(ii) For DoD, NASA, and the Coast Guard, unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities.
Section D: Efforts to Obtain Competition
There were no efforts to obtain competition as the equipment required must be compatible with the GSA vehicles the agency has on hand. Federal Signal products have been field tested with the current vehicle fleet and have proven to be compatible with the vehicles to be outfitted. Standardization of all responder equipment is vital in maintaining proper end-user training, safety and utilization.
Furthermore, equipment under this acquisition matches the mandatory salient characteristics required by Air Force Instruction 31-118, Security Forces Standards and Procedures, Paragraph 3.8 Vehicle Equipment.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Until such time market conditions change providing more equipment/manufacturers that match salient characteristic requirements, or the United States Air Force rewrites its equipment requirement regulations, there will be no steps taken to preclude future brand name awards for the Federal Signal line of responder products/equipment.
