PERFORMANCE WORK STATEMENT THE CIRCLE COODINATOR
(Center for Inclusion, Resilience, Community, Learning and Encouragement) MALMSTROM AIR FORCE BASE, MT 02 April 2019
PURPOSE:
This Performance Work Statement (PWS) identifies and defines the tasks required for a contractor to perform as a coordinator for The CIRCLE at Malmstrom AFB. The CIRCLE provides military, civilians and their families with skills, attitudes and behaviors that promote individual resilience and ultimately increase organizational and family readiness.
MISSION:
The Comprehensive Airman Fitness (CAF) framework is designed to increase resiliency and enhance the performance of all Airmen/Civilians/Families per AFI90-506.
1. QUALIFICATIONS
1.1. The Contractor performing work under this PWS must meet the following qualifications:
1.1.1. Have basic computer skills in Microsoft Office and Internet Explorer.
1.1.2. Be able to recruit, train, and coordinate volunteers (Department of Defense military ID cardholders, military dependents and/or retirees) to support and/or monitor environment.
1.1.3. Knowledge and ability to operate recreation, classroom, and relaxation room equipment (to include Facebook, Microsoft Xbox, Sony PlayStation, and computer-based gaming programs/websites).
1.1.4. Ability to communicate effectively in English, both orally and in writing.
2. RESPONSIBILITIES AND TASKS
2.1. Programming
2.1.1. The contractor shall, at a minimum:
2.1.1.1. Coordinate with the Community Support Coordinator (CSC) to develop and submit, by 1 Oct. of each year, an outline for the upcoming year’s Goals, Milestones, and Calendar of Events.
2.1.1.2. Manage day-to-day operating procedures including, but not limited to, scheduling opening/closing of the facility with CSC and volunteers, developing training schedules for classroom/conference room, training volunteers, assessing supply needs, ordering supplies through CSC, maintaining/cleaning of equipment, and reporting any and all discrepancies of equipment to the CSC for repair/replacement.
2.1.1.3. Ensure all volunteers working with the CIRCLE receive initial and annual training on current operating procedures found in the CIRCLE Volunteer Manual to include, but not limited to, cleaning facility, securing government resources, and ensuring checkout and logs are filled out properly.
2.1.1.4. Meetings shall be conducted with volunteers at least once per month. Additional meetings may be scheduled as needed to address any changes of operating procedures and/or attend to any concerns that may arise during the previous month.
2.1.1.5. Maintain inventory of supplies, equipment, telephones, computer systems, gaming systems, security system and wired and wireless network equipment. Repairs to or replacement of equipment, computers or furniture, must be coordinated with the CSC.
2.1.1.6. Identify needed supplies or services (i.e. facility/equipment repairs) and notify the CSC.
2.1.1.7. Ensure workplace safety by following the facility safety checklist daily. The contractor shall be aware of local safety requirements and ensure all reasonable efforts are made to protect all persons from harm and U.S. Government property from damage.
2.2. Communication
2.2.1. The contractor shall, at a minimum:
2.2.1.1. Provide a monthly operational report to the CSC by the 5th of every month that shall include, but not limited to, the following information:
2.2.1.1.1. Room usage (broken down by classroom, conference room, relaxation rooms, quiet room and recreation room).
2.2.1.1.2. Equipment/Supply Needs
2.2.1.1.3. Equipment inventory changes
2.2.1.1.4. Equipment/Facility Repair Requests
2.2.1.1.5. Publicity Needs
2.2.1.2. Develop and provide monthly resilience newsletter to be sent electronically to all resilience trainers – examples will be provided. Oversee Comprehensive Airman Fitness Facebook page – providing updates as needed to calendar and knowledge based information.
2.2.1.3. Meet with the CSC weekly to discuss the current trends and direction for the CIRCLE.
2.3. Other Duties
2.3.1. The contractor shall:
2.3.1.1. Through coordination with the CSC provide a briefing to the Airman’s Council at least once per quarter on services and benefits the CIRCLE provides to the Airmen of Malmstrom AFB along with a list of events being held by the CIRCLE for the next three months.
2.3.1.2. Ensure that facilities and storage areas are secured at the end of each day that the CIRCLE is opened. This includes locking all external doors and windows when leaving the facility and locking internal doors as necessary to protect government property.
2.3.1.3. Perform Facility Manager (FM) Duties to include:
2.3.1.3.1. Brief occupants on their collective responsibilities for the care, custody and protection of real property to include financial liability for damage or loss due to negligence, misuse or abuse.
2.3.1.3.2. Ensure occupants do not alter the facility or other real property installed equipment (RPIE).
2.3.1.3.3. Ensure no self-help or user-contracted facility work is accomplished without prior approval from 341st Civil Engineer Squadron (CES).
2.3.1.3.4. FM is responsible for grounds maintenance and snow removal of their assigned facilities.
Clean up around the building to include to the center between facilities, to the edge of the street, and all owning sidewalks, curbs, and parking lots.

2.3.1.3.5. Snow Removal will include: doorsteps, landings, walkways up to the main sidewalk, and building ramps.
2.3.1.3.6. Conduct regular inspections of the facility to assess its overall condition and identify/report any concerns.
2.3.1.3.7. Make minor repairs to the facility (i.e. plunge stopped up sinks or toilets).
2.3.1.3.8. Change out all light bulbs / tubes that are no higher than 10 feet (lights over 10 feet high are changed out by CES).
2.3.1.3.9. Manage Facility Pest Control:
To minimize rodent and insect attractions ensure occupants are keeping their work areas clean and are utilizing proper storage/disposal of food.
Utilize approved self-help methods for a minimum of 30 days to control minor infestations of pests that do not pose a significant health hazard or destroy Air Force property Visit the U-Fix-It Store, building 220 for supplies.
Request CES pest control support when necessary.
2.3.1.3.10. Communicate security procedures for opening and closing the facility to ensure the facility is secure at all times.
2.3.1.3.11. Maintain positive key control.
2.3.1.3.12. Execute FPCON measures as required.
2.3.1.3.13. Manage “Shelter in Place” procedures.
2.3.1.3.14. Establish a continuity book (paper or electronic).

Contractor will be provided Facility Manager Training by the CES within 30 days of contract award.
3. PERFORMANCE SPECIFICS
3.1. The CIRCLE hours of operation are as follows:
Tuesday through Friday – 8:00AM through 5:00PM Saturday - 4:00PM through 9:00PM
Closed Sundays and Holidays and when base is closed by Wing Commander.
Contractor will have an employee at the CIRCLE during all hours of operation. The contractor’s employees will be responsible for opening and closing of the CIRCLE, volunteers will not be responsible for this requirement.
3.2. The Contractor will present a professional appearance.
4. SUPERVISORY ROLES OF RESPONSIBILITIES
4.1. Contractor - The contractor is not an employee of the government, but an independent entity who is solely responsible for the details and means by which the program described in this PWS is carried out.
4.2. The CSC – In case of any and all noncompliance work the CSC will notify the Contracting Officer, the Contracting Officer will then notify the contractor of noncompliance and the contractor will be given an opportunity to correct, if possible, noncompliance work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
5. SECURITY
5.1. The contractor shall comply with all Air Force computer and information security requirements in order to obtain a Common Access Card (CAC) to access the local network. Wing Staff Security Manager will be responsible for initiating the required security clearance for individual access to the local network.
