RE: Limited Asbestos and Lead Inspection Report for Base Fire Pumps in Building 1459 Project No. NZAS 09-1052 Building 1459, Malmstrom Air Force Base, Montana

Mr. Hughes:

Abatement Contractors of Montana, LLC. (ACM) is pleased to provide this inspection report to Sprinkler Technology Design, Inc. (Client) for a Limited Asbestos and Lead Inspection conducted as part of Type A Report Investigative Services in accordance with the referenced contract. The inspection was performed August 21, 2014 by Mr. Mike Foust; a Montana Department of Environmental Quality (DEQ) accredited asbestos inspector (MTA-2741-IN) and Environmental Protection Agency (EPA) accredited lead professional (MT-S-28404-2).

The project purpose was to identify the presence of asbestos and lead-based paint (LBP) at Building 1459 prior to scheduling renovations to install/upgrade the fire protection system. Referencing the Fire Protection and Life Safety Analysis in contract documentation, the inspection was comprehensive to the structures renovation requirements.

Description

Building 1459 is the Fire Pump House that supplies three diesel driven fire pumps in support of Buildings 1440, 1450, 1460, and 1464 in the event of a fire. The building footprint was constructed in 1988 and consists of 1,300 sq ft slab on grade steel building.

Previous Inspections:

ACM was provided with a (1) one page document from 341 MDOS/SGOAB dated October 28, 2001 showing lead based paint (LBP) testing was conducted on 3 areas. I have included the one page report in Appendix D: LBP Analytical Results.

Interior finishes consist of foil faced fiberglass insulation, concrete floors, and conduit (steel) for all electrical. Piping has fiberglass with a metal jacket on the exhaust.

Exterior finishes are steel siding (cream) and dark brown trim/roof. Large fresh air intakes are on the North side with one double door on the west side and one single door on the south. (The doors do not contain a fire rating emblem.)

ACM collected a total of 18 bulk samples representing 6 homogeneous areas (HAs) of suspected asbestos-containing building materials (ACBM) and 12 HAs of suspected lead painted surfaces. Roof systems were excluded from the scope of work for the project due to the potential for water leaks and patching and warranty issues. A floor plan drawing with sample locations are presented in Appendix A.

Floor plan drawings showing locations of positive asbestos material are presented in Appendix B.

Report for Limited Asbestos and Lead Inspection

Samples listed in Table 1 tested POSITIE ̀ for asbestos. LBP was not present on representative painted surfaces.

Asbestos Inspection

The asbestos inspection was performed in accordance with the Administrative Rules of Montana (ARM), Occupational Health and Safety Administration (OSHA) 29 Code of Federal Regulation (CFR) 1926.1101(k), DEQ, and the National Emission Standards for Hazardous Air Pollutants (NESHAP) 40 CFR 61, Subparts A and M. Asbestos analytical results are presented in Appendix C.

Required prior to renovation or demolition of building materials, the asbestos inspection consisted of a detailed survey of all building materials which will be disturbed by the demolition process. Suspect ACBM were visually identified and touched prior to sampling. Samples were placed into HA groups, using a coding method to classify each material by type, texture, and date of application. Components of the inspection included:

• Identification of homogeneous suspect materials on a room-by-room basis;

• Collection and analysis of bulk samples to confirm or deny the presence of asbestos; and

• Bulk samples were not collected from thermal system insulation (TSI) made of fiberglass, wood, foam, glass, or rubber.

A minimum of three (3) samples were collected from random locations representative of each HA of suspect material. Selected materials were limited to HAs in renovation areas. Samples were collected from existing damaged materials, as applicable. Samples were placed in pre-labeled plastic containers for transport to the laboratory. Samples were shipped, under chain-of-custody protocol for Standard analysis, to Sanair Technologies Laboratory, Inc. in Powhatan, Virginia for bulk asbestos analysis utilizing EPA Polarized Light Microscopy (PLM) Method 600/R-93/116.

The inspection was completed in accordance with the NESHAP, which governs asbestos inspections and abatement of ACBM prior to demolition or renovation of all commercial or public facilities.

Building materials confirmed as containing asbestos in concentrations greater than one percent (>1%) are placed into one (1) of three (3) NESHAP categories:

• Category I: non-friable ACBM including packings, gaskets, floor coverings, roofing products;

• Category II: non-friable ACBM including Transite. , shingles, piping and electrical wiring, excluding Category I non-friable ACBM, containing >1% asbestos; or

• Regulated Asbestos-Containing Material (RACM): friable ACBM, Category I non-friable ACBM that will or may be subjected to sanding, grinding, cutting, or abrading, and/or Category II non-friable ACBM that have a high probability of becoming or have become crumbled, pulverized, or reduced to powder by forces expected to act on the material in the course of demolition or renovation operations.

ACM collected 18 bulk samples representing 6 HAs of suspected ACBM. Materials testing positive for asbestos are summarized in Table 1. The following homogeneous building materials were found to contain greater than one percent (>1%) asbestos content by laboratory analysis and are considered to be regulated ACM requiring proper abatement prior to being impacted by renovation or demolition activities:

Lead-Based Paint Inspection

ACM conducted a visual inspection of the interior in the referenced building and collected twelve (12) homogeneous samples of representative painted surfaces. LBP hazards are defined as hazardous lead-based paint, dust-lead hazard, or soil-lead hazard.

LBP is defined by EPA regulations under Title X (Residential Lead-Based Paint Hazard Reduction Act of 1992) as containing lead concentrations above 1.0 mg/cm² when measured by a portable XRF instrument or 0.5% by weight (5,000 parts per million) when measured by laboratory analysis.

Since this project is ultimately to facilitate building re-occupancy and renovation and not HUD target housing, HUD regulations do not apply, although the procedures for XRF testing can be utilized effectively for lead positive screens. Unfortunately, negative XRF assays for renovation or demolition projects do require additional testing protocol.

Explanations of regulations are detailed as follows:

The Occupational Safety and Health Administration (OSHA) 29 CFR 1926.62 - Lead in Construction Standard does not define lead based coatings or materials but does establish safe airborne exposure limits for employees working with lead containing materials, by permissible exposure limit (PEL). So in summation; if any material or coating contains lead above 100 ppm then abatement, renovation, or demolition contractors must demonstrate worker health and safety due diligence.

Abatement Contractors of Montana, LLC P.O. Box 8747, Missoula, MT 59807 www.acm-contracting.com

PHONE

406.549.8489 FAX

This includes lead awareness training for all affected employees, establishment of proper personal protective equipment (PPE), proper demarcation of effected work area(s), and performance of negative exposure assessment (NEA) lead air monitoring prior to downgrading any established PPE.

The Federal Dangerous Waste Regulation (40 CFR Part 261) requires that lead containing materials with a lead content above 5,000 ppm threshold be treated as lead hazardous waste until toxic characterization leeching procedure (TCLP) bulk waste stream sampling prove otherwise.

The TCLP lead characterization threshold is 5 ppm. TCLP lead waste stream bulk sampling and analysis was not conducted as part of this survey project.

Methods

A new pair of non-powdered nitrile gloves was worn during collection of each sample. Samples were collected by removing a full-thickness layer of paint from a marked surface representative of the painted building component; utilizing a razor blade, utility knife, or chisel to collect samples from an approximately one (1) square inch surface area. Sampling tools were cleaned in-between samples to prevent cross-contamination. Bulk samples were placed into pre-labeled plastic containers and overnight shipped under chain-of-custody protocol to Sanair Technologies Laboratory, Inc. in Powhatan, Virginia, an American Industrial Hygiene Association (AIHA) accredited laboratory for lead testing.

Findings

ACM identified and sampled twelve (12) homogeneous painted surfaces for LBP. Sample locations and analytical results are presented in Table 2. LBP was not present on painted surfaces in the facility. Laboratory analytical results are presented in Appendix D.

• Client, tenants, and any third-party contractors are required to follow all federal, state, and local regulations during renovation, demolition, and construction activities (e.g., building permits, inspections, etc).

Abatement Cost Estimate

The estimated cost for asbestos removal to be performed on the following materials:

• Glove bags and/or spot abatement of gaskets in Building 1459: $ 995.00

• Caulking material around the pipes $ 2,487.00

• The work includes all labor for establishing mini-containments as needed, critical barriers, removal, cleanup, and disposal of waste at an approved landfill.

• No cost for lead abatement is warranted in the facility.

Limitations

This asbestos and lead inspection summary was prepared based on information gathered during our site visits, phone conversations with the Client and MAFB Facilities Personnel, as well as interpretations of laboratory analytical results of bulk samples collected during the inspection. The inspection was comprehensive to the facility as identified in the Fire Protection and Life Safety Analysis scope of work for the referenced building. Supplemental inspection and sampling may be required if additional asbestos HAs are exposed during renovations (i.e. roofing, interior of metal doors).

The final report cannot be reproduced, except in full, without written authorization from SanAir.

Fibers smaller than 5 microns cannot be seen with this method due to scope limitations. The accuracy of the results is dependent upon the client’s sampling procedure and information provided to the laboratory by the client. SanAir assumes no responsibility for the sampling procedure and will provide evaluation reports based solely on the sample and information provided by the client. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government.

For NY state samples, method EPA 600/M4-82-020 is performed.

Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
