Combined Synopsis/Solicitation

(IAW FAR 12.603)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The March Air Reserve Base (MSG/PK) at March Air Reserve Base, California intends to negotiate a Firm Fixed Price Commercial contract for:

Quantity Item Description 1 Commercial Wi-Fi Internet Service Installation

The contractor shall furnish all labor, materials, equipment, transportation necessary to provide a 300 Mbps or higher upload speed wired and wireless commercial service for a 36 month term for the operation of the 452 Operations Group at March ARB. The wireless system must meet the specifications as stated in the Statement of Work (SOW), which is attached to this notice, and shall become a part of the resulting contract. The period of performance will be for a period of 30 days from the contract award date and will be awarded to the responsible offeror whose quote conforms to the solicitation and considered to be the most advantageous to the Government pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, utilizing the Lowest-Price-Technically-Acceptable (LPTA). This solicitation is being issued as a Full and Open Request for Quotation (RFQ) FA46649072A01, for a firm fixed type contract.

Contractor is required to sign this document and return 1 copy to the issuing office. Contractor agrees to provide all supplies/services set forth or otherwise identified above and on any additional sheets subject to the terms and conditions specified herein.

EVALUATION OF RESPONSES:

Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, FAR Part 13, Simplified Acquisition Procedures, and FAR Part 15, Contracting by Negotiation. The responsible offerors must be registered in the System for Award Management (SAM) database (available at: https://www.sam.gov/portal/public/SAM/ ) and submit a completed copy of the Offeror Representations and Certifications – Commercial Items with their proposal.

Lack of registration in SAM will qualify contractor as ineligible for award. All responsible https://www.sam.gov/portal/public/SAM/ sources may submit a proposal in response to this solicitation, which shall be considered. This solicitation is being issued as a Request for Quote (RFQ) for a firm fixed price type commercial services contract. The March Air Reserve Base Office (MSG/PK) at March Air Reserve Base California intends to issue a firm fixed price contract for Commercial Wi-Fi Internet Service Installation.

ADDITIONAL INFORMATION:

To be considered for this award, Offerors MUST be registered in the System for Award Management (SAM) at www.sam.gov and Wide-Area Work Flow (WAWF) at http://wawf.eb.mil prior to award.

Lack of registration will make an offeror INELIGIBLE for award. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. STATEMENT OF WORK

FOR

Commercial WiFi Internet Service Installation/Bldg. 2240 Room 128 & 109, Bldg. 2245, Rm 137, and 2246, Rm 114, March ARB CA

REQUIREMENT: Provide a 300 Mbps or higher upload speed wired and wireless commercial service. The commercial service Contractor will provide all tools, certified technicians and test equipment necessary, to install wired and wireless commercial service at three Ops Group facilities to support Electronic Flight Bags. The vendor will install, connect and test the wired commercial service to 673 MacDill Street March ARB, CA. 92518. From there the vendor will use government furnished fiber to a throughput facility. The location of the fiber in the throughput facility will be tagged. The Contractor will use the GFE fiber to connect from the throughput facility to the three facilities, in a location identified by a representative of the 452d

OPS/OGV office. The Contractor will install, connect and test the Wireless Access Points and accessories and provide proof of connection and upload speed to the representative of the 452d

OPS/OGV office.

JUSTIFICATION: This service is to enable flight crews to download all documentation and information to their EFB, required to conduct flight missions. This requirement is directed by

AMC and approved by a DOD via Global Information Grid (GIG) Air Force Internet service provider waiver. In order to implement the AMC EFB Initiative, a Concept of Employment

(CONEMP) governing the use of the EFB was created that mandated required unit level equipment. Para 3.2.2.3, mandates a wireless router, configured IAW DoDI 8420.01, Commercial Wireless Local-Area Network (WLAN) devices, systems and technologies, and the

Defense Information Systems Agency (DISA) Wireless Security Technical Implementation

Guide (STIG), connected to an approved commercial Internet service be installed in each building that supports EFB updating. This CONEMP applies to all Mobility Air Force (MAF) units to include AFRC. Internet service will be used to update 400 EFBs with downloads of up to 12 GB of data each and provide wireless hand-held platform for commercially available flight planning tools and will adhere to the system configuration, computer security suite implementation, and information management specifications documented in the GIG waiver.

Period of Performance: The designated facility hours of operation are set for Monday through

Friday, 0800 to 1630. It is at that time that the COR and OG staff is on duty. The COR and OG staff will have positive control of the contractor’ movements throughout the scope of work. If work must be completed beyond those set hours, the COR and OG staff will remain in place with the contractor until completion of that particular day. The contractor must sign-in and sign-out of the facility register each day of assignment. The installation of the Wi-Fi system by the contractor will not interfere or impede required, scheduled flight-crew training.

Access to Work Area: The contractor will have access to March ARB. The COR (SMSgt

Esteban Rodriguez) will serve as the point of contact throughout the installation process. The

COR will vouch and ensure that the contractor has the proper credentials to gain access to the base. The contractor will be briefed on security requirements, driving standards and security requirements as per 452 SFS standards. The contractor will have a designated parking spot at the Flight Training Facility (Bldg. 2240, 2245, and 2246). The contractor will be briefed on fire alarm evacuation procedures and facility rendezvous point. The contractor’s access to the facility will be limited only to the affected work areas and restrooms. All facility computers, copiers and data files will be secured by the staff prior to commencing work, in order to prevent breeches of facility security data.
