PERFORMANCE WORK STATEMENT
INSTALL SURVEILLANCE CAMERA SYSTEM – MSA ECP
19 Jun 2009
1. GENERAL: This project shall consist of two outdoor surveillance cameras at the main entry control point (ECP) to the munitions storage area (MSA), one wireless intercom/telephone, one indoor surveillance camera for door entry at munitions control room, and associated monitoring/controlling/recording equipment in Munitions Control which will provide 24 hour surveillance of the ECP and munitions control entry point. The two outdoor cameras must have wireless capability with a range of at least 1 mile, remote zoom/panning capability, 24 hour battery back-up, severe weather resistance, and low-light capability.
2. SYSTEM REQUIREMENTS: Provide a wireless surveillance and audio link between Munitions Control and the MSA ECP.
a. High resolution day/night wireless outdoor camera(2 ea) with 1 mile range and remote zoom/panning.
b. High resolution indoor surveillance camera.
c. Wireless outdoor audio link with either intercom or phone and 1 mile range.
d. Severe weather shrouds for outdoor components.
e. Mounting hardware.
f. Digital Video Recorder with a minimum of 4 video inputs and a storage capability of at least 10 days.
g. Control panel w/ joystick capable of controlling 3 cameras.
h. Transmitters/receivers for two surveillance cameras and audio link, 2.4 GHz, <+30dBm max.
i. System must have encryption options and frequency option changes.
j. One year warranty on parts and labor.
k. Outdoor system components must be certified for operation in temperatures of -35 to 120 F and withstand gusts of wind up to 90 MPH.
Each site where the cameras will be installed already has a dedicated outlet supplying electrical power.
3. SITE VISIT: Site visit will be conducted on 29 June 2009 at 0900 (Mountain Standard Time) at Ellsworth AFB, SD. All vendors who wish to attend shall provide their names and driver’s license information to sarah.weaver@ellsworth.af.mil by 1200 noon on 26 June 09. An entry authorization list will be created to give access to prospective companies. Direction to the site will be provided at that time.
