PERFORMANCE WORK STATEMENT

Whiteman AFB Chapel (509 BW/HC)

Catholic Religious Education Coordinator 1 November 21

1. Contract Position Title: Catholic Religious Education Coordinator

2. Period of Performance: 1 Base (12 month), 4 Option Years

3. Scope of Responsibilities:

3.1. The scope of the responsibility of the Religious Education (RE) Coordinator encompasses the entire Catholic chapel ministry

3.2. The RE Coordinator shall coordinate all religious education programs and monitor Bible studies sanctioned by the 509 BW/HC through the Catholic priest/chaplain for clarification, information, and approval

3.3. Shall be willing to work with installation personnel and members of other faith groups in an ecumenical/interfaith setting

3.4. Shall be a positive and motivated individual. Shall be willing to recruit RE teachers, publicly recognizing teacher and class accomplishments, and encouraging Sunday school and Christian education attendances at Whiteman AFB.

4. Qualifications.

4.1. An advanced certificate in Catechesis or Religious Studies is preferred.

4.2. Contractor must obtain Basic Catechist Certificate from Catholic Archdiocese for the Military Services (AMS), USA, within 60 days of a contract award.

4.4. Must be an active, practicing Roman Catholic in good standing with the Church. Must be committed to the Catholic faith. Applicant cannot have a history of domestic violence, assault or crimes against children. FAR Clause 52.222-26 (b) applies to this contract.

4.5. The Contractor must be able to oversee a comprehensive Catholic RE and Formation program for the installation

5. Duties and Responsibilities.

5.1. Develop an annual Catholic RE curriculum and schedule in coordination with the Catholic priest. The curriculum should meet guidelines established by the Archdiocese of Military Services, USA (AMS) to include guidelines under the Catechetical Leader’s Manual.

5.2. Develop and implement programs, goals, policies, and procedures for all RE coordinator programs including children and adults in coordination with the Catholic priest. The required programs include: Catechist training, Sacramental program (First

Reconciliation, First Holy Communion, and Confirmation), Rite of Christian Initiation of Adults (RCIA), parent and teacher training, and other seasonal or liturgical programs (Christmas Pageant, Stations of the Cross).

5.3. Request in writing for any needed items for all RE programs at least a month, (30 days) in advance of the date the items are needed. Such requests include but not limited to; selecting needed materials, supplies, projected programs, teacher training, and special religious education programs

5.4. Develop and plan RE registration activities, recruitment and training of volunteer teachers and ensure all adult workers that are 18 years or older have the prescribed background/installation records checks completed and on file

5.5. Attend monthly Catholic Pastoral Advisory Council (PAC) meeting and provide RE reports as directed by the Catholic priest

5.6. Administer the Faith Family Assessment program for all RE students

5.7. Ensure registered faith community members meet all pre-requisites prior to receiving the Sacraments

5.5. Attend monthly faith community council meeting or special council meeting as requested by the Catholic priest

5.9. Prepare RE program for publicity as required for installation newspapers, official Base bulletin, and Chapel bulletins at least three (3) weeks in advance of the activity or event. The material or event for publicity shall be submitted to the Catholic chaplain or his designee in a written format for approval.

5.10. Report weekly to the Catholic Chaplain on issues that deal with religious education

5.11. Coordinate to ensure the required facilities are open and ready for use thirty (30) minutes prior to the commencement of the program. Coordinate and provide oversight for any weekday and/or Sunday classes. Ensure facility requests are submitted in a timely manner (30 Days) before any RE events in the Chapel

5.12. Recruit and train teachers and volunteers to implement Vacation Bible School (VBS). The RE Coordinator shall work with the Protestant RE Coordinator for an ecumenical VBS where applicable

5.13. Submit in writing, the goals and objectives for a total RE program to include a year-round educational program that starts in September of each calendar year.

5.14. Establish a program that would enable volunteer teachers to monitor absenteeism amongst students. Inform the Catholic priest about students with special needs, which might require his personal contact/visit

5.15. Maintain current information for all RE program participants including name, address, phone number, age (exclude adults), marital status/single parent, and any special needs for each group. This information must be held with the understanding of Private, Personal Information (PPI) Air Force policies.

5.16. Ensure new students are contacted and welcomed to the RE program

5.17. Ensure that all RE teachers/workers are aware of local safety requirements and procedures

5.18. Any month that the full 20 hours per week was not fulfilled, or no RE was provided, pro-rate the invoice accordingly. Coordinate the schedule with the Catholic Chaplain and ensure he is able to contact you during normal duty hours

5.18.1 Work location and hours are flexible and will be coordinated with the Catholic Priest. Contractor will be expected to attend all weekly services and meetings in person, as required.

5.19. Contractor shall be accountable for the security and cleanliness of all facilities utilized in conjunction with their programs. The contractor shall coordinate support requirements with the Chaplain or a designated representative

5.20. The Contractor shall ensure that all facilities are used properly and secured upon departure following the conclusion of a program/event

5.21. In accordance with DODI 1402.5 E3.2.c., each individual working with children under the age of 18 in conjunction with this contract shall successfully complete a federally mandated criminal history background check (conducted by the Base Chapel) which shall include a National Agency Check with Inquiries (NACI) and if the individual has a prior DoD affiliation within the last two years an Installation Records Check (IRC).

The IRC includes a law enforcement check, drug and alcohol record check, and a check of the family advocacy program (FAP) for a minimum of 2 years before the date of application. The results of an FBI advanced fingerprint check must be obtained prior to a person’s employment under Line of Site Supervision (LOSS). Additionally, in accordance with DODI 1402.5 E4.f all individuals working under LOSS must wear conspicuous items such as distinctive clothing, badges, wristbands, etc. that clearly identify him as not being authorized to be alone with children. Additionally, posters or other printed information must be readily visible informing children’s guardians of what the conspicuous identification means. Failure to satisfactorily complete, maintain and present compliance of the criminal history background check requirements listed above shall result in termination of the contract. The contractor will comply with the requirement to fulfill Child protection policies of Catholic Church

5.22. Contractor will ensure all volunteers working with youth below eighteen (18) years of age receive a background check as prescribed in DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services

5.22.1 Ensure to maintain operational security IAW AFI 10-701 Operations Security, to protect critical information and indicators for the contracted activity, operation, or the program. Once hired have the contractor make contact with this office for required OPSEC Awareness Education training within 90 days of hire.

5.23. Besides in the event of emergency, an advance of 1 week notification to the Wing chaplain or Superintendent is required of a contractor if he or she cannot perform any service herein. In the event of absence, the contractor shall arrange for a substitute RE coordinator that must be approved by the Wing chaplain or Superintendent. The substitute must have a completed criminal background check and installation records check on file. The substitute shall contact the Wing chaplain or Superintendent in the event of absence and shall have the same credentials as the contractor

5.24. Attend Whiteman Chaplain Corps Staff Meeting when requested for training. If unable to attend due to extenuating circumstances, the contractor is responsible for notifying the Contract Officer Representative and/or Wing chaplain to make up training.

6. The Senior Installation Chaplain will:

6.1. Provide suitable space for keeping supplies and equipment to accomplish the contract.

6.2. Provide for at least one training event/TDY that relates specifically to (Catholic Parish Administration,) when funding is available.

7. The Contracting Officer Representative (COR). The COR will monitor performance in accordance with program specifications and the performance work statement. The Wing Chaplain or his/her designee reserves the right to accept or reject all or portions of the program developed. Deficiencies documented by the Wing chaplain or his/her designee are to be corrected immediately and at no additional cost to the government
