STATEMENT OF WORK
NON-FIXED SHELVING UNITS
69 M XS GLO BAL H AWK
GRAND FORKS AIR FORCE BASE
17 July 18
1. GENERAL: A mobile high density shelving system that uses minimal floor space to meet the filing and storage needs of the Aircraft Maintenance Unit (AMU). Please see attachment A for room lay-out.
2. SET UP/TEARDOWN:
1. The Government will only support ten (10) days of manpower to escort contractor during setup of shelving units. All contractor personnel will require escort at all time while on the Flight line during the deliver and setup of the shelving units.
2. Frequency: The contractor may make pre-coordinated deliveries. Pre-coordination of these deliveries are required at least two weeks in advance.
3. REQUIREMENTS AND DETAILS:
1. The carriages will roll on tracks that will be opened by a manual method.
2. The maximum allowable height is 84”. Fire codes state that a clearance of 18” of the sprinkler head must exist for effective operation of fire suppression system. Unified Facilities Criteria (UFC) 3-600-1, Fire Protection Engineering for Facilities, governs fire protection engineering for facilities. UFC 3- 600-1 points to National Fire Protection Association (NFPA) 13, Standard for Installation of Sprinkler Systems. The new storage system and the Contractor installation of the new storage system shall meet UFC 3-600-1 (in its entirety) and NFPA 13 (in its entirety).
3. Each shelf will have a height of not less than 11.25" and will be adjustable to accommodate future needs such as lower or taller shelf heights.
4. Each carriage will have a minimum load carrying capacity of 1,000 pounds per linear foot.
5. The shelving system and contractor provided installation of the system will provide an Americans with Disabilities Act (ADA) compliant aisle way in front and back of system.
6. The system will be equipped with all necessary safety devices to prevent injury to the operator and damage to the stored files and equipment. Safety features including kick stops, optical movement stops or parking brake, at a minimum, will be included.
7. User manual(s) will be provided, both in print and digitally, with the shelving unit. The user manual(s) will include at least the following information – safety notices, shelving description, shelving specifications, operating instructions, maintenance and servicing, and troubleshooting.
8. Installation & Training:
1. The installation of the new system will not exceed ten (10) business days. Work will be accomplished Monday - Friday 7-4.
2. The vendor will provide on-site installation and verification by demonstration that the system is in working order and meets requirements.
3. After installation, shelving verification, and training are completed at Grand Forks Air
Force Base, a Government representative will perform quality conformance inspections on the fully assembled and fully operational shelving units. Until accepted by the Government, the vendor shall be responsible for deficiencies and installation costs.
4. The vendor will provide training for the day to day use of the system in addition to management functions of the system such as system diagnostics and system maintenance.
9. Any special tools required for routine maintenance shall be supplied with the system.
10. Standard commercial warranty.
11. Each shelving unit shall contain at a minimum:

12. In additional to the requirements detailed in paragraph 3.a, further requirements include:
1. The shelving units in Support Room B and Support Room C will have adjustable non-permanent shelves and drawers that are universal fit between both Support Section Room A’s front counter, and Support Section Room B’s rolling shelving units and Support Section Room C’s rolling shelving units.
2. The contractor will provide a catalog that includes new shelves, drawers, dividers, and other expansion items for shelving units. Is this in addition to the above items;
3. All drawers will come with a divider kit
4. The contractor shall provide detailed instructions in the form of a manual on the tear-down, setup, and maintenance on all shelving units to support future requirements and repairs to equipment.
5. The contractor shall clean up all debris associated with the transportation and installation of all the shelving units and shall dispose of off-site.
6. The rolling shelving units will be mechanically moved and non-powered.
7. The rolling shelving units will not require to be permanent mounted and will not require any building modifications to install.
1. The base for the rolling shelving units will have an incline/ramp on all sides of the system to allow items with wheels to roll up to the raised platform.
8. Tire Rack will need to hold 8 tires dimensions: 25.5” x 8” weighing up to 40 lbs.
each and 6 tires of approx. 18” x 7” weighting up to 20 lbs. each. Equipto part number: 806-52S or equal
9. All Drawers and shelves for the Support Room A and Support Room B will have the following dimensions and will able to be swappable between the front counter and shelving units.

5. SECURITY:
a. All contractor personnel or representatives entering the Government installation shall abide by all security regulations of the base installation commander.
6. NOTES:
1. Emergency Procedures:
1. The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency.
It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall follow all established evacuation procedures.
2. Health & Safety on Government Installations:
1. While performing work under this contract the Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. During the execution of the contract, the Contractor shall notify the CO, COR, and Government Contract Administrator (CA) within one (1) business day of any damage to Government property in which the dollar value exceeds $500,000.00 and within two (2) work days, for any damage to Government property less than $500,000.00.
2. Mishap notifications shall contain, as a minimum, the following information:

13. Brief Narrative of accident/incident (Events leading to accident/incident)
14. Cause of accident/incident, if known
15. Estimated cost of accident/incident (material and labor to repair/replace)
16. Nomenclature of equipment and personnel involved in accident/incident
17. Corrective actions (taken or proposed)
18. Other pertinent information
3. If requested by the designated CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.
