Guidelines for Worship as prescribed by the US Catholic Conference of Catholic Bishops and the Archdiocese for Military Services (AMS).

5.3. Observe the guidelines and directives promulgated by the SCP at Fort Eustis.

5.4. Be appropriately professionally dressed as directed by the Canon Law of the Roman Catholic Church, i.e., appropriate clerical garb when performing sacramental and ministerial duties.

5.5. Provide own transportation to and from worship, sacramental and ministerial functions without further compensation.

5.6. Arrange for substitutes if not able to perform requested services at assigned times. The substitute must be approved by the SCP and AMS prior to performance of ministry.

5.7. Contractor may not perform any ministry without the delegation or explicit permission of the SCP. Contractor is not the equivalent of a vicar or associate pastor in a civilian Parish.

5.8. Contractor shall ensure that all facilities and equipment are properly secured after use.

5.9. Contractor shall maintain model decorum with special attention to dress and conduct that is appropriate for religious services and programs.

6. Education, Experience, and Other Significant Requirements. Contractor will provide documentation of the following requirements.

6.1. Contractor must be ordained for Catholic pastoral ministry.

6.2. Contractor must hold a Master of Divinity degree.

6.3. Contractor must have five years’ experience in pastoral work.

6.4. Contractor must be willing to preach and lead worship in a military setting.

6.5. Contractor must have the approval of the AMS to perform pastoral ministry in a military setting.

6.6. Contractor must provide documentation of completion of VIRTUS training.

7. Security and Access.

7.1. Personnel performing on this contract must be US citizens.

7.2. The Contractor will have no access to classified military information.

7.3. The Contractor requires no Common Access Card (CAC) and no access to the Fort Eustis Network for the performance of these duties.

7.4. In accordance with Air Force Instructions, the Contractor shall undergo a verification process to determine trustworthiness and suitability prior to being granted access to federal property. Limited access with escort may be granted (at the installation's discretion) for an interim period while investigations are being conducted.

733 Security Forces Squadron will conduct background checks on all contractor personnel requiring access to the installation.

7.5. Performance on this contract requires receipt of fingerprint check results and submission of background investigation. FINGERPRINTS AND THE APPROPRIATE INVESTIGATION WILL BE SUBMITTED BY THE GOVERNMENT. Installation Security Office will submit all background investigations on prospective contractors prior to having contact with children.

7.6. The Contractor may be permitted to work under the terms of the Contract upon completion of the background check. However, the Contractor may not work directly with minors until favorable completion of the criminal records check. An unfavorable NACI return will immediately nullify this contract.

7.7. Contractor shall be responsible for safeguarding all Government property provided for use.

7.8. Traffic Laws, Weapons, Firearms and Ammunition: Contractor shall comply with all base traffic regulations. Contractor is prohibited from possessing weapons, firearms, or ammunition on their person or within their privately owned vehicle while on Fort Eustis.

8. Government Furnished Equipment and Services.

8.1. The Government will furnish all equipment and supplies necessary to Contractor’s performance of ministerial duties. Contractor shall utilize the supplies (sacred vessels, vestments, etc.) provided by Regimental Memorial Chapel only for contract performance and will exercise reasonable care in use of those supplies.

Contractor shall safeguard all Government/Chapel equipment and supplies provided to fulfill this contract.

8.2. The Government will provide access to photocopy machine as necessary to the performance of the Contractor’s duties.

8.3. Chapel directed conferences or training, to include travel expenses, may be funded contingent upon availability of funds and approval of the Deputy JBLE Chaplain.

8.4. The Government will not provide any personal transportation.

8.5. The Government will not provide office space, work space, information technology (IT) equipment or IT access.

9. Privacy Act. Work on this contract may require that Contractor have access to Privacy Information. Contractor Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, and applicable agency rules and guidance.

10. Performance Evaluation.

10.1. The Contractor may be required to meet with the Quality Assurance Personnel (QAP) and/or the Contracting Office Representative (COR). Meetings shall be as often as necessary as determined by the QAP or COR.

10.2. The Quality Assurance Evaluator (QAE) for this contract is the Pastoral Coordinator (PC) and/or the SCC. The Contractor shall consult with the PC for resolution of problems or questions about this statement of work.

10.3. The Contractor shall be responsible for filing any applicable social security, federal, or state taxes. Contractor shall be required to submit monthly invoices to the PC before payment is made.

11. The Deputy Joint Base Langley-Eustis Chaplain.

11.1. Reviews the contract annually to consider exercise of option.

11.2. Ensures that the unit rate of payment for the services described in this SOW is in 12 monthly installments.

12. The Contracting Office Representative (COR). The COR will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work and will be given an opportunity to correct nonconforming work.

The contractor will be given an opportunity to respond in writing to any notice of noncompliance. The COR is the PC.
