1. Can the Base please provide an SCA Wage Determination so the contractor can develop his bid?
Answer: As stated on page 173 of the SF 1449 Solicitation, “WAGE DETERMINATION
The Department of Labor Wage Determination Number 2005-2317, Revision Number 12, dated 06/13/2012 is incorporated by reference. The full text can be accessed electronically at: http://www.wdol.gov/.
2. Who is the incumbent? What was the period of performance of their contract? What was the award amount for their contract?
Answer: The incumbent is National Construction and Maintenance. The current contract was awarded on 8 Jan 09 for an 8-mo base period (1 Feb 09-30 Sep 09) and four 1-yr options (1 Oct 09 - 30 Sep 13). Award information was as follows:

Offeror’s are cautioned regarding the above information as there have been significant service level reductions that have occurred since award. Military Family Housing was included in a portion of the above information and it is not a requirement for the current solicitation. Additionally, the current solicitation implements a standardized Air Force Performance Work Statement template and services will be based on delivery orders issued, not on fixed monthly services.
3. CLIN 0002AJ - Prune Shrubs - The bid sheets state that this activity is to be performed for seven months during the Growing Season (October and April through September). However, the Estimated Quantities says that of the 200 total shrubs to be pruned, 100 will be pruned during the Growing Season and 100 will be pruned during the Non-Growing Season. Which document is correct? Will the contractor be required to prune shrubs during the Non-Growing Season?
Answer: An amendment will be posted to correct this discrepancy. This item will be issued by separate delivery order and the performance period will be removed.
4. CLIN 0002AG - Pest Control - The bid sheets state that this activity is to be performed for six months during the Growing Season (October and May through September). However, the Estimated Quantities says that Pest Control will be performed 2-4 times during the Growing Season and 1-2 times during the Non-Growing Season. Which document is correct? Will the contractor be required to perform pest control service during the Non-Growing Season?
Answer: An amendment will be posted to correct this discrepancy. This item will be issued by separate delivery order and the performance period will be removed.
5. CLIN 0002AF - Fertilization - The bid sheets state that this activity is to be priced for three months. Should the contractor price this item per each fertilization or per each month?
Answer: The SF 1449 indicates that this requirement will occur in any given month, but only 3 months. The unit of issue of months is in accordance with the AF template and we cannot deviate from it. According to Appendix A, Workload Estimates, it is estimated that there will only be 3 applications to the 103 acres – 2 during the growing season and 1 during the non-growing season, to be accomplished by separate delivery order. Only one fertilization application will be ordered in a month. Therefore, the contractor’s price per fertilization is synonymous with the price per month.
6. CLIN 0002AF - Fertilization - The bid sheets and the Estimated Quantities indicate that this activity will be performed three times. However, the bid sheets in Excel format, shown in Attachment 4, indicate this activity is to be performed four times. How many applications of fertilizer should the contractor base his bid on for this CLIN?
Answer: The bid sheets were corrected in Amendment 01 from a quantity of 4 months to 3 months. The SF 1449 remains unchanged. Amendment 01 is available in the FBO website.
7. Was the pest control/vegetative control/herbicide applications included in the incumbent's contract?
Answer: Yes. The incumbent performed vegetation control and herbicide application. Pest control only consisted of applying pesticides. This contract will require removal of dead animals which is a new requirement.
8. Are the bunkers in the WSA maintained? If so, can the contractor mow these with a riding type mower or will they required to be trimmed by hand?
Answer: The bunkers/igloos must be trimmed by all hand trimmers. Riding mowers cannot be used due to the design of the structure.
9. The map indicates that the WSA is to be mowed as semi-improved? However, the WSA contains multiple buildings. Will the buildings in the WSA be required to be trimmed to improved or semi-improved standards?
Answer: The WSA compound is maintained to the semi-improved standard.
10. Is there a web site to go to, to see bidding information from the last maintenance contract?
Answer: See answer to question #2 above.
