MEMORANDUM FOR RECORD
FROM: 28 CONS/PKA
SUBJECT: FA4690-19-Q-A012, RFQ for Entry Control System, Questions and Answers
1. On 13 May 2019, 28 CONS/PKA met with interested contractors to discuss solicitation FA4690-19-Q-A012 and conduct a site visit to buildings 7270, 7274, 7295, and 7918. The purpose of the site visit was to give contractors a better idea of the requirement and to help them develop their proposals.
2. In the original solicitation, contractors were notified that after the site visit, they were free to submit any questions they might have regarding the project to the contract administrator. Those questions were due no later than 20 May 2019 at 0400 MST. Both the questions and answers were then made available to the public on FBO, in the form of an amendment to the solicitation.
3. The following questions were collected by the contract administrator from contractors and provided to the customer, who obtained answers from 28 CES, 28 CS, and the building owners.
a. Are there any restrictions on the types of cable concealment? Can both or a combination of metal raceway be utilized? Depends on the location/building. It needs to blend in to the existing structure. For areas that wiring cannot be run through drop ceilings or hidden in other manners, the raceway should be as unnoticeable as possible.
b. Para 5.2.1 requires 2000 RFID Badges. Does the owner desire artwork such as an individual’s picture, title, or other information on one or both sides of the badge? No.
c. Will access control audit logs be required to be produced in hard-copy form. No.
d. Several of the proposed doors were in poor physical condition or not prepped to receive access control equipment. How will these deficiencies be addressed? Any necessary upgrades should be included in the quote.
e. Will required door corrections be included as part of this offering or covered as a separate bid item? Doors that must be replaced due to poor condition should be identified in the quote, and the contractor should plan to replace them as part of the current contract.
f. Can an access control sub controller panel location be in building 7270? Recommended area would be on drawing titled Building 7270 (2). Yes.
g. Building 7918 is connected to building 7925. Can an access control sub controller be added in building 7925? Yes.
h. If the proposals are accepted what will be our work hours. Preferably 7:00 AM to 3:30
PM. 0800-1630.
i. Will we have a location that we can store our materials such as EMT, Wire Mold and Cable? Reference section 3.1/3.2 of the PWS, would recommend an outside lockable storage container such as a connex box/trailer in the parking lot.
j. Will they require escorts throughout the entire project or just in the sensitive areas such as Bldg. #7918? The only locked areas would be the AFE rooms where 3 doors are located. Personnel from those sections would need to be present to allow workers into those areas.
k. Van Parking, this will be important if we don’t have an location to store materials. (To many trips to the van for parts and tools can cost a lot of labor time)! Vans can be parked in the parking lots directly outside the buildings.
l. As I dug further into the PWS for this project I have one additional question. My question concerns para 5.2.1. The last sentence of this paragraph states:
“Communications between the reader and controller must be secure, and system data must be encrypted to protect identity information.” HID does not manufacture a reader that will encrypt data being transferred to and from the reader. There is a type of reader that offers more security than the standard HID Weigand reader. That is known as an OSDP reader. Again, this reader will not encrypt data, it just monitors the reader and has more security to prevent the reader from being hacked. Is the PWS trying to call out the OSDP readers for use in this project? Yes, we are looking for the data to be secured not necessarily encrypted. The OSDP reader is exactly the type of capability we are targeting.
