MEMORANDUM FOR RECORD

SUBJECT: Amendment 2, Answers to Questions for Solicitation FA4690-12-B-1003, Base Wide Paving
IDIQ, Ellsworth AFB
1. The purpose of this memorandum is to provide responses to the questions that were asked as a result of the Site Visit conducted on 3 July 2012 and are follows;
a. Question 1: Will you be issuing a revised bid schedule to include a CLIN for mobilization?
Answer 1: No CLIN(s) for mobilization will be added. Mobilization costs shall be allocated to existing CLIN(s) at the bidder's discretion.
b. Question 2: Will the wage determination included in the solicitation apply to all four option years?
Answer 2: The wage determination included in the solicitation will be applicable for all delivery orders issued during the base year of the contract. If Government decides to exercise the next option year of the contract, the most current wage determination will be incorporated via a contract modification at the time the option year is exercised. Any delivery order issued after a new wage determination is incorporated will be subject to the new wage determination.
c. Question 3: What is the compressive strength requirement for Portland Cement Concrete
Pavement, Airfields?
Answer 3: There is not a compressive strength requirement for airfield concrete pavement.
Specification section 02521 contains a 28-day flexural strength requirement for airfield concrete pavement.
d. Question 4: In Attachment 1 Bid Schedule Base Year and year 1,2,3,4 CLIN #0041 Saw cut 200-
22” PCC Pavement are the units correct. 400 SF or should it be 400 LF of saw cutting?
Answer 4: Units for CLIN 0041 should reflect LF for all contract years. Attachment 1 Bid
Schedule for Base Year and all four options has been revised to incorporate this change.
e. Question 5: Is a Mobilization Line Item going to be added to the CLIN or is mobilization going to have to be absorbed into the individual line items?
Answer 5: No CLIN(s) for mobilization will be added. Mobilization costs shall be allocated to existing CLIN(s) at the bidder's discretion.
f. Question 6: Will a mobilization line time be added to each separate project?
Answer 6: No CLIN(s) for mobilization will be added. Mobilization costs shall be allocated to existing CLIN(s) at the bidder's discretion.
g. Question 7: What is the lead time (notification) a contractor will get from the Air Force once project is funded and can start?
Answer 7: The lead times will vary for each Delivery Order depending upon the magnitude of the requirement. Proposals may be requested for unfunded projects but Delivery Orders will not be issued until funding is received. Once a delivery Order is issued a pre-construction meeting will be held and a notice to proceed will be issued to document the start of the construction period of performance.
h. Question 8: Will a contractor have multiple projects on going at the same time under this IDIQ?
Answer 8: Yes, the possibility exists that more than one delivery order could be awarded during the same option year and performance periods my overlap or run concurrently.
i. Question 9: Who determines how long a project should take?
Answer 9: The Government will issue an RFP which will identify the duration of the delivery order that will be awarded. The RFP response by the Contractor may include an alternate duration and will be evaluated by the Government.
j. Question 10: Does the contractor get a “Say” in the start and completion date?
Answer 10: The date of issuing the Notice To Proceed can be discussed at the pre-construction meeting held after each delivery order is issued. The completion date will be determined by the start date identified in the NTP and the performance period for each individual Delivery Order.
k. Question 11: Does the contractor need to provide a schedule for each project?
Answer 11: All Delivery Orders over $150,000 and have a performance period greater than 60 days will require a delivery schedule. (Contract Progress Schedule Form 3064). Any Delivery
Orders not meeting these requirements will not require a Progress Schedule unless requested by the Contracting Officer.
l. Question 12: Will the Contractor have to supply engineering services for the contract?
Answer 12: Engineering services are not required by the contract, except where services such as quality control testing are identified in the specifications.
m. Question 13: Will the Contractor have to supply ASBUILTS to the Air Force?
Answer 13: As-builts are not required by the contract.
n. Question 14: Will the contractor be allowed to have a “Yard or storage area on the base property”?
Answer 14: A storage area for each contract delivery order will be provided. The government will not provide fences, containers or enclosures.
o. Question 15: Will there be individual line items for Mobilization and BOND per each Delivery
Order?
Answer 15: No CLIN(s) for mobilization will be added. Mobilization costs shall be allocated to existing CLIN(s) at the bidder's discretion. There will be no individual CLIN(s) for BOND costs. Total BOND costs per delivery order is anticipated.
p. Question 16: Are quantities available for the Bid Schedule?
Answer 16: Yes, the initial solicitation Attachment 1 Bid Schedule unfortunately did not have any estimated quantities however Amendment 1 revised Attachment 1 Bid Schedule, to include estimated quantities.
q. Question 17: Is there a performance requirement (percent complete) for Prime Contractors?
Answer 17: Yes, clause 52.236-1, Performance of Work by the Contractor is referenced in the solicitation.
r. Question 18: Do we disregard the Bid Schedule pages 3-7 of 57 (section B) requiring a Max Net
Amt for the Bid Form, and subsequently only turn in The Bid Schedule for the Base Bid, Each
Option Year and Form 1442?
Answer 18: Yes, disregard and do not fill in total pricing on pages 3 through 7. Return your pricing response on Attachment 1 Bid Schedule and return the 1442 which includes the appropriate acknowledgement of amendments and authorized signatures of the bidder.
s. Question 19: Is it possible to have an additional Line item for patching by the square foot?
Perhaps a differentiation between 100 SF, 1000 SF and 5000 SF for example.
Answer 19: No additional CLINs will be added to the contract prior to RFP date.
t. Question 20: How will the apparent low bidder be evaluated?
Answer 20: Evaluation will be performed as identified in solicitation section M, Evaluation
Factors For Award.
u. Question 21: Will the Government select a contractor of record based upon the total of the Base
Bid and Option Years Lump Sum?
Answer 21: Evaluation will be performed as identified in solicitation section M, Evaluation
Factors For Award.
v. Question 22: Will all questions and answers be posted as attachments on the solicitation page?
Answer 22: Yes, all questions with answers are posted via Amendment to the solicitation.
2. The proposal due date for submitting bids remains 20 July 2012, not later than 4:00 pm.
