7TH CONTRACTING SQUADRON

DYESS AIR FORCE BASE TEXAS

15 March 2016

MEMORANDUM FOR RECORD

FROM: 7 CONS/LGCA

381 Third Street, Bldg 7238 Dyess, AFB 79602

SUBJECT: FA4661-16-R-0008, Outdoor Base Pool Repair Site Visit, Questions and Answers

1. The purpose of this memorandum for record is to document that on 15 March 2016, a site visit was held at the outdoor base pool to discuss the requirements of this contract with all interested parties. All parties met at Building 7112, outdoor base pool, to discuss the Statement of Work (SOW) requirements and address any comments or concerns by the contractors attending. Attendance roster is attached.

2. SrA Sams began the site visit by reviewing the specifications provided in the SOW concernign necessary repairs and replacements. SrA Sams stated that the controller and system, including but not limited to, piping, filters, valves, pumps, and pipe holders, would all need to be replaced with new materials.

a. Question was asked if UV protectant paint was necessary on the piping once installed. CE confirmed it was necessary and in SOW requirements.

b. Question was asked if CE had considered enclosing the pump area for safety and maintainence concerns. CE confirmed they had considered this, but at the time, no requirement is necessary for enclosing the pump area at this time.

c. Question was asked if vertical filters were necessary or if horizontal filters would work as well. CE confirmed that vertical filters were necessary due to size and the need to maintain three filters for back up support in case one ceases to function properly.

d. Question was asked if there were any working pool cleaners, at this time, for pool maintenance once repairs were complete. CE was unsure, question was posed to FSS at a later time, Outdoor Recreation confirmed that they purchased a new pool vacuum at the end of the season last year.

e. Question was asked about service contract status for pool cleaning. CONS notified contractor that it was a separaterequirement handled by Services Flight and they would need to be contacted for further information on contract progress.

f. Several contractors asked about posting quotes for specifications of work outside the given SOW. CE confirmed that the only work to be done would be that specified in SOW, no other requirements would be awarded in the contract at this time. Contracting advised the vendors that if they wished to propose requirements outside the requested scope of work, they should do so in a separate bid, as not to adversely effect their competiveness.

g. Question was asked about extensiveness of cracks in pool’s concrete shell and the requirements necessary for filling them, such as approved epoxy. CE confirmed that they would drain the pool as soon as possible, take several pictures to assess the damage, give salient characteristics required and the desired outsome of the epoxy, thereby giving contractors a more an accurate estimate of prices to quote.

h. Question was asked as to how much water was being lost, other than normal evaporation. CE confirmed that ½ to 1 inch of water was being lost daily.

i. Question was asked whether or not pipes were pressure tested or not and also if the cracks had been dye tested to determine where water loss was occurring. CE confirmed no tests had been done or were scheduled to be done in the future.

3. All questions and concerns not assessed during this meeting or answered in this memorandum will be due by 25 March 2016, to Lydia.Simpkins@us.af.mil or Benjamin.Brown.16@us.af.mil, in order to give adequate time for establishing sound responses. All quotes are due, digitally, by 08 April 2016.
