STATEMENT OF WORK

YWHG 14-0033

CONSTRUCT BASE PERIMETER FENCE, N&S RUNWAY CLEARZONES

Construct approximately 5,591 LF of new base perimeter fence to extend the South flightline

Clear Zone fence away from the Mandatory Zone of Frangibility. Project includes demolition of existing base and farm fencing.

1. SITE DESCRIPTION

1.1. SITE LOCATION

Whiteman AFB is located approximately 2 miles (3.2 km) south of Knob Noster, Missouri. The North and South Clear Zone fences are located on the North and South ends of the Runway:

1.2. SITE ACCESS

Access to the base is coordinated through 509 th

CONS and 509 th

CES via the Security

Forces Visitor Center at the Spirit Gate entrance. Access to individual buildings/facilities shall be coordinated with the respective Facility Manager of each building. Access into the flight line, airfield and into the WSA is controlled through

Security Forces and will require an Entry Authorization Letter prepared by 509 th

CONS.

1.3. BACKGROUND

The exiting flightline/perimeter fence has been confined by privately-owned adjacent properties. As a result the base perimeter fence penetrates the runway Clear Zones and

Mandatory Frangibility Zones at either end of Whiteman's flightline. With the recent acquisition of these confining properties, the fence must be extended to eliminate this airfield obstruction.

2. Work Description

2.1. DEMOLISH EXISTING FARM AND PERIMETER FENCE

The contractor shall demolish the existing farm fence in accordance with the site plan in Section 1.1. (Approx. 700 LF) All salvageable metallic material from the farm fencing shall be turned over to the government; the rest shall be disposed off-site.

The contractor shall demolish the existing chain link perimeter fence in accordance with the site plan in Section 1.1.( Approx. 2,941 LF) Salvageable demolished material not used for new fence construction shall be turned over to the government; the rest shall be disposed off-site.

2.2. CONSTRUCT NEW PERIMETER FENCE

The contractor shall construct approximately 5991 LF of new base perimeter fencing in accordance with the site plan in Section 1.1.

3. REQUIREMENTS

3.1. GENERAL SUBMITTALS

The contractor shall submit the following for Government approval prior to commencement of work:

1. Project Schedule

2. Accident Prevention Plan

3. Material & Product Specifications

4. Material & Product Samples

3.1.1. The contractor shall bind all sensitive or higher material with easily removable fasteners (staples shall not be used).

3.2. Deliverables

3.2.1. PDF Record Drawing Deliverable Requirements

3.2.1.1. The following requirements must be met by the contractor before PDF

Record Drawings/As-Builts will be accepted by the 509 CES:

3.2.1.1.1. All sheets listed in the Index of Drawings will be included in a single .PDF file.

3.2.1.1.2. Sheets will be arranged in the order they appear in the Index of

Drawings.

3.2.1.1.3. All sheets will be checked to verify all features, text and graphics appear in the PDF file as they do in AutoCAD.

3.2.1.1.4. All sheets will be stamped with either “AS-BUILT DRAWING” or

“RECORD DRAWING”

3.2.1.1.5. “Grey Scale” plot style must be used.

3.2.1.1.6. All sheets will depict the ‘as-built condition’ of the project. All descriptions of amendments, options, deletions, modifications, changes, etc. will be removed from the final PDF file.

3.2.1.1.7. All text shall be legible.

3.2.1.1.8. Paper size of the PDF sheet shall match the paper size of the hardcopy/paper copy and CADD.

3.2.1.1.9. The final PDF product will be delivered via CD/DVD only. Email or FTP delivery will not be accepted.

3.2.1.1.10. 509 CES/CEPT will have 5 business days to review the PDF deliverable to verify completeness prior to acceptance.

3.2.1.1.11. Any deviations from these requirements must be approved in writing by the 509 CES/CEPT office.

3.2.2. Hardcopy/Paper Record Drawing Deliverable Requirements

3.2.2.1. The following requirements must be met by the contractor before the hardcopy/paper copy version of the Record Drawings/As-Builts will be accepted by the 509 CES:

3.2.2.1.1. The contractor shall deliver one [1] set of complete Record

Drawings/As-Builts for the project that depicts the final ‘as-built’ condition of the project. All descriptions of amendments, options, deletions, changes, modifications, etc. will be removed from the final hardcopy/paper copy deliverable.

3.2.2.1.2. The hardcopy will be printed on 24# bond paper.

3.2.2.1.3. A ‘grey scale’ plot style must be used.

3.2.2.1.4. All sheets will be collated in the order in which they appear in the

Index of Drawings.

3.2.2.1.5. All sheets will be stamped with either “AS-BUILT” or “RECORD

DRAWING” in 24-point bold typeface.

3.2.2.1.6. All sheets will be checked to verify all features, text and graphics appear in the PDF file as they do in AutoCAD.

3.2.2.1.7. All text shall be legible.

3.2.2.1.8. Paper size of the PDF sheet shall match the paper size of the hardcopy/paper copy and CADD.

3.2.2.1.9. 509 CES/CEPT will have 5 business days to review the hardcopy/paper copy deliverable to verify completeness prior to acceptance.

3.2.2.1.10. Any deviations from these requirements must be approved in writing by the 509 CES/CEPT office.

3.3. Standards & Guidelines

3.3.1. The contractor shall conduct all work in accordance with EM385-1-1 US Army

Corps of Engineers Safety and Health Requirements Manual and Missouri

Department of Natural Resources requirements. Contractor is responsible for the storage, transportation, and disposal of all waste materials. The contractor will review all details of the work and specifications and requirements stated herein and advise the Contracting Officer of any discrepancy before performing any work.

3.3.2. The contractor shall comply with the Whiteman AFB Design Guide.

3.3.3. The contractor shall comply with UFC 1-200-01 General Building Requirements.

3.3.4. The contractor shall accomplish all grading and seeding according to Missouri

Natural Resources Conservation Service (MONRCS) Missouri Agronomy

Specification 723 and MONRCS Conservation Practice Standard 342.

3.3.5. The contractor shall comply with Missouri Department of Natural Resources

Storm Water Pollution Prevention requirements. Straw bales shall NOT be used on this project.

3.3.6. The contractor shall comply with Missouri One-Call.

3.4. SOLID, CONSTRUCTION, DEMOLITION, AND DECONSTRUCTION WASTE

REQUIREMENTS

3.4.1. The Contractor shall comply with, but not limited to: (Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management, dated 26 Jan 07; Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance, dated 7 Oct 09; Office of the Under

Secretary of Defense Memo, DoD Integrated (Non-Hazardous) Solid Waste

Management Policy, dated 1 Feb 08, and AFI 32-7042, Waste Management.

3.4.2. The Contractor shall generate the least amount of solid waste as possible, maximize pollution prevention processes, and maximize landfill diversion efforts through source reduction, reuse of materials, and recycling.

3.4.3. The Contractor shall segregate all divertible, reusable, and recyclable materials, but not limited to: wood; green waste; concrete; asphalt; brick; cardboard; metals;

paper, plastics, glass, serviceable items, salvageable items, and clean soils so that these items can be diverted off base.

3.4.4. The Contractor shall turn in by appointment, all Government purchased serviceable or salvageable items, except for locks, latches, and cylinders to the

509th Logistics Readiness Squadron, Base Supply, Equipment Management.

3.4.5. The Contractor shall turn in all other serviceable or salvageable items, except for locks, latches, and cylinders to the Defense Logistics Agency Disposition Service

(DLADS). The Contractor shall segregate all scrap metal into ferrous and nonferrous metals and cut, dismantle, palletize, test, or prepare documentation as required for acceptance by the DLADS.

3.4.6. The Contractor shall turn in all locks, latches, and lock cylinders into the 509th

Civil Engineer Squadron, Base Lockshop.

3.4.7. The Contractor shall only dispose of acceptable municipal solid waste at certified landfills.

3.4.8. The Contractor shall not dispose of any hazardous waste, designated waste, radioactive waste, serviceable items, salvageable items, green waste, concrete, or asphalt in municipal solid waste landfills. These shall be properly disposed, diverted, recycled, or reused.

3.4.9. The Contractor shall provide contractual proof, upon request of the landfill contractor operator, that the Contractor is authorized to use the municipal solid waste landfill. This allows the government to maintain compliance with landfill record keeping requirements.

3.4.10. The Contractor shall provide, for every load destined for the municipal solid waste landfill, a signed “Landfill Access Ticket”. The “Landfill Access Ticket” verifies that the solid waste was generated by a valid 509 BW project and meets the landfill disposal requirements. A Contractor’s signed “Landfill Access

Ticket” shall include, but not limited to, the following information: the contract number; prime contractor’s name and phone number; subcontractor’s name and phone number (as applicable); source where the material was generated: project name and facility name or number. The “Landfill Access Ticket” shall be signed by the Government Construction Representative, include name and phone number, or if authorized by the Government, designating the Contractor’s representative the authority to sign the “Landfill Access Ticket”.

3.4.11. The Contractor shall submit monthly to the509th CES/CEV, Solid Waste

Manager, (specify phone number), the weight, quantity, and disposal cost of: 1)

Municipal Solid Waste; and 2) Construction & Demolition debris disposed on or off-base.

3.4.12. The Contractor shall submit monthly to the 509

th

CES/CEV, Solid Waste

Manager, (specify phone number), the weight, quantity, and diversion cost of: 1)

Municipal Solid Waste; and 2) Construction & Demolition debris diverted (used as daily cover, reused, or recycled) from disposal at the (specify municipal solid waste landfill). Municipal Solid Waste shall be itemized into the following diversion categories: compost, mulch, recycle, reuse, and donation.

3.4.13. SUBMITTALS: The Contractor shall provide the following submittals to the

Contracting Officer for 509 CES/CEAN prior to the ending of the solid waste activities on Whiteman AFB.

3.4.13.1. Local disposition form along with weight tickets designating weight, quantity, and disposal cost of: 1) Solid Waste; and 2) Construction & Demolition debris disposed on or off-base.

3.4.13.2. Local disposition form along with weight tickets designating weight, quantity, and diversion cost of: 1) Solid Waste; and 2) Construction & Demolition debris diverted (used as daily cover, reused, or recycled) from disposal at the municipal solid waste landfill.
