MEMORANDUM FOR INTERESTED VENDORS

FROM: 7 BW/CP

SUBJECT: Specifications for Alternate Command Post (ACP) Real Time IP Telephone System

1. The contractor shall purchase and install one (1) Real Time IP Telephone System in the Command and Control (C2) Alternate Command Post (Alt CP) at Dyess AFB, Texas. For base telecommunications operations; the solution includes, six (6) touch-screen consoles with Windows 7 operating software, push to talk handset, monitoring speakers, trunk module for radio integration, analog connection to other communication systems, voice recorder, uninterrupted power supply for consoles and the remote access-point, system manager software and server, and radio integration cabinet. Additionally, the solution includes a site survey to develop the infrastructure requirements based upon in-brief presentation, CP, and equipment room visits. This system will allow continuous operation should the primary CP be off-line. The windows based architecture allows for streamlined telephone-radio patching and multi agency conferencing, as well as updatable hotlines to expidite large scale recalls of base agencies. The built-in recorder provides the command post with a reliable storage system for replaying calls.

2. The telephone system must be able to retrieve information and updated lists from the Siemens HiPath 4000 v6 system manager, which is currently installed in the primary CP. In the case that the main CP cannot be utilized, the ACP needs to have all required information to respond to emergeny situations. Furthermore, any solution proposed must be Joint Interoperability Test Command (JITC) certified and be on the Defense Information Systems Agency (DISA) Approved Products List (APL).
