PERFORMANCE WORK STATEMENT
Non-Personal Services Contract (NPSC) for Academic Counselor/Briefer
1. DESCRIPTION OF SERVICES: Non-personal services contract. The contractor is responsible to the Beale Air Force Base Education Services Officer for conducting academic counseling to military personnel, activated Reserve personnel, and other eligible customers. Advisor provides sound academic and career counseling by assisting members in establishing realistic and timely short and long-term educational and vocational goals, identifying challenges to goal attainment, and providing periodic follow-up. Briefs on programs to include Air Force Tuition Assistance Briefing, First Term Airman Education Briefing, NCO Enhancement Seminar, Informed Decision, Commander Calls, and other briefings as requested. Reviews/audits education records on a regular basis to ensure accuracy of education goals and related data. Assists with vOP.

PERIOD OF PERFORMANCE: Contract start date is 1 Nov 2019 through 31 Oct 2020 with four 1-year option periods to include a 6 month extension (if necessary), pursuant to the authority of contract Clause 52.217-8.

QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college of university is required. Master’s degree and or 15-30 semester hours in academic counseling, secondary education or a related discipline is highly desired. Excellent customer service skills and verbal communication skills are essential. Appropriate education related professional work or volunteer experience of at least one year in Education programs within the least 3 years is highly desirable. Knowledge of/experience with AF terminology, office procedures, and Dept. of Defense education programs plus familiarity/facility with Microsoft Office is mandatory. Resumes and transcripts shall be submitted with proposals to the base contracting office. Applicant must obtain a Dunn & Bradstreet number prior to registering as a government contractor. Offerors must be registered in the Dentral Contractor Registry (CCR) to be considered for award. Offerors can register at http://www.sam.gov. A DUNS (Dun and Bradstreet) number is required in order to register.

WORK HOURS/DAYS: The Academic Counselor/Briefer will work approximately 16 hours per week and will notify the contractor with the intended schedule no later than 7 days prior to the designated work schedule. Normally a maximum of 8 hours will be performed in one calendar day twice a week for a total of 16 hours per week. It is estimated that approximately 64 hours will be required per month; for a maximum of 832 hours per year. Exact days and times of service may be jointly determined by contractor and government in advance and may be altered by mutual agreement according to changing program needs. Work will not be required during Federal holidays, outside the normal 0730-1630 work hours or when the office is closed. Time off/absences are non-paid and must be coordinated between the contractor and government at least 7 days prior to any planned absence. For unplanned absences (illness) also unpaid, the contractor is to contact the government POC immediately.
5. GUIDELINES: All tasks shall be accomplished in accordance with AFI 36-2649, Voluntary Education Program. The contractor should be familiar with the CCAF Handbook, the Air Force Automated Education Management System (AFAEMS), and AF administrative guides, as well as, all on base schools and degree programs.
6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS
a. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.
b. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program. IAW with AIR FORCE INSTRUCTION 33-204 1 APRIL 2004, Communications and Information, INFORMATION ASSURANCE (IA) AWARENESS PROGRAM, Section D—Training, 18. General Requirements, all contractor personnel using Air Force information systems will require specialized IA training prior to commencement of duties and responsibilities. Contractor employees will complete the Information Protection Training available either by accessing the Information Protection training through the AF Portal https://www.my.af.mil or the Advanced Distributed Learning System website directly - https://golearn.csd.disa.mil/kc/login/login.asp. Documentation of completed training will be maintained by the Base Training and Education Services Element Chief or designee.
c. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.
d. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.
e. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
f. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Beale AFB.
g. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
h. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by the quality assurance evaluator upon selection of award.
i. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
j. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
k. Key Control. The contractor shall establish and implement methods of ensuring all keys issue to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.
1) The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or
Program Manager any occurrences of lost or duplicated keys.
2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.
3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
4) Lock Combinations: The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
7. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract.
8. SPECIFIC TASKS:
a. Provide academic counseling and briefings (as applicable) to active duty AF personnel on all programs available through voluntary education. Counsel individuals on transfer of credits to the Community College of the Air Force and/or other colleges and universities. Assists and explains requirements for Degree completion. Provides counseling on various degree goals and programs in accordance with Military Life Cycle (MLC) program directives
b. As part of the MLC program, provide information, resources, and analysis to Airmen ranging from basic information such as credit hour, accreditation, and available programs to more advanced guidance to include assessments of interest and long term goals.
c. Provide guidance to wounded service members on educational opportunities and employment in preparation for transition to civilian life as required.
d. Provide counseling on the GI Education bills (Montgomery and Post 9-11) to include use on active duty, transferring from one bill to another and transfer of benefits. Provide basic program information both individually and in group/briefing settings.
e. Uses the Air Force Automated Education Management System (AFAEMS) to maintain comprehensive records which include but are not limited to: initial and subsequent counseling sessions; reviewing, approving and uploading degree/education plans; other counseling/vocational guidance provided.
f. Provide educational briefings as required by Education Services Officer.
