This is a firm fixed price new contract to purchase parts for damaged transformers. The parts will be purchased from Eaton to replace in Eaton Pad-Mounted Transformers and Pad-Mounted Vacuum Switches as needed to make operational. Additionally, there is a manufacturing lead time of 20-22 weeks for these items. The following items will be purchased:

(1 EA) Pad-Mounted Transformer 500 kVA 12470 Delta 208Y/120 Insulating Fluid: EnviroTemp FR3

This purchase is a brand name requirement for replacements of existing equipment that was damaged during Winter Storm Uri 2021 at Dyess AFB, TX. Purchasing Eaton products vs. purchasing another brand of equipment is more beneficial to the Government. The existing infrastructure is salvageable and can be used during the replacement. Purchasing another brand of equipment would require all new infrastructure and pulling additional heavy gauge wire. This would be an increase of 15 man hours per Transformer replacement at a cost of $ and extra infrastructure and materials cost of an average $ per Transformer replacement, for a total project increase of $ to use an alternate brand. In addition to these labor and material costs required to use a different brand, this would increase the down time of each building by 1.5 days. Our civil engineers are trained on Eaton equipment, as they are prevalent on our base. Another brand would require new training in order to learn and work on other manufactured products and is not cost/time effective. Purchasing Eaton products is in the best interest of the Government.

Market research revealed third parties small businesses are authorized to sell Eaton products. Eligible small businesses may submit a quote in response to a solicitation, therefore competition for this product exists. A small business set-aside will allow for market competition in accordance with FAR 19.502-2(b).
Future Brand Name Awards for the requested equipment will be reviewed as transformers and switches are replaced throughout the base.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
