Solicitation Questions FA46649072A01

1. Please explain this statement: "Due to the nature of the requirement, the Government reserves the right to do business directly with the contractor who will be providing the services. NO THIRD-PARTY vendor and/or subcontractor will be allowed and considered." Does this mean post award and that the contract can’t be reassigned? Does this prohibit Prime Offerors from utilizing cabling subcontractors even if disclosed in Proposal? Verizon and Frontier have equipment in our base communication entry point. Contractors are required to sub contract with one of them for service if contractor cannot supply service.

2. The solicitation reads, “Due to the nature of the requirement, the Government reserves the right to do business directly with the contractor who will be providing the services. NO THIRD-PARTY vendor and/or subcontractor will be allowed and considered.” Does this mean we, as the contractor, cannot partner with someone for the ISP portion of the solicitation? Verizon and Frontier have equipment in our base communication entry point. Contractors are required to sub contract with one of them for service if contractor cannot supply service.

3. We understand this is LPTA; however, the Solicitation incorporates by reference FAR 52.212-1, specifically, Item (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. Would the Government please describe the level of technical description required? Is it a summary approach & methodology, or detailed methodology describing how the Contractor will install the system? Solicitations will be graded on technical acceptability (TA) and then Price. Technically acceptable offers shall meet the minimum requirements as stated in the PWS. Once determined TA, offers will be evaluated on price with the winning bid going to the lowest priced technically acceptable offer.

4. Once installed, what are the Government's plans or requirements for support, maintenance, and equipment warranty?

-We will need a maintenance agreement to service and maintain the system.

5. How many sq. feet WiFi should cover?

-According to the floor plan: Bldg. 2240-2263 SF, Bldg. 2245-1170 SF, Bldg. 2246-118 SF

6. Does the area placed in one zone or separate zones or buildings and rooms?

-Per the SOW BLDG. 2240 Room 128 & 109, BLDG. 2245, Rm 137, and 2246, Rm 114

7. The SOW does not mention the coverage area, for this reason we would like to request if the Site Survey is permitted or you can share with such information? –Yes

8. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number FA46649072A01 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number? New Requirement

9. Can the Government please indicate if there is a specific timeframe for the installation effort? -90 Days after contract award

10. Does this solution need to follow any BITI requirements that are required for NIPRNet solutions? 452 CS No

11. Will the Government or the contractor determine which tools will be used to test throughput and connectivity? Government will test the fiber

12. Is there an expected brand/vendor for switches and access points? No

13. In order to provide adequate wireless coverage, vendors will need to know building specifics. -Site survey requested. See attached floor plans

a. Can the Government provide drawings for the buildings that require coverage? 452d CS Yes

b. If building drawings are available, can the Government specify where the comm closets are located? 452d CS No

c. Can the Government confirm there is adequate space in each comm closet to accommodate additional wireless equipment (e.g. – controllers)? 452d CS vendors will not be accessing Comm closets. All wireless equipment will be landed at the access point.

d. Can the Government please confirm that the wireless coverage areas are limited to the rooms specified in the SOW title (Bldg. 2240 Room 128 & 109, Bldg. 2245, Rm 137, and 2246, Rm 114)? 452d CS Confirmed

e. What type of construction materials exist in the buildings that require coverage? This is important to determine possible interference factors. 452d CS drop ceiling (drop), walls drywall (Jepson)

f. Can the Government provide the type of ceiling (e.g. – raised) and wall construction (e.g. – drywall, cinderblock)? (Answered on question 13 f above)

g. Are there any additional wireless requirements not specified in the SOW, such as redundancy or air monitoring? 452d CS No

14. Quantity of Access Points, 452d CS 4 access points at 3 locations

15. Quantities of switches and supporting infrastructure. 452d CS this will depend on the vendors equipment

16. Quantities of CATx Cabling. 452d CS we will be providing Single Mode Fiber with SC connectors to the Access Point

17. Location of MDF and IDF’s 452d CS Please explain acronyms and how they relate to this project

18. Location of PoP 673 MacDill St. Bldg. 2407 March ARB, CA. 92518

19. Campus expected coverage, 452d CS the coverage is limited to the locations of the Access Points

20. Site Survey or Pre planning documents -Site survey requested

21. Any and all relevant information about working hours, working conditions, number of users expected, security to be deployed, existing supporting infrastructure, etc. Refer to updated Statement of Work (SOW).

22. Is there a redacted floor plan that can be shared with vendors?

-See attached floor plans

23. Approximately how much cable wiring would you require? 452d CS we will run fiber to each access point location and hand it off to the vendor

24. Approximately how many Wi-Fi hotspots and how many wire connection points will you require? 4 Access points, 3 separate facilities

25. Will we be provided with CAD drawings of building to use to estimate coverage?

-See attached floor plans

26. Do you require a pre or post survey spectrum analysis, or just a test after installation that verifies all throughput? Yes

27. Period of contract will be for 30 days, for installation, but contract for ISP will be negotiated for 36 months correct? Yes

28. Will there be any maintenance or support needed over the 36 month period that should be planned for? IE access point failure or ISP outage? Yes

Post Site Visit

29. Can you verify which service providers we need to lease our lines from? 452d CS Verizon and Frontier have equipment in our base communication entry point.

30. What type of security are they looking at using? 452d CS None

31. Are they looking at having a simple accept terms & conditions page with/without a wireless key or individual account info to gain access to the network. User controlled

32. Are they looking at running any content filtering on the network? 452d CS No, we will police ourselves

33. This would be to block pages such as pornography and things like that. No filter

34. Are they looking at any form of historical reporting? An option for this

35. This would be for network health as well as Internet usage. An option for this

36. Are they looking for any sort on monitoring services? 452d CS No

37. This would be a NOC environment. N/A

38. Please inform who operates the existing Fiber Connectivity to the Facility HUB/Coms Room? Frontier and Verizon both (Answered in question 29 above)

39. How many IP addresses needed? Static or Dynamic? Dynamic (at least 400)

40. Should this network be managed including internet? In case managed, do you need onsite 24/7 technical support? Do you need any particular Security options on the network? User managed

41. What is the deadline for additional questions if available? No further submission of questions

42. Based on the nature, security, and mission of the installation, will the Government require FIPS 140-2 certified hardware? ATO Certification through RMF? 452d CS No

43. It was stated during the site walk that the base will provide fiber cross-connects in each room where needed. 452 CS this is correct

44. Will the fiber be landed inside the NEMA enclosures we mount? 452d CS we will land the fiber on our distribution panel in the Access Point locations.

45. Same for power, statement was made power would be made available in each location. 452d CS the facility Manager will be responsible for ensuring power is located at each Access Point.

46. Landed inside our enclosure, meaning dedicated? (Answered on question 40)

47. Please inform who operates the existing Fiber Connectivity to the Facility HUB/Coms Room? Frontier and Verizon both or one of them? (Answered on question 29)

48. Can you please provide the contact information of POC in order we could discuss about commercial lease opportunities?

54. 5. Will it be acceptable to offer the hardware for lease with a Non-Recurring Charges for only installation? Submit all solutions

55. 6. Can we setup our own tower in order to land the 1G IP Connectivity through Microwave to the Coms/HUB Room as an option? No

56. 7. If there are any additional requirements? See revised SOW

57. Will the proposals be considered with the lowest price first, or by the advantage of technical capabilities? Solicitations will be graded on technical acceptability (TA) and then Price.
