CIRCLE Staffing at Malmstrom AFB, MT Questions & Answers
1. Is there an incumbent in place and if so, are they interested in remaining in place?
This is a new position and there is no incumbent.
2. If there is an incumbent, could you provide their name and contact information?
There is no incumbent.
3. The fringe benefits mentions $7.18 – is this a typo that should instead reflect $4.18?
This is not a wage determination and for information only. This is an estimation of what a person in this position would make as a Government employee, not a contract employee. The answer is correct at $7.18 estimated for Government fringe benefits. The Government has good benefits.
4. The evaluation factors mention the offeror shall not submit a price for the potential six-month extension of services period, but in the next line mentions offeror’s TEP will include the base period, all options, AND the potential six-month extension of services period. For clarification, are we expected to submit a price quote with the six-month extension or should we omit this?
Do not submit a price for the potential six-month extension of services period. The TEP will evaluate the extension based on the hourly rate you submit for the last option period, literally extending the last option period.
5. The pricing table provided quotes 2080 hours, but we typically quote 1920. Is 2080 the correct number of hours we should base our quote on?
There are 2080 hours in a work year including vacation, sick leave, and federal holidays. It is based on 52 weeks at 40 hours per week.

9. Does the Service Contract Act (SCA) apply to this contract? If so, can you please provide the applicable Wage Determination for this location that will be used?
Yes, this contract would be covered by the Service Contract Act. In the Combo, see Clause 52.222-41 Service Contract labor Standards, by reference, and 52.222-42 Statement of Equivalent Rates for Federal Hires, in full text. The Wage Determination is 15-5391 (Rev.7) posted 01 Jan 2019. I attached the WD.
10. If this Solicitation is covered under the Service Contract Act, what are the WDOL classifications for this position?
Yes, this contract would be covered by the Service Contract Act. The classification closest to this position description in the WD is 01020 Administrative Assistant.
11. What is the minimum years of experience required for this position?
No there is no minimum years of experience.
12. The position information was originally sent to us by Karen Broughton last summer, but it was not funded. After looking at this year’s PWS, we noticed significant changes to the “Responsibilities and Tasks” section from last year’s version?
Yes the position has significant changes from the last years unfunded requirement. This solicitation is not counselor-based but assistant-based with some facility maintenance duties.
13. In section (vi) of the solicitation it states one (1) FTE, is that a must? Would it be acceptable for two (2) part time employees?
No, one employee is not a must. Yes, it would be acceptable for 2 part-time employees as that would still be one FTE.
