AUDIO VISUAL INSTALLATION TO SUPPORT MISSIONS END CLUB

STATEMENT OF WORK

FOR

MISSIONS END AUDIO VISUAL SYSTEM INSTALL

AT

WHITEMAN AFB

12 Feb 2018

STATEMENT OF WORK

1.0 SCOPE

This Statement of Work (SOW) defines the requirements for the contractor to engineer, furnish, install, terminate, and test (EFIT&T) a centralized audio/visual design at the Mission’s End Club for a six zone system where all input sources are routed through the main system and distributed to the appropriate areas. Zones will need to be independent from each other as well as controlled independently but have the capability to be integrated to be used as one single system when required. All zones should have the capability to be controlled from a central location (zone 6 or rack monitor) without the need of being in the zone to operate. We will require an appropriate scaler with associated hardware to a video feed back to a central monitor of all areas, in addition to allocations for the capability for technicians to hear and see the actual outputs to the other areas of the club from the central control room. Technicians in the backroom need to be able to see and hear identical outputs to those of the occupants in the various zones. Antenna distribution will have to afford users the capability of walking throughout the venue with no audio drops or noticeable degradation in microphone performance. The dimensions of zones are listed in the attached layout. The following zones will have the following capabilities:

1. Minimum 46” diagonal, lightweight/LED, high quality/contrast viewing area, HDMI interfaced, Independent high quality, full zone, audio coverage - Zone 1

2. Minimum 80” diagonal, lightweight/LED, high quality/contrast viewing area, HDMI interfaced, Independent high quality, full zone, audio coverage - Zone 2

3. Minimum 80” diagonal, lightweight/LED, high quality/contrast viewing area, HDMI interfaced, Independent high quality, full zone, audio coverage - Zone 3

4. Minimum 80” diagonal, lightweight/LED, high quality/contrast viewing area, HDMI interfaced, Independent high quality, full zone, audio coverage - Zone 4

5. Minimum 46”diagonal, lightweight/LED, high quality/contrast viewing area, HDMI interfaced, Independent high quality, full zone, audio coverage - Zone 5

6. Operator’s room, minimum 22” diagonal high quality/contrast viewing area, HDMI interfaced to be used to monitor actual output by zone, Independent high quality audio coverage for monitoring purposes - Zone 6

6. Minimum 94” diagonal, high quality/contrast viewable in Zone 3, HDMI interfaced, HD 10K lumens minimum, Independent high quality, full zone, audio coverage, short throw projector/screen - Zone 6

It is incumbent upon the chosen contractor to perform an adequate site-survey to allow development of a viable and well-engineered solution. The contractor is ultimately responsible for the functionality and operational capability of their designs, to include proposal of high quality, industrial grade, reliable components and equipment.

Successful implementation requires the combined alliance of contractor installation teams and the collaboration from Whiteman AFB communications personnel. Communications personnel will be available to answer any specific questions regarding technical requirements at any time during the pre-planning of this contract and during implementation.

2.0 SPECIFIC TASKS AND REQUIREMENTS

2.1 Site Survey.

The contractor shall have the option to conduct an Engineering Site Survey at Whiteman Air Force Base, MO to obtain all information necessary for the requirements listed below in order to develop a Technical System Installation Plan (TSIP) to include drawings and a Test Plan.

The site survey dates shall be coordinated a minimum of 7 calendar days in advance with the Contracting Officer and with the designated base representatives.

2.2 Install Requirements.

The contractor shall install centralized audio visual components for a six zone system where all input sources are routed through the main system and distributed to the appropriate areas. Zones will need to be independent from each other as well as controlled independently; however, all zones should be capable of being integrated and used as one single system. All zones should be controlled from a central location (zone 6 or Rack Monitor) without need of being in the zone to operate. We will require an appropriate scaler with multi-input source select to include cameras and a video feed back to a central monitor of all areas.

Dimensions:

Zone 1: 30ft x 28ft, height sides 11ft 2in and middle 13ft Zone 2: 24ft x 40ft, height 13ft 4in Zone 3: 31ft 8in x 40ft, height 13ft 4in Zone 4: 24ft x 40ft, height 13ft 4in Zone 5: 30ft x 28ft, height sides 11ft 2in and middle 13ft

Furnish and install:

All work performed must be in accordance with all applicable governing standards, regulations, and instructions to include but not limited to: ANSI-TIA/EIA Standards and the 509th Telecommunications Installation Criteria. All standards will be provided upon request of the contractor.

The contractor shall provide all labor, supervision, skill/expertise, equipment, tools, materials, supplies, transportation, management, and other incidentals necessary to meet the requirements as stated in this SOW, and IAW the Government contract to include the following:

• Provide 2 hard copies and 1 soft copy of Engineering designs

• Provide a list of all components installed

• Remove all existing audio/video equipment and dispose of expendable items. Place all old sound system equipment in a designated area for recycling/turn in by the government.

• Remove and replace all existing cabling and connections. Dispose of all cabling and connectors.

• Remove and replace all speaker wiring. Dispose of all speaker wiring and connectors.

• Install appropriate array speaker system with satellite support with ability to provide optimum volume, clearly discernible and crisp audio through all affected zones. Prioritization should be given to high sound quality with secondary consideration to presenting a professional aesthetic during formal events.

• Capability to input, route, and scale audio and video to the audio visual equipment using an installed device that will read CDs, DVDs, Blue-ray disks, and current HD technologies.

• Capability of connecting external devices, to input audio and video to zone a/v system speakers and projectors. Technology to be supported will include, but not be limited to Microsoft and Apple products.

• All equipment and external device connections will be housed in a lockable cabinet that will be placed near a power source and have adequate ventilation and lightening/ spike protection.

• Wireless microphones shall be used, including; two lapel microphones (lavalier, countryman or similar) and four hand-held microphones. Handheld and lapel microphones must be able to be utilized concurrently with close to equal sensitivity as possible with no feedback.

• A projection screen in the front of zone 6 viewable in zone 3 with capability to be hidden and be easily viewed by personnel at a distance of no less than 100 feet away.

• One minimum 10K lumens/25K contrast ratio HD projector which will be discretely placed, to project visual images, including videos, onto the above projection screen. Use of a short-throw or rear projection system is acceptable.

• Cabling to control the screens and projector movement, if applicable and provide connectivity to input source for projectors.

• Core equipment will be connected to and Uninterruptable Power Supply (UPS).

• In order to facilitate continued maintenance and operations support by 509 CS personnel, equipment must not be of a proprietary nature but instead support standard professional audio industry interfaces such as HDMI, XLR, quarter inch, RCA, Speakon, etc.

• All equipment will be installed and operationally checked no later than 60 days after contract acceptance.

3.0 MANAGEMENT

Contractor shall identify a Point of Contact (POC) who shall contact the Contracting Officer, within ten business days of award, and shall be the primary point of contact from award to site acceptance with regard to implementation. The POC will direct the implementation to ensure the installation and in-service dates are met.

POC’s oversight and responsibilities shall include, but are not limited to:

• Project schedule

• Equipment Delivery, Inventory, and Storage Coordination

Contractor employees shall adhere to and comply with all government regulations, policies and guidelines as briefed by the contracting officer, when notice to proceed is provided.

3.1 Schedule.

Contractor shall provide a schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems upon contractor and government agreement. In addition, contractor shall identify any changes to the schedule by providing an updated schedule. Contractor shall include justification and requests for approval to the Contracting Officer of all schedule modifications. Project Completion is estimated to take no more than 60 calendar days.

Installation will need to be coordinated around functions scheduled at the Mission’s End Club.

Communications squadron personnel will query Mission’s End staff as to event scheduling and provide this information to the awarded vendor, via the contracting officer.

3.2 Security and Safety Compliance.

Contractor shall remain in compliance with all Federal and Whiteman AFB security and safety laws, regulations, policies, and requirements.

3.3 End of the Day Checklist.

At day’s end, the contractor shall keep working area in a neat and clean state. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard. The location will be directed upon award. This storage is offered as a courtesy, however, the government will not accept responsibility for the security of any items left on site and not properly secured.

3.4 Environmental Management.

Contractor and all sub-contractors shall comply, with the most stringent environmental, federal & local laws and regulations; and Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations, which are readily available from the 509 CES environmental flight, via the contracting officer. Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Whiteman AFB. Contractor shall ensure their sub-contractors comply with these specifications.

Any and all alterations to existing facilities must be reviewed and approved by CE before notice to proceed is given. A 10 business day notice to all occupants after proper coordination with CE on outages in support of this work is required.

4.0 ADMINISTRATIVE

4.1 Weekly Status Reports.

Contractor shall provide Status updates during the course of the performance period to the Contracting Officer. The purpose of the report is to inform the government of project progress, problems encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.

4.2 Return of Government Property and out brief.

4.2.1 Prior to the out-brief, contractor shall return all Government equipment, door keys, and base issued Government ID cards to Contracting personnel.

4.2.2 Contractor shall coordinate the out-brief with the Contracting Officer. The out-brief will be done with the 509th CS/SCX Project Manager or designated representative and other site personnel as required at the conclusion of the project.

Out brief shall inform the 509th CS/SCX Project Manager or designated representative a summary of activities performed and include the acceptance of all project deliverables.

4.3 Hours of Operation. Contractor shall perform all work during normal duty hours of the site.

Any site work requested to be performed outside of normal duty hours shall be coordinated at least 3 business days in advance with the Contracting Officer.

5.0 DELIVERABLES.

5.1 Deliverable Format.

Contractor shall provide a soft copy of in-place drawings to Contracting Officer upon project completion. Soft copies of the 'as-builts' will be in an acceptable format such as VISIO, or another format coordinated and accepted by the 509th CS.

5.2 List of Deliverables.

All deliverables are subject to Government acceptance and approval. They shall meet professional standards and the requirements set forth in the basic contract and this SOW. All deliverables shall be produced using recommended software tools/versions as accepted by the

Government. Contractor shall deliver the required numbers and type of copies to the Contracting Officer, upon completion of the contract, IAW the distribution list set forth below.

6.0 PROCUREMENT

6.1 Distribution.

Contractor shall purchase all equipment and accessories necessary for the execution of this project according to their applicable List of Materials (LOM). Contractor shall store purchased equipment in a secure staging location until deployment and ship all equipment using commercial means.

6.2 Equipment Warranty.

6.2.1 Contractor shall provide original equipment manufacturer (OEM) warranty for any equipment purchased under this project in the baseline. The warranty will include all hardware, materials, and workmanship. The warranty start time shall begin when the entire system is accepted.

Additionally, a maintenance plan is required to begin upon expiration of warranty. The maintenance plan will expire 1 year from the award of the contract. Maintenance plan shall include unlimited consultation to telephone support with access to contractor engineers if necessary, remote diagnostics, dispatched technicians, and equipment repair.

6.2.2 Contractor shall have a twelve hour response for major failures.

7.0 INSTALLATION

7.1 Site Coordination.

Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.

7.2 Site Requirement.

Contractor shall provide all labor, equipment, materials, hardware, and transportation necessary to complete this cooperative effort. Contractor will leave a clean work place at the end of each day.

7.3 System Requirement.

Contractor shall ensure all equipment, supplies, cabling, and materials provided shall be new and not refurbished. See paragraph 2.2 (General Requirements).

7.4 Permits and Licenses.

Prior to commencing any work, contractor shall obtain and maintain in effect all necessary permits and licenses required by Federal, State and local governments, or subdivisions thereof, or of any duly constituted public authority. Furthermore, contractor shall obey and abide by all applicable laws and ordinances.

7.5 Installation Plan Changes.

If a problem develops during installation that warrants the change of the proposed solution, contractor shall immediately notify the Contracting Officer. The contractor shall engineer and implement design changes only after approval from the Contracting Officer.

7.6 Project Residue.

All residues from this project shall be disposed of off base and IAW Federal, State, and local environmental laws and regulations. Prior to disposal of excess material, contractor shall coordinate with the 509 CS personnel to see what items they may want to retain.

8.0 TESTING AND ACCEPTANCE

8.1 System Testing.

Plans and procedures to conduct system testing shall be developed by contractor and approved by the Contracting Officer. Appropriate test documents in the contractor’s formats shall be prepared and maintained throughout the installation testing period.

8.2 Final Acceptance.

Upon receipt of Contractor’s written notification of actual project completion, Whiteman AFB shall have a 7 business day period to inspect the work and ensure the contractor has complied with all aspects of the contract, to the extent possible. Contractor shall correct all noted discrepancies within a 14 business day period.

9.0 GOVERNMENT FURNISHED DRAWINGS

The floor plan for the club will be furnished by 509 CS/SCXP upon request by contractor.

10.0 SECURITY

It is the Government’s responsibility to provide escorts when needed. To ensure performance starts as soon as possible, contractor shall provide the names, social security numbers, driver’s license numbers and state of issue (or equivalent), and birth date of the personnel who will be performing on the Statement of Work within 7 calendar days before requiring installation entry.

• All vehicles that require access to the base must have proof of insurance.

• All vehicles that require access to the base must have a valid registration.

• Any passengers must present valid photo identification.

• The driver of each vehicle must present a current driver’s license

• All vehicles entering the base are subject to search by law enforcement Officers.

10.1 Building Entrance.

Contractor shall coordinate with appropriate 509 CS personnel, and comply with all required security measures for gaining entry and working in all buildings. Contractor may require Government escorts with proper building entry authorization and identification while in all buildings. Some areas in those buildings may require prior coordination through base personnel in specified work areas before entering and work can be accomplished.

10.2 Base Passes, Contractor Badge, and CAC Cards.

Contractor shall acquire all necessary base passes for their respective personnel as well as their sub-contractor personnel. Contractor is required to provide identification badges to their particular employees. All contractor personnel will wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc, are to be mutually agreed upon by the contractor and Government.
