MEMORANDUM FOR INTERESTED VENDORS

SUBJECT: FA4661-16-Q-0033, Pre-Proposal Site Visit Questions and Answers

1. The following questions were asked following the pre-proposal site visit on 3 June 2016 conducted for the alternate command post’s real time IP telephone system:

• What is the DCO or Base Telephone Exchange system type (i.e. Avaya 87XX) and the building/room number where the DCO is located? Avaya Arura Call Manager 6/Bldg 7318, no room number

• Can the DCO node/cabinet in the communications room of building 6015 support 1 or 2 PRI (Primary Rate Interface) Trunk connection(s)? Yes

• Can the Com Squadron program a single PRI (Primary Rate Interface) trunk connection for both DSN and Commercial traffic? Currently the Primary Command Post has 2 PRI trunk connections. One for DSN and one for Commercial. Yes

• Is there a Single Mode Fiber path(2 Strands are required) from the DCO Building and room where the Base Telephone Exchange equipment is installed to the1st floor communications room in Building 6015 where the Alternate Command Post equipment will be installed? Yes

• What is the communications room number of building 6015 since it could not be determined during the walk-through?

• Is there a Single Mode Fiber path(2 Strands are required) from the 2nd floor communications room in Building 8030 where the Primary Command Post Unify equipment is installed to the 1st floor communications room in Building 6015 where the Alternate Command Post equipment will be installed? Yes

• Can we use the space denoted in the attached drawing denoted as “Proposed Unify MDF Location” and “Proposed Unify Cabinet Location” in the communications room of Building 6015. See drawing at the bottom.

• For SMSgt Lewis: Where will the System Manager server be located? It can either be in the communications room of Building 6015 or in the actual Command Post area within the ALT CP but space would be required if inside the ACP.

• Will any analog Hot-Lines be duplicated in the ALT CP? In the Primary CP there are 2 analog hotlines. CP SEC CRASH and MOC SEC CRASH - - - The SEC CRASH will be need for both CP and MOC, if there are two line in the primary there will need to be two lines in the ALT CP. Dedicated Line. No issues.

• Relating to previous question: Please verify that there is space in the conferencing unit that provides the SEC CRASH, if this will be an analog Hot-Line. To duplicate what is in the CP, there will need to be 2 SEC CRASH lines added for the ALT CP and fed to us via copper. Dedicated Line. No issues.

• We discussed the URC 200 radio for the UHF 349.4 at the ALT CP for the UHF to function like the Primary CP and the controllers would change the frequency manually for the backup frequency where only one URC 200 radio would be interfaced but the location and radio type(s) for the LMR frequencies was not fully decided yet. SMSgt Lewis mentioned 25 frequencies. We will ultimately need to know the radio type(s) that we would interface with. The Motorola MCC 7500 was mentioned but I believe it was stated that a meeting was taking place for that bidding process. With all of this, we would need to know the radio types and model numbers behind the consolette itself, once they have been decided along with their location and if they will have analog interfaces, tone remote boards, etc. Can we get that info from someone as soon as it is decided?

• What information is contained in the current contact info? Telephone numbers? Home numbers? Mobile numbers? What other information is available? The current contact information is set up as hotlines, so that we are able to notify required personnel quickly and without having to look up telephone numbers. These numbers include: duty phone numbers, after duty hours numbers (home and cell), and personal (home and cell) phone numbers.

• Is authentication and log-in support for CAC cards a requirement? No authentication or log-in support for CAC cards are needed for accessing the phone system.

• Would the Government please provide an inventory file from the existing HiPath 4000 primary command post system?

• Would the Government please confirm that three total radio nets will be brought onto the IP network? I know that two radio nets will exist on the new system that will be used by the Command Post. Not sure about a third at this time.

• For each radio net, would the Government please provide the make and model of each donor radio that will connect to the radio gateway?

• Would the Government please provide architectural, electrical, mechanical drawings for the planned alternate CP site, when available?

• During the site survey it was noted that 22-inch video monitors were installed in the existing CP and that the alternate CP had none. Does the Government require new monitors as part of the alternate command post solution? If this question is addressing the phone system monitors, the monitors for they phone system are not 22-inch, but our computer monitors are. The phone system monitors are 13 ¾ x 12 ¾.

• During the site survey there appeared to be adequate space in building 6015, room 114 to install new racking and equipment. Will the Government allow for a post-award site prep meeting to confirm site conditions prior to installation? Yes

• Our offer will include CP system and operation training. In order for our training to be effective a small class size is imperative. We’d like to understand if a “train the trainer”

type of approach would agreeable to the command? Second, if the command has specific deliverables in mind for training we would like to ensure we account for this in our submittal and plan our training deliverable accordingly. What is considered an effective class size; how many personnel would need to attend? “Train the trainer” may be the best approach, because a majority of the personnel using the system are shift workers and may not be able to make the training. Yet if coordinated properly, we could try to have as many users present as possible.

• Would the Government please confirm training is expected for all 45 users. How many users would require administrative and console training and how many users would only require console training? Administrative training could be limited to 2 persons from each section (CP, 317th MOC and 7th MOC) or however many deem necessary by the section superintendents. All users will need to be trained on the console functions.

• In reference to training, how many shifts are there? 3 shifts may require 2 trainers on-site to split shifts or multiple weeks on-site to accommodate. If the “train-the-trainer” option is used only one person would be needed to train a hand full of personnel at a scheduled date and time.

• What training materials are required? Due to the system not being the current one we have, but a likeness thereof, we are not sure what materials would be needed for training.

However, we will need to be able to perform the capabilities for conferencing call between two or more agencies and between agencies to aircrafts. Also, the ability to program hotlines for quick reference to numbers with our current system.

• In reference to training requirements, do all end users work in the same 1 week period or would we need to be on-site when they are present (this would account for multiple trips) If the “train-the-trainer” option is used only one person would be needed to train a hand full of personnel at a scheduled date and time.

• What security access requirements are required to be on-site install or train? None, there is no security access requirements needed for the installation or training of the system.

• It is our expectation to provide a warranty and support, and extended warranty and support options in our offer. With this in mind we are requesting to obtain form the Command the necessary facility architectural mechanical, electrical , schematics or blue prints, also the CP operation work station- furniture designs (with dimensions) and floor plan drawings.

• It is our goal to meet the commands expectation on delivery in every aspect. From a planning perspective we understand the delivery date is 60 days after award per the RFQ. We are requesting a tentative schedule to be provided to us in order for our team to plan and allocate the proper resources, equipment, tools etc.
