(Center for Inclusion, Resilience, Community, Learning and Encouragement) Coordinator

FA4626-19-Q-0048

(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-19-Q-0048.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.

(iv) This procurement is being solicited with a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 561110 with a small business size standard of $7.5 million.

CONTRACT TOTAL

(vi) The contractor shall provide one (1) FTE employee to perform the tasks required within the Performance Work Statement (PWS) at Malmstrom AFB. MT. The CIRCLE provides military, civilians and their families with skills, attitudes, and behaviors that promote individual resilience and ultimately increase organizational and family readiness. Please refer to the attached PWS for further information.

(vii) The CIRCLE hours of operation are: Tuesday through Friday 8:00 am through 5:00 pm and Saturday 4:00 pm through 9:00 pm. The CIRCLE is closed Sundays, Holidays, and when the base is closed by the Wing Commander.

(viii) Period of performance will consists of a base year and two 1-year option periods.

(ix) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Oct 2018), applies to this acquisition.

FAR 52.212-1 Addenda:

A. Offerors’ quotation shall conform to the required specifications as referenced in paragraph (vi) above and as attached to this solicitation therein. Any offeror not conforming to the required specifications shall be deemed unacceptable and therefore ineligible for award.

B. Offerors shall submit:

1.Volume I - Price
2.Volume II - Resume
3.Volume III - Financial data to include the following:
a.Names, addresses and point of contact for all financial institution organizations utilized to determine if offeror has adequate financial resources to perform the contract or the ability to obtain them; and
b.Written authority to contract the provided financial institution(s).

Please note, requests for such information does not constitute a contract award.

C. For either the site visit (if required) or submission of proposals, all personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

D. All firms or individuals submitting a quote shall be registered in the System for Award Management (SAM) website. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102.

E. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

F. Your quotation must remain valid for a minimum of 90 calendar days.

(x) The provision at FAR 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision.

FAR 52.212-2 Addenda:

A. The Government seeks to award to the responsible offeror with whom provides a complete quote and resume which conforms to the requirements of the PWS and solicitation herein. Offerors are cautioned to provide all information requested under the Addenda to FAR 52.212-1. Failure to provide a complete quote may result in an unacceptable determination and therefore rendering the quote ineligible for award.

B. Evaluation shall be conducted as follows:

1. Completeness – does the offer conform and provide all requirements outlined within the solicitation. This includes but is not limited to completing FAR 52.212-3 Representations and Certifications within the System for Award Management.

2. Factor 1: Price – Proposed pricing must be a fully burdened hourly rate. Acceptable offerors shall be sorted by price in ascending order from lowest priced to highest priced by the Total Evaluated Price (TEP).

a. The TEP will be calculated based upon the responses within Attachment 2 Bid Schedule. The quantities will be multiplied by the unit price to confirm extended total amounts. The sum of all extended amounts will equate to the offeror’s proposed price.

b. In order to meet the requirements of FAR Parts 6 and 17, the government will evaluate the option to extend services under FAR Clause 52.217-8 by adding one-half of the offeror’s final option period prices to the offeror’s total proposed price. Offerors are required only to price the base and option CLINs. Offerors shall not submit a price for the potential six-month extension of services period.

c. The offeror’s Total Evaluated Price (TEP) will include the base period, all option periods and the potential six-month extension of services period.

3. Factor 2: Resume – The Government will start evaluation on the lowest calculated TEP.

a. The resume will be evaluated on an acceptable/unacceptable basis based upon the requirements within para. 1 of the PWS.

b. Evaluation will continue from low to high TEP until an acceptable evaluation rating is obtained.

(xi) The provisions at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items (Oct 2018) applies to this acquisition. All firms or individuals submitting a quote shall be registered in the System for Award Management (SAM) website. SAM must be current at the time of award and have completed the annual representations and certifications section.

(xii) The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Jan 2019), applies to this acquisition.

(xiii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (Aug 2018), applies to this acquisition. Additionally, the following FAR clauses cited in FAR 52.212-5 apply to this acquisition.

52.217-9 -- Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3years + 6 months.

52.219-6 Notice of Total Small Business Set-Aside (Jan 2019) (DEVIATION 2019-O0003)

(a) Definition. “Small business concern,” means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.

(b) Applicability. This clause applies only to—

(1) Contracts that have been totally set aside or reserved for small business concerns; and

(2) Orders set aside for small business concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F).

(c) General.

(1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.

(2) Any award resulting from this solicitation will be made to a small business concern.

(d) Agreement.

(1) For a contract at or below the simplified acquisition threshold, a small business concern may provide the end item of any firm. For a contract exceeding the simplified acquisition threshold, a small business concern that provides an end item it did not manufacture, process, or produce, shall—

(i) Provide an end item that a small business has manufactured, processed, or produced in the United States or its outlying areas;

(ii) Be primarily engaged in the retail or wholesale trade and normally sell the type of item being supplied; and

(iii) Take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice; for example, providing storage, transportation, or delivery.

(2) Paragraph (d)(1) of this clause does not apply to construction or service contracts.

52.222-42 -- Statement of Equivalent Rates for Federal Hires (May 2014).

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

52.232-1 – Payments (Apr. 1984) The Government shall pay the Contractor, upon the submission of proper invoices or vouchers, the prices stipulated in this contract for supplies delivered and accepted or services rendered and accepted, less any deductions provided in this contract. Unless otherwise specified in this contract, payment shall be made on partial deliveries accepted by the Government if --

(a) The amount due on the deliveries warrants it; or

(b) The Contractor requests it and the amount due on the deliveries is at least $1,000 or 50 percent of the total contract price.

52.252-6 -- Authorized Deviations in Clauses.

As prescribed in 52.107(f), insert the following clause in solicitations and contracts that include any FAR or supplemental clause with an authorized deviation. Whenever any FAR or supplemental clause is used with an authorized deviation, the contracting officer shall identify it by the same number, title, and date assigned to the clause when it is used without deviation, include regulation name for any supplemental clause, except that the contracting officer shall insert “(Deviation)” after the date of the clause.

52.252-6 Authorized Deviations in Clauses (Apr 1984)

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of “(DEVIATION)” after the date of the clause.

5352.242-9000 Contractor Access to Air Force Installations (NOV 2012)

(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.

(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management citing the appropriate paragraphs as applicable.

(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

(f) Failure to comply with these requirements may result in withholding of final payment.
