PERFORMANCE WORK STATEMENT

INSTALL SURVEILLANCE CAMERA SYSTEM – MSA ECP

30 Jun 2009

1. GENERAL: This project shall consist of two outdoor surveillance cameras at the main entry control point (ECP) to the munitions storage area (MSA), one intercom/telephone, one indoor surveillance camera for door entry at munitions control room, and associated monitoring/controlling/recording equipment in Munitions Control which will provide 24 hour surveillance of the ECP and munitions control entry point. The two outdoor cameras must have fiber optic connectivity, remote zoom/panning capability, 24 hour battery back-up, severe weather resistance, and low-light capability.

2. SYSTEM REQUIREMENTS: Provide and install a surveillance and audio link between Munitions Control and the MSA ECP.

a. 2 High resolution day/night outdoor cameras with zoom/panning with fiber optic connectivity. One located under overhang, capable of viewing personnel features. Second located on guard shack roof with PTZ, of the entry control point.

b. Outdoor audio link with either intercom or phone and fiber optic connectivity to be located at the entry control point under the overhang.

c. High resolution indoor surveillance camera with PTZ at the MXG Control Center.

d. Severe weather shrouds for outdoor components.

e. Mounting hardware.

f. Provide Digital Video Recorder with a minimum of 4 video inputs and a storage capability of at least 10 days within the control room.

g. Provide control panel w/ joystick capable of controlling 3 cameras.

h. One year warranty on parts and labor.

i. Outdoor system components must be certified for operation in temperatures of -35 to 120 F and withstand gusts of wind up to 90 MPH.

j. Contractor will connect the two video cameras and audio link into the existing fiber optic cable located in the communications/power closet at the center of the gate shack at the ECP. Fiber optic cable currently exists between the ECP and the MXG building.

k. The contractor will establish connectivity between the control room and the equipment utility room in the MXG building. Control room is on the same floor 2 rooms over.

Each site where the cameras will be installed already has a dedicated outlet supplying electrical power.
