Questions and Answers in Clarification of Solicitation FA4621-12-R-0004, Transient Aircraft and Aircraft Wash Services

1. Q: Two different delivery addresses are provided on the SF1449 and Addendum to 52.212-1. Would the Government please confirm the correct address to be used when shipping proposals via a commercial carrier (FedEx)?

A: Block 15 of the SF1449 is intended as the address for delivery of services upon award of the contract. The correct address for submission of either mailed/shipped or hand-delivered proposals is located at Block 9 of the SF1449 and the Addendum to 52.212-1, Information Regarding Submission of Proposals.

2. Q: The specific instructions for Part I – Price Proposal require pricing information only on Attachment 2 Pricing Schedule. Would the Government please confirm that offerors are NOT instructed to fill in RFP pages 2-27 as part of our offer?

A: Offerors have the option of inputting pricing into either Attachment 2, Proposal Pricing Schedule, or the bid schedule (pages 3 to 27) of the SF1449, or both. Attachment 2 is intended to make calculations easier and help prevent mistakes.

3. Q: Will the government clarify the reimbursables of the Attachment 2 worksheet that these are the correct figures for the items listed in PWS Appendix N & O for pricing on the schedule B?

A: The prices listed for reimbursable line items in Attachment 2, Proposal Pricing Schedule, are the same prices to be used in the bid schedule of the SF1449. Prices for reimbursables will be evaluated the same for all proposals and should be the same on both the Attachment 2 and the bid schedule of the SF1449 regardless of which pricing schedule is completed.

4. Q: Does the government want a technical response (approach) to the PWS? If so, we can't find it in the instructions.

A: The Addendum to 52.212-1, Proposal Preparation Instructions, requires proposals to consist of two (2) separate parts: Part I – Price Proposal, and Part II – Past Performance Information. There is no requirement for a Technical Proposal.

5. Q: Atch 2, Pricing Schedule; Item 0005 Full wash is titled different than items 1005, 2005, etc. Are there any Pre-periodic washes in the first 10 months? Are ISO washes and pre-periodic washes now combined under one price? How many of each type of wash?

A: Item 0005 in Attachment 2, Proposal Pricing Schedule, will be updated in Amendment 1 to state “FULL WASH / PRE-PERIODIC WASH”. Pricing for both full washes and pre-periodic washes are combined under one contract line item for each year.

Approximately 15 percent of washes completed each year are pre-periodic washes; the remaining are full washes.

6. Q: Are full wash and pre-periodic wash the same type of wash?

A: Full washes and pre-periodic washes are the same wash with additional detail given to the landing gear brakes and landing gear for pre-periodic washes. The main difference listed in the PWS is wash location and the post-wash configuration. The full wash configuration is listed in PWS paragraph 1.1.2.2(j) and pre-periodic configuration is listed in 1.1.2.2(k).

7. Q: Can the consumables listed in the PWS Appendix N & O be ordered through a supply account (SBSS).

A: No, the consumable items listed in PWS Appendix N & O are not available through SBSS. They can be procured through General Services Administration (GSA) and the Envisions Express companies.

8. Q: Will the government provide the current contract award amount?

A: Services are currently being provided under two separate contracts. From 1 October 2011 to 30 September 2012 (FY12), the transient aircraft services contract was valued at approximately $287K, and the aircraft wash services contract was valued at approximately $412K.

9. Q: Who is the current incumbent for Transient Alert and Wash contract?

A: Services are currently being provided under two separate contracts. M1 Support Services is the incumbent for Transient Aircraft Services, and D3 Air and Space Operations is the incumbent for Aircraft Wash Services.

10. Q: Reference PWS 1.1.1.5 Aircraft Lavatory Equipment Service. Is the lavatory truck or cart provided by the government?

A: The Government will not provide a lavatory servicing truck or cart; the contractor is responsible for providing equipment to accomplish performance of lavatory servicing.

11. Q: Reference PWS 1.1.2.2.f. Will the government verify that the contractor has the aircraft for 24 hours to accomplish the wash, from start to finish?

A: PWS paragraph 1.1.2.2(f) states that all services shall be completed within 24 hours of the scheduled start time under normal circumstances. This means that the work must be completed in 24 hours or less. The aircraft is not necessarily assigned for the full 24 hours to the wash team. Instead, as soon as the wash is completed and the 22 MXS production is notified the wash is complete, the Government will resume control of the aircraft. During the time the aircraft is assigned to the wash team, the Government shall not perform maintenance unless required by the contractor (i.e. stuck screw removal or emergency slide raft disconnect).

12. Q: Reference PWS 4.7.6 Does the government require only the Transient Alert personnel to have a Secret clearance? Will the wash personnel be required a NAC check?

A: Only personnel working on transient aircraft are required to have secret clearance; a NACI is not required if secret clearance is obtained. However, all aircraft wash personnel who are not working on transient aircraft must have a favorable NACI pursuant to PWS paragraph 4.7.4 unless they are escorted at all times by an individual with a favorable

NACI.

13. Q: For 100% SDVOSB set-asides, is it required to be registered with the VA?

A: Yes, “Follow Me” signs are listed as Government-furnished property in Appendix F of the PWS.

16. Q: Do reimbursements of contractor-provided consumable supplies include freight?

A: Yes, the cost of shipping the supplies is included in reimbursables.

17. Q: Will the contractor be required to provide potable water?

A: No, trash removal, lavatory services and passenger comfort kit services per PWS paragraphs 1.1.1.5, 1.1.1.6, and 1.1.1.7 do not require the contractor to provide potable water.

18. Q: How many aircraft are stationed at McConnell AFB?

A: Due to operational security concerns, the number of aircraft assigned to McConnell AFB cannot be published. Appendix A, Table 4, of the PWS provides an average number of landings for aircraft assigned to McConnell AFB.

24. Q: Are JLGs provided?

A: No, JLGs (high reach lifts) are for Government use only. Currently, washing of the aircraft tail is completed with B2 maintenance stands. Any part of the aircraft that can be reached from the B2 stands are hand-scrubbed; the rest is clean water rinsed.

25. Q: How many water lines are in the hangars?

A: There are four (4) water lines in Hangar 1166, two (2) in Hangar 1176, and two (2) in Hangar 1106.

26. Q: How is the hangar location determined for washes?

A: Hangar 1166 is the primary wash hangar per PWS paragraph 3.1.2.1. It is also an alternate hangar for doing fuel cell maintenance. Hangar 1176 is primarily a fuel cell hangar, which can be used for wash if Hangar 1166 is not available. Hangar 1106 is primarily the PE dock for pre-periodic washes since inspections are done here (movement of aircraft is not needed after the wash).

27. Q: Is use of the consolidated tool kit (CTK) allowed?

A: The use of equipment from the PE dock and Atlas Support are authorized and will be added to the PWS in Amendment 1. Tool sign-out shall be coordinated through the COR, and as with all GFP, proper tool use/care must be maintained.

A: The current TA contractor maintains two (2) Ford F-150 6.5-foot bed trucks. They also have an Eagle TT6 AWD tow vehicle for towing light aircraft.

32. Q: Has the scope of work changed from the previous contract awards?

A: Yes, the new requirement for transient aircraft and aircraft wash services will require the contractor to provide the consumable supplies, whereas in both the current contracts, the Government provides these items. Moreover, the new requirement for transient aircraft services will require the contractor to maintain longer hours of operation than in the current contract. The contractor will also be required to provide trash and lavatory servicing in addition to preparing and maintaining passenger comfort kits; trash removal, lavatory servicing, and passenger comfort items are not being provided in the current TA contract.

33. Q: Please indicate if this contract requires prime contractor to have a facility clearance.

A: As indicated on Attachment 5, DD Form 254, no facility clearance is required under this contract. However, per PWS paragraph 4.7.6, the individual employees performing transient aircraft services may have inadvertent access to classified information and must obtain a minimum “SECRET” clearance. Further, AFFARS provision 5352.204-9000 in the SF1449 states that since the contractor is not required to have a facility security clearance, the contractor shall enter into a Visitor Group Security Agreement (or understanding) to ensure that the contractor’s security procedures are properly integrated with those of the installation.

A: It is not known whether the incumbent contractors are using subcontractors.

36. How many FTE are currently working on each contract? Can the government provide the specific labor categories?

A: Since this is a performance-based requirement, the contractor is responsible for determining their own technical approach and the number of employees required to accomplish services in accordance with the terms and conditions specified in the PWS.

Further, it is up to the contractor to determine which labor categories given in the wage determination are appropriate for their own employees.

37. Q: Are the incumbent contractors eligible to re-compete?

A: If the incumbent contractors meet all requirements for this acquisition (i.e. the business size standard under the designated NAICS code) then they may be eligible to re-compete.

38. Q: Please confirm that lavatory service is to be provided for ALL KC-135s at McConnell

41. Q: Will the Government provide a vehicle for the Aircraft Washing portion of the contract to enable movement of work related items and equipment between the various hangars?

A: A Government-furnished vehicle will not be provided for aircraft wash services. The contractor is responsible for determining their own means of transporting equipment and supplies as needed between hangar storage units and hangars assigned for wash.

42. Q: Is fuel for GFV and CFV a reimbursable cost? If fuel for CFV is not, is the contractor allowed to fuel them up on post (AAFES)?

A: Fuel for Government-furnished vehicles signed out through Atlas support is incidental to their operation and shall be provided by the Government. Fuel for contractor-provided vehicles is not a reimbursable cost; the contractor is responsible for procuring fuel from commercial sources.

43. Q: Reference Appendices N and O: Does the incoming contractor take on an existing amount of supplies? Is the contractor required to have a certain minimum amount (e.g., 30 days worth) of supplies on hand at all times.

A: The Government does not intend to supply existing consumables to the awarded contractor. The contractor shall be prepared to provide all necessary consumable supplies at the commencement of the contract.

44. Q: Can the Price and Past Performance Proposals (Parts I and II) be submitted together in one binder as long as they are clearly labeled and separated within the binder?

A: Yes, Parts I and II may be combined into one binder provided they are in separate sections and clearly identified.
