STATEMENT OF WORK
FOR
Commercial WiFi Internet Service Installation
673 MacDill St. Bldg. 2407 Room 1
1250 Graeber St. Bldg. 2240 Room 128 & 109
1320 Graeber St. Bldg. 2245, Room 137
1360 Graeber St. Bldg. 2246, Room 116 March Air Reserve Base CA 30 April, 2019
1.0 INTRODUCTION
The 452nd Operations Group (452 OG) located at March ARB, CA is an air mobility unit that provides worldwide airlift, aerial refueling and aeromedical evacuation support to the U.S. and allied nations during contingencies, peacetime and humanitarian/disaster relief operations. To support these operations, the Electronic Flight Bag (EFB) program requires wireless downloading of large amounts of data (15-20 GB) to the EFB devices.
2.0 GENERAL SCOPE
The contractor shall provide a total of 1 Gbps download capability split between 4 Access Points (AP) in 3 different facilities as described in section 4.0 below.
3.0 JUSTIFICATION: This commercial wired/wireless service is required in accordance with Air Force Instruction 11-201. This service will enable flight crews to download all documents and information to their EFB required to conduct flight missions. This requirement is directed by the Department of Defense (DOD) for all aircrew flying Air Force Aircraft, and supported by the Air Force Information Network (AFIN) Air Force Internet Service provider (ISP) waiver. In order to implement the AMC EFB program, the EFB Concept of Employment (CONEMP) Para 3.2.2.3, mandates a wireless router connected to an approved commercial internet service be installed in each area that supports EFB updating. Internet service will be used to update approximately 400 EFBs, up to 10 simultaneously, with downloads of 15-20 GB of data each. This service will also provide a wireless hand-held platform for commercially available flight planning tools and will adhere to the system configuration, computer security suite implementation, and information management specifications documented in the AFIN ISP waiver.
4.0 REQUIREMENT
4.1 Provide a 1Gbs or higher commercial network for four wireless access points in three separate facilities. The commercial service contractor will provide all tools, certified technicians, test equipment, wired and wireless equipment, wires and Single Mode (SM) fiber terminated with SC connector necessary, to install wired and wireless commercial service to support the Electronic Flight Bag program. Contractor will further provide the capability for backup power at the Access Point and Contractor’s furnished equipment. The government will provide electrical power at the 4 Access Point locations.
4.1.1 The Contractor will install, connect and test the commercial wired network equipment in 673 MacDill Street Bldg. 2407 March ARB, CA. 92518. The contractor will connect and test their equipment and provide the test results to the customer ensuring it meets or exceeds the requested 1Gb bandwidth requirement. Contractor will then hand off the connection/s from their equipment to the government who will run it over SM fiber to the end buildings and connect in the comm rooms, the government will then run the fiber to the locations of the Wireless Access Points and terminate the fiber with SC connectors.
4.1.2 From the Bldg. 2240 comm room the government will run the SM fiber to rooms 109 and room 128 and hand the connection off to the contractor. The contractor will connect the government provided SM fiber to the contractor installed access point equipment. Once the contractor has installed, connected the fiber and tested the Wireless Access Points and accessories, they will provide proof of connection, and download speed to the User. At this location, we will require a download speed no less than 300Mbs per room verified by contractor and test results provided to government. The user will assist with location of bldg. and room.
4.1.3 From the Bldg. 2245 comm room the government will run the SM fiber to room 137 and hand the connection off to the contractor. The contractor will connect the government provided SM fiber to the contractor installed access point equipment. Once the contractor has installed, connected the fiber and tested the Wireless Access Points and accessories, they will provide proof of connection, and download speed to the User. At this location, we will require a download speed no less than 300Mbs, verified by contractor and test results provided to government. The user will assist with location of bldg. and room.
4.1.4 From the Bldg. 2246 comm room the government will run the SM fiber to room 116 and hand the connection off to the contractor. The contractor will connect the government provided SM fiber to the contractor installed access point equipment. Once the contractor has installed, connected the fiber and tested the Wireless Access Points and accessories, they will provide proof of connection, and download speed to the User. At this location, we will require a download speed no less than 100Mbs, verified by contractor and test results provided to government. The user will assist with location of bldg. and room.
4.1.5 The User will require a maintenance/warranty support agreement throughout the term of the contract. Access to the base for warranty and/or maintenance work will be pre-coordinated with the user. Contractor will be responsible to repair or replace any of the contractor’s equipment that becomes inoperative during the term of the contract. Contractor will be responsible to upgrade or replace any outdated or obsolete software, firmware or hardware, during the term of the contract. User will require contractor to provide technical support on a 7 day a week 8 hours a day availability and during emergencies at the convenience of the government. Contractor will provide the user with a point of contact or technician contact number to call in case of service interruptions or trouble.
5.0 DELIVERY
Installation will start NLT 2 weeks after award and shall be completed NLT 60 days after award. Maintenance, technical support and warranty will start at the date of contract award.
6.0 SECURITY REQUIREMENTS/ACCESS TO WORK AREA
The COR will serve as the point of contact throughout the installation process. The designated facility hours of operation are set for Monday through Friday, 0730 to 1630. The Contract Officers Representative (COR) will have positive control of the contractor’s movements throughout the scope of work, and any future technician response for maintenance. If work must be completed beyond those set hours, the COR will remain in place with the contractor until completion of that particular day. The contractor must sign-in and sign-out of the facility register each day of assignment as necessary per area. The installation of the WIFI system by the contractor will not interfere or impede required, scheduled flight-crew training. The User will determine who has access to the Service Set Identifier (SSID) and password. The contractor will park in the designated parking spots at the three facilities (Bldg. 2240, 2245, and 2246). The contractor will be briefed on fire alarm evacuation procedures and facility rendezvous point. The contractor’s access to the facility will be limited only to the affected work areas and restrooms. All facility computers, copiers and data files will be secured by the staff prior to commencing work, in order to prevent breeches of facility security data.
7.0 PERIOD OF PERFORMANCE
One (1) base year with two (2) 12 month options after contract award.
8.0 PLACE OF PERFORMANCE
All installation, maintenance, and technical support on this requirement shall be conducted at 673 MacDill Street Bldg. 2407 March ARB, CA. 92518 as well as at access points (AP) Bldgs. 2240 (Rm 128, 109), 2245 (Rm 137), and 2246 (Rm 116).
