Statement of Objectives Portable or Transportable SCIF Options
72 Test Evaluation Squadron

3.1. Operational Floor Design:
3.1.1. Security & Accreditation (Minimum):
3.1.1.1. The contractor will provide Information Assurance support for Security
Engineering (which includes requirements analysis, design, and testing) in accordance with
ICD 503 3
3.1.1.2. The SCIF will meet or exceed TEMPEST ICS 705-1 standards
3.1.2. Operations Floor Space: (Minimum)
3.1.2.1. Minimal space to support 6 standard workstation consoles (Table A2), Situational
Awareness (SA) wall, and 4 network printers
3.1.3. Power & Cooling: (Minimum)
3.1.3.1. The SCIF's main power supply will be connected to commercially-provided electrical power grid within the vault. Power is located is located as seen in attachment 3 of the solicitation, Building 706 diagram
3.1.3.2. The SCIF will connect and receive heating, cooling, and power from existing vault.
Heating and cooling duct work will attach to 8” vents
3.1.4. IT Infrastructure: (Minimum)
3.1.4.1. The SCIF environment will be capable of supporting a minimum of 10 security enclave/network services (2xNIPR/1xSIPR/1xJWICS/4xSAR/2x spare)
3.1.4.2. The SCIF will provide a method to provide physical separations for a minimum of
10 different security enclaves (2xNIPR/1xSIPR/1xJWICS/4xSAR/2x spare)
3.1.4.3. The SCIF will have weather proof external connection panels for power and fiber optic network connectivity
3.1.4.4. Cables for all security domains will implement the following color coding scheme:
TS = Yellow, Secret = Red, Centrix = Purple, Unclassified = Green (additional details and specifications are outlined in Table A-3, A-4)
3.1.4.5. The contractor will apply the appropriate colored tape and marker labels on all cables per the SCIF interconnect diagram (the interconnect drawings, and the label format will be provided by the Customer)
3.1.5. IT Infrastructure: (Optional)
3.1.5.1. No optional requirements exist at this time
3.1.6. Transportation & Deployment: (Minimum)
3.1.6.1. The contractor will design and deliver a portable SCIF
3.1.7. Miscellaneous: (Minimum)
3.1.7.1. The SCIF will be accessible through an entrapment area
3.1.7.2. The SCIF will have a fire suppression system if required
3.1.8. Miscellaneous: (Optional)
3.1.8.1. The SCIF will have an integral floor
3.1.8.2. The SCIF will have LED lighting technology where applicable
3.1.9. Maintenance & Support: (Minimum)
3.1.9.1. The contractor will develop and deliver training materials and operating instructions
3.1.9.2. The contractor will create a Standard Operating Procedures (SOP) check list for the prerequisites required for moving the SCIF to include reassembly instructions
3.1.9.3. The contractor will provide a 1 year warranty period to cover all delivered items. . 4

Statement of Objectives:
Portable or Transportable SCIF – Options
Prepared By: Whiteman AFB
1. Objective:
The objective of this engineering effort is to discover and contractually engage an experienced contractor/contractor to provide a functionally suitable Sensitive Compartmented Information
Facility (SCIF) interior to an existing Special Access Required (SAR) Vault. The structure will house a Top Secret-level mission operations floor (ops floor). The structure will be constructed interior to the existing SAR Vault that will be accessed by a 4’X7’ vault door so the expectation is the panels will be approximately 24” X 96” with assembled height of 8’. The SCIF will be approximately 20’X26’X8’ with an internal mantrap at entrance leaving a 4’ hallway running the span fo the existing room. Entrance location and hallway are shown in attachment 3 of the solicitation, building 706 diagram. All internal work areas will be provided by the Government.
2. Scope:
This Mobile or Transportable SCIF Solution will be used as a working site, within the existing vault.
3. Engineering Objectives:
Winning contractor will provide the following item(s) delivered and received and installed at 72
Test and Evaluation Squadron, Building 706 room 138A, Whiteman AFB, MO
3.1. Operational Floor Design:

4. Documentation:
Winning contractor will provide the following documentation prior to fabrication delivered and received at Whiteman AFB:
4.1. Contract Data Requirements List (CDRL)
o Document to include Requirements satisfying contractor specifications and concerns listed in Appendix A and other Requirements not yet specified or determined o The contractor will identify and provide a consolidated final as-built Bill of Material
(BOM) per configuration
4.2. Integrated Master Schedule (IMS)
4.3. Drawings
o The contractor will create and deliver drawings in MS Visio format, in compliance with drawing standards. The drawing set includes the following:
o Drawing Tree o Indentured Parts list o Top Level Drawing o SCIF Floor Plan o SCIF Internal network connection and/or cabling diagram o SCIF External connection panel(s) o Data Flow Diagram o Site Layout
5. Period of Performance:
The period of performance and delivery of transportable SCIFs is 6 months from contract award.
6. Non-Disclosure Agreement:
The winning contractor will provide and live by Non-Disclosure Agreements to protect United
States Air Force security, design and Engineering.
