MEMORANDUM FOR RECORD

Site Visit for MUNS Camera System 1.
A site visit for the MUNS Camera System solicitation was held on 29 June 09. The following were in attendance:

All those involved met at the Contracting office conference room and then drove as a group to the Munitions Storage Area. All introductions were made, and greetings were given.

The following items were points of discussion and clarification:
a. The first area of the site visit was at the entry gate to the Munitions Storage Area. The requirement includes the contractor to provide and install one wireless camera and a wireless audio link (Phone or wireless intercom) at the booth area. This camera will require high definition for a close up view of the personnel’s physical features as well as the information contained on a badge being held up for view to the camera. The contractor will provide and install a communication method (phone or intercom) that will provide the communication link between the Entry Control Point (ECP) and the individual in the control center located about a half mile away. A second wireless camera is required to view the staging area, gate, and vehicles that enter this area. Capability from Control Center to direct both cameras in any direction and zoom in or out is required. There is currently a wooden light pole that can be used to attach the second camera and it currently has a power box at its base. Government Civil engineers can run the conduit and power lines up the length of the pole for easy access and use for the camera. Both cameras must have 24 hour battery back-up in case of power outages. A transmitter to relay the signal can be attached to the roof of the guard shack. It will need to transmit the signals to the Control Center located about ½ mile south.
b. The radio frequency is predetermined not to exceed at 2.3 GHz for the wireless cameras.
c. There are no connectivity plans available for the power. Base Civil engineers will provide any 110 volt power points where they are needed.
d. Contractor will provide a joystick and panel with the DVR or a standalone computer system with software and mouse control and DVR. Whatever method will allow the control room to move and zoom the cameras in and out on areas of interest. Please provide detail in the proposal for this system.
e. The Maintenance Group (MXG) building is where the control room is located and the line of site seems to be direct if a receiver is mounted on the roof of the building. This seemed to be the best solution for the signal to be received. Contractor will need to provide pricing in their proposal for them to run conduit down from receiver mounted on the roof to the equipment rack located in equipment utility room where the DVR can also be located. 28 MUNS will provide an estimated measurement for the distance between proposed receiver mounting point to the equipment rack. MXG building is located about ½ mile south from the ECP.
f. Control room is located downstairs in south end of the building. Contractor will provide and install a third camera with pan and zoom capability in the hallway outside of the control room. It will be combined with the video feed from the other two cameras and viewed with the same capabilities inside the control room. Control room is where the contractor will supply and install a system to control the three cameras and view the video feed. A large flat panel television screen is already provided by the government and installed and will be dedicated to the camera system. Control room will also be where the contractor will provide and install the receiving phone or intercom for the audio link with the ECP.
g. The Statement of Work requests the contractor provide and install a DVR that will record 4 video inputs and storage capability of at least 10 days. This can be installed in the equipment rack in the equipment utility room on the east side of the MXG building and then run through to the control room. Contractor can provide audio link and the joystick or control capability on back wall by the flat screen television inside the control room. Control room is estimated 40 feet from the COMM/utility room.
h. Upon completion of the installation, the contractor will train the MUNS control room personnel on using the system. The system will be fully tested to ensure that it is operational. Normal working hours are 0730 to 1700 each day, Monday through Friday. The period of performance will be 30 days. If the government does not have the power points in place, the time frame will be extended to accommodate that delay. No as-builts are required at completion of the project.
