Statement of Work
STATEMENT OF WORK (SOW)
FOR
Repair DFAC Coolers & Freezers
MALMSTROM AIR FORCE BASE
MONTANA
April 2019
SECTION 1
DESCRIPTION OF SERVICE
1. SUMMARY OF EXPECTATIONS
1.1 Project Overview: The refrigeration units at the dining facility on Malmstrom Air Force Base require replacement. Work includes replacement of 8 systems – 6 coolers and 2 freezers. The enclosures will remain in place. The piping will be completely replaced, including outdoor and indoor portions as well as the line set in-between.
1.2 Building Description: Malmstrom’s dining facility, Building 1075, located at 3rd Ave N and 75th St N.
1.3 Existing: The current systems in place are 2 refrigeration unit enclosures, one housing 5 systems and the other enclosure housing 3 systems.
1.4 Electrical Work Requirements: Re-use existing electrical supplies to power the new units.
Systems 1, 2, 4, 5, 6 are on a 60 amp service disconnect and Systems 3, 7 and 8 are on a 200 amp disconnect located on the MDP panel.
1.5 Removal: Remove existing compressor and evaporator units and all associated hardware related to refrigeration lines and units (indoor and outdoor). Enclosures are to remain and be reused with new equipment. The contractor must recover and return existing refrigerant to the HVAC shop at Malmstrom AFB for accountability. The existing cooler units (1, 2, 3, 5, 6, 7) have R-22 refrigerant and the freezer units (4 and 8) have R-404A refrigerant.
1.6 New Work Requirements: New line sets are estimated at 275 feet per circuit. Match existing piping location. Each refrigeration circuit is to be replaced with matching BTU/hr requirements as the existing units. The eight existing refrigeration units are labeled in place as is (ex. Sys 1). System 8 has 2 evaporators and the new installation shall match. New units shall use R-404A refrigerant. New units shall be those listed below, made by Larkin, or equal.
Submit proposed equipment specifications for approval prior to starting work.

Only one freezer may be out of service at a time and no more than 2 coolers may be out of service at a time. New units must be operable for at least 24 hours and show that they will hold programmed temperature requirements before next set of units is removed from service. Contractor shall supply a minimum 40 foot self-contained freezer unit while working on the facility freezers. Location to be coordinated with the facility users. Temporary freezer unit to be in place and at the required temperature for 24 hours before taking facility freezer out of service to ensure facility users time to relocate goods.
Contractor shall install a data plate on each refrigeration and freezer system listing total weight of refrigerant and the amperage draw of each system. Final data plate location and configuration to be suggested by contractor and approved by the government.
1.7 Security: In accordance with AFI 10-245, Anti-terrorism (AT), the Government will ensure that AT level-1 awareness training is offered to all Contractors. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures.
1.8 Materials: All Materials and equipment shall be, UL Approved, or by the local authority having jurisdiction (AHJ), and be in new, undamaged condition when installed.
1.9 Regulations: Comply with the UFC, National Electric Code, National Electrical Safety Code, International Building Code, and all other applicable: Federal, State, County, and City codes, regulations, and ordinances.
2. Hours of Operation
2.1 Normal Hours: The contractor shall perform all the routine services required under this contract during the following hours: 0700 through 1600 Monday through Friday, with the exception of Federal Holidays, or when the base is officially closed by the base commander.
2.2 Recognized Holidays: The contractor shall not work on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Note: Normally, if the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
3. CONTRACTOR EMPLOYEES
3.1 Employee Certification: Contractor shall have valid Contractor’s license with the State of Montana. General Contractors are required to have license or hire Sub-Contractors with valid Contractors license with the State of Montana Contractors Licensing Board.
3.2 Security Requirements: Contractor employees requiring access to Malmstrom AFB must pass a background check per the current requirements of US Air Force Security Forces prior to obtaining a base pass. The contractor must submit names to the Contracting Officer for vetting.
4. ENVIRONMENTAL, SAFETY, AND HEALTH
4.1 Compliance: Comply with the highest degree of environmental protection or safety practices where any disagreements between requirements exist.
4.2 Specific Environmental Requirements: The contractor shall provide and provision for asbestos testing if required in the working area where destruction will take place. This includes any drilling, moving tiles, drilling, etc.
4.3 Contractor Liability: The contractor shall be liable and responsible for all costs resulting from non-compliance, whether accidental or intended.
4.4 Hazardous Chemical Discharge: Any Discharged or spills resulting from contractor negligence shall be the responsibility of the contractor.
4.5 Non-compliance with Environmental Regulations. Failure to follow any Federal, State, or local laws or regulations.
4.6 Fines and Corrective Actions: Any fines or corrective actions assessed by any regulatory or governing agency due to the actions or omissions of the contractor in carrying out his duties.
5. MISHAP NOTIFICATION AND REPORTING
5.1 General: The contractor shall immediately report any and all injuries and damage involving the contractor, Air Force civilian, or military personnel to the QAE and the Wing Safety Office.
5.2 Cooperate fully and assist government personnel to the QAE and the Wing Safety Office.
5.3 Maintain records of contractor employee’s occupational injuries, illnesses, and other related activities as required.
6. FIRE PREVENTION
6.1 General: Establish and implement procedures to ensure careful handling and storage of flammable and combustible products IAW National Fire Protection Association (NFPA) standard 30 and National Fire Codes.
7. HOUSEKEEPING AND CUSTODIAL SERVICES
7.1 General: The contractor must maintain the contractor assigned areas in a clean, safe, and sanitary condition. Remove trash from all the work areas and store all flammables in an approved flammable storage container and ensure the area is left in a clean and orderly manner at the end of each day.
7.2 Sanitary Facilities: The contractor’s employees may use the nearest Sanitary Facilities. The Contractor shall not use facilities in controlled or restricted areas IAW security requirements.
7.3 Refuse Collection: Waste generated by the Contractor in performance of the services specified with the PWS shall be disposed of contractor off base in compliance with State and Local Ordinance, including Hazardous Materials in which proper disposal instructions shall be complied with. All trash, debris, and refuse caused by the job shall be removed and disposed and shall be deposited in an approved receptacle or container furnished by the Contractor. The job site shall be cleaned at the end of each workday.
8. ADMINISTRATIVE RECORDS
8.1 General: All records, documents and associated papers provided by the government and generated during the period of this contract shall become government property and will remain in place upon contract termination or completion. During the period of the contract, records, documents, and associated papers shall be available for review.
9. INSPECTION
9.1 General: the 341st Civil Engineering Squadron will provide a Quality Assurance Evaluator
(QAE) to verify accomplishment of work. The QAE will be the spokesman for compliance with base standards. Controversies between the QAE and the Contractor will be resolved by the Contracting Officer. If, for some reason, a change in the primary or alternate QAE is required, the Contractor will be notified in writing by the Contracting Officer. The Contractor shall coordinate all Contractor activities with the 341st Civil Engineering Squadron.
9.2 Final Inspection: The contractor will notify the QAE of their estimated work completion date at least 3 days in advance, to verify accomplishment of work and receive contractor work report. Any deficiencies found shall be received by the Contractor and the Contractor shall inform the QAE upon completion.
