STATEMENT OF WORK

PROTESTANT RELIGIOUS EDUCATION COORDINATOR

FAIRCHILD AIR FORCE BASE CHAPEL

23 May 2019

1. SCOPE OF WORK

1.1. General

1.1.1. The Protestant Religious Education Coordinator will provide a comprehensive religious education program that meets the spiritual, intellectual, and developmental needs of Airmen and their families at Fairchild Air Force Base, Washington. The Protestant Religious Education Program will appeal to the major faith tenets of all Protestant denominations. Given the pluralistic context of Air Force ministry, this program will also be respectful of all faith traditions of participants for the program specifically. The contractor will provide service opportunities for volunteer leaders and program implementers.

1.2. Equal Opportunity Exemption

1.2.1. IAW FAR 22.807(b) (7), this contract is exempt through contract or subcontract. Contracts with religious entities. Pursuant to E.O. 13279, Section 202 of E.O. 11246, shall not apply to a Government contractor or subcontractor that is a religious corporation, association, educational institution, or society, with respect to the employment of individuals of a particular religion to perform work connected with the carrying on by such corporation, association, educational institution, or society of its activities.

Such contractors and subcontractors are not exempted or excused from complying with the other requirements contained in the order.

1.3. Environment

1.3.1. The Fairchild Air Force Base Chaplain Corps Mission is to provide for the diverse religious and spiritual needs of Air Force personnel and their families, support individual rights under the First Amendment of the United States Constitution and provide an opportunity for assigned personnel and their dependents to freely exercise their religious beliefs.

1.3.2. The Protestant Religious Education Program is designed to provide religious education opportunities consistent with a shared ministry approach to a diverse and pluralistic faith community, without compromising the beliefs and practices of an individual's specific faith tenets. The Protestant Religious Education Coordinator serves as resource person, advisor and coordinator for Protestant religious education offered through the Fairchild Air Force Base Chapel community. Will assume responsibility for religious education programs for preschool children and/or kindergarten as determined by the Contracting Officer Representative in the absence of a Wee Joy contractor.

2. QUALIFICATIONS, SKILLS, AND KNOWLEDGE REQUIREMENTS

2.1 The Protestant Religious Education Coordinator must be able to lead and manage a multifaceted religious education ministry and possess the knowledge, skills, and capability to effectively operate in the distinctive environment of military communities and the military culture. In addition to having familiarity in Christian religious education, the Protestant Religious Education Coordinator will foster community, empower volunteers and have an understanding of the unique needs of military members and their families.

The Protestant Religious Education Coordinator have a strong theological grasp of the Protestant faith, and have openness to a wide variety of faith expressions within the Protestant community. The contractor will also, be able to demonstrate the ability to clearly express the details of basic Christian doctrine. The Protestant Religious Education Coordinator will work with military families in delivering successful religious education programs. The contractor will also have or develop and understanding of the military chaplaincy and will train volunteers to work with chaplains of various faith groups, providing an inclusive, ecumenical, Christian program which respects the diversity of the military Chapel communities. The Protestant Religious Education Coordinator will demonstrate competence and the capability to plan, organize, develop, implement, coordinate, and evaluate religious education activities and programs for pre-school, youth, adolescents and adults and be willing to work with family members of all Christian faith groups, nationalities and spiritual levels in a pluralistic military environment.

The contractor serves as resource person, advisor and coordinator of Protestant religious education programs for children grade kindergarten through adult or as directed by the Contracting Officer Representative (COR) at Fairchild Air Force Base Chapel. This responsibility will cover children 12 months through preschool in the absence of a Wee Joy contractor.

2.2. The contractor will implement and adhere only to approved protestant religious curriculum that has been approved by the Wing Chaplain

2.3. The coordinator consults and coordinates with the Wing Chaplain or designee and provides administrative support to the Wing Chaplain or designee in the areas of program planning and execution.

2.4. The Protestant Religious Education Coordinator will become familiar with current resource models supportive of faith community development as a part of religious education. Resources such as “Purpose Driven Church,” (Warren) “Five Practices of Fruitful Congregations” (Schnase) “Small Groups with Purpose: (Gladen), “Autopsy of a Deceased Church” (Rainer), “The Millennials” (Rainer), “Small Groups for the Rest of Us” (Suratt), “Meet Generation Z” (White), or similar resources can be used with the approval of the Wing Chaplain.

2.5. Experience

2.5.1. Have at minimum, a High School diploma and at least 1 year pertinent volunteer or paid experience in a church religious educational program. Bachelor’s degree or relevant training, experience, or education is preferred. Experience can be in working with groups of people implementing projects or faith based programs.

2.6. The contractor will be able to perform word processing in Windows.

Must be capable of working with calendar programs, MS Word, PowerPoint, Outlook and show ability to work with other software programs if necessary.

2.7. The contractor will be able to resolve interpersonal conflicts and promote constructive working relations. Maintain a respectful, positive, and spiritually sensitive environment. Must be able to work with Chapel staff members, all military personnel, Chapel volunteer lay leaders, and Chapel volunteers with diverse spiritual backgrounds.

2.8. Certification requirements: The Protestant Religious Education Coordinator will obtain, or be currently enrolled and participating in a program that leads to Red Cross first aid training and CPR training at no cost to the government and obtain, within 90 days of this contract. The Protestant Religious Education Coordinator must provide a copy of his or her Red Cross Card to the Wing Chaplain, designee or COR for his or her file. Additionally, the Protestant Religious Education Coordinator will complete government-provided, formal training for access to Information Technology networks and equipment. The Protestant Religious Education Coordinator will review of all applicable Air Force Instructions to include AFI52-101, Planning and Organizing, 1 April 2019; AFI52-105, Chaplain Service Resourcing, Appropriated Funds, 23 June 2015; AFI52-105, Chapel Tithes and Offering Fund (CTOF), 23 June 2015; HCOI 52-105.2, Installation Records Check,14 March 2018; HCOI 32-10, Facility Management, 24 October 2010; and HCOI 52-105, Chapel Tithes and Offerings Fund, 20 March 2018.

2.9. Background Check: The Protestant Religious Education Coordinator must be able to complete a Criminal Background Check, Financial Background Check, Driving Record Review, and Child Care National Agency Check with Inquiries (CCNAC-I) IAW DoDI 1402.05.

2.10. The Protestant Religious Education Coordinator must maintain professional standards of conduct and public decorum, including but not limited to dress, grooming, professional attitude and customer service.

2.11. The Protestant Religious Education Coordinator must effectively coordinate and liaison with the Fairchild AFB community, civilian churches, and ecumenical agencies as required.

3. PROTESTANT RELIGIOUS EDUCATION COORDINATOR

RESPONSIBILITIES

3.1. The Chaplain Corps is authorized to utilize volunteers IAW DoDI 1100.21, Voluntary Services in the Department of Defense, to support religious education. A volunteer is an individual who performs gratuitous services in an official capacity in support of Chaplain Corps programs (e.g., RE, youth programs, etc.). All volunteers require oversight, training and recognition related to their specific duties. Volunteers who may come in contact with minors in the performance of their duties require a Child Care Criminal History Background Check IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

3.2. The contractor will attend chapel staff meetings, financial working group meetings and planning meetings as requested by the Wing Chaplain or designee.

3.3. The contractor will assist with customer service when the chapel staff is minimally manned or as directed by the Wing chaplain or designee.

3.4. The contractor will serve as the Chaplain Corps Volunteer Coordinator for the Protestant RE Program IAW AFI 52-101.

3.5. The contractor will develop, schedule, market, promote, and implement annual Protestant Religious Education programs and activities for children kindergarten through adult. These responsibilities will cover children 12 months through preschool in the absence of a Wee Joy contractor. These activities include but are not limited to catechetical courses as requested; to include children & youth programs (grades 1-12) and adult programs; i.e.

Children's Church; Vacation Bible School (in coordination with the Catholic Religious Education Coordinator); Christmas and Easter programs; support and coordination of Protestant Women's ministries and Protestant Men's studies;

and development and publication of the weekly chapel bulletin and event slides displayed before and during the worship service. Additionally, the contractor will develop opportunities for volunteers to lead and serve incorporating a ministry multiplication model.

3.6. Develop an annual budget and calendar for the Protestant Religious Education Program detailing specific requirements for each activity and submit both to the Wing Chaplain or designee by 15 June of each year. Advertise religious education activities in the chapel bulletin, base paper, chapel and base marquees, and social medial sites (e.g., Facebook) as required by AFIs and OIs and as directed by Wing Chaplain or designee. E-mail parish event reminders as required prior to all events. Organize and supply all Protestant information racks NLT Fridays at 1600. Maintain Protestant information boards with sign-up sheets for all events, calendars of events, activity sheets with points of contacts, chapel life photos, organized announcements, and local Christian events as appropriate. Maintain the activities information board with seasonal themes and chapel life photos. Ensure Protestant parish information is current on the official base website and all chapel publications. Respond to parish information requests within 48 hours.

3.7. Coordinate and implement assigned Protestant Religious Education Program business with chapel staff, contractors, lay leadership volunteers and other agencies to include finances, publicity, facilities, transportation, etc.

3.8. Participate in monthly and annual parish planning meetings, monthly Parish Advisory Council meetings, and in other meetings as required to accomplish the religious education mission.

3.9. Recruit, train, empower and support all religious education volunteers. (If Wee Joy contractor is in place, he/she will assume this responsibility for volunteers for the Wee Joy program. Protestant RE Coordinator and Wee Joy contractor may work together to accomplish training.) Assist the Protestant Women of the Chapel with religious education program development and material as required.

3.10. Maintain a current roster of volunteer leaders and participants to include names, addresses, phone numbers and other vital information as needed, and ensure this information is protected in accordance with the Privacy Act of 1974 (AFI 33-332) and other applicable directives.

3.11. Conduct Religious Education training for volunteers as required. Ensure volunteers are aware of local safety requirements and procedures.

3.12. Volunteer Appreciation: Organize a teacher/volunteer appreciation event annually.

3.13. Coordinate with Wee Joy contractor(s) as directed by the Wing Chaplain or designee for Protestant RE ministries. Provide support to Wee Joy contractor(s) if requested.

3.14. Ensure all necessary supplies needed for the Protestant Religious Education Program are ordered and provided in a timely manner.

3.15. Submit all program rosters and attendance reports to the Wing Chaplain or designee no later than the 1st duty day of each week or as requested.

3.16. Meet regularly with the Wing Chaplain or designee to discuss/review the status of the Protestant Religious Education Program and exchange feedback during the contract period.

3.17. Communicate with parents on a regular basis regarding their child(s) religious education needs.

3.18. Recommend, select and secure appropriate materials and curriculum from approved sources and comply with the requirement that the Wing Chaplain review all religious literature purchased and distributed by the chapel.

3.19. Submit request for facility use, funds, equipment and other support according to chapel procedures.

3.20. Adhere to all Chapel Operation Instructions and Air Force policies.

3.21. Maintain all electronic files on the HC shared drive and comply with all Air Force Information Assurance and applicable ancillary training requirements.

3.22. Monitor and evaluate the quality of resources and instructional materials (toys, books, etc.) and secure required supplies through solicitation of donations or Purchase Request.

3.23. Maintain the Protestant Religious Program Office, storage cabinets, and Religious Education classrooms in a clean, sanitary, orderly, and safe manner.

Open and secure the chapel building and other facilities used for Protestant activities as necessary. Ensure program leaders are trained in facility security.

4. GOVERNMENT FURNISHED PROPERTY AND SERVICES:

4.1. The government will furnish all utilities in the areas of performance.

These utilities include heating, fuels, gas, electricity, water, sewer, phone services (local calls only unless required in performance of work), mail distribution, refuse collection, fire and police protection.

4.2. The Government will provide the following equipment, supplies, and services below for services performed inside government facilities.

4.3 Equipment/Office Furniture. The Protestant Religious Education Coordinator will be provided space and equipment for performing services required by the contract.

4.4 Forms. The Chapel will provide required Government forms, either hard copy or computer-generated used in the performance of duties.

4.5 Supplies. The Chapel will provide supplies commonly used in the facility for administrative tasks.

4.6 Computer Equipment. The Chapel will provide computer equipment, software and peripherals as required. The Contractor will be required to use Government computer equipment in support of the Air Force Chapel mission.

5. SECURITY REQUIREMENTS:

5.1. The Protestant Religious Education Coordinator shall ensure that all issued US Government keys are not lost, misplaced, or used by unauthorized persons. No keys issued to the Protestant Religious Education Coordinator shall be duplicated. The Protestant Religious Education Coordinator shall immediately report any occurrences of lost or duplicated keys to Wing Chaplain or NCOIC, Chapel Operations. The Protestant Religious Education Coordinator will ensure that all facilities are properly secured upon departure following an event.

5.2. Security Training. The Protestant Religious Education Coordinator shall receive initial and recurring security education training from the chapel security manager. Training must be conducted in accordance with DoD 5200.0-R, Information Security Program, and AFI 31.401, Information Security Program Management. Protestant Religious Education volunteers who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air Force Installation Security Program.

For Official Use Only (FOUO). The Protestant Religious Education Coordinator shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO Coordinator and will be surrendered immediately to an appropriate Government authority.

5.2.1. Reporting Requirements. The Protestant Religious Education Coordinator shall immediately report to an appropriate government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, Protestant Religious Education Coordinator personnel, resources, and classified or unclassified defense information.

5.2.2. Physical Security. The Protestant Religious Education Coordinator shall be responsible for safeguarding all government property and controlled forms provided for Protestant Religious Education use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

6. QUALITY ASSURANCE

6.1. The Protestant Religious Education Coordinator will submit pay invoices to the Contracting Officer on a monthly basis.

6.2. The Contracting Officer will monitor and inspect the contractor's performance. The contractor will be notified in writing of any and all noncompliance. The contractor will be given an opportunity to correct, if possible, nonconforming work and will be given an opportunity to respond in writing to any notice of noncompliance.

6.3. The position will be paid on the basis of a maximum of 30 hours (units) per week.

6.3.1. Each hour will constitute one unit of pay (1,690 units maximum annually; 52 weeks times 30 hours per week).

6.3.2. Monthly units shall not exceed 162.5 units (for those months with five weeks).

7. GENERAL INFORMATION

7.1. Hours of Operation. The contractor shall maintain office hours agreed upon by the Wing Chaplain or designee which will not exceed 30 hours per week. Other regular, part-time hours may be considered, depending on the results of this solicitation. In the event the contractor is required to work irregular duty hours; e.g., night/weekend duty, and extended hours due to emergency ministrations, the Wing Chaplain or designated representative reserves the right to change the work schedule provided the contactor is given notice one week prior notice of the change.

7.2. The contractor is responsible for withholding and paying all applicable federal, state, and local taxes relating to his income.

7.3. Absences: The Protestant Religious Education Coordinator will personally perform the services described or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Wing Chaplain or designee. The Protestant Religious Education Coordinator is required to submit the name(s) and qualifications of proposed substitute of the Protestant Religious Education Coordinator to the Wing Chaplain or designee for approval at least 14 days prior to the proposed absence. Alternate or substitute Protestant Religious Education Coordinators must meet the requirements for the position as outlined in the Performance Work Statement (PWS). The Protestant Religious Education Coordinator is responsible for payment of a substitute. (AFI 52-105V4 Atch 2 para. 5.21).

7.3.1. Scheduled absences will be identified at least 14 days in advance and mutually agreed upon by the Protestant Religious Education Coordinator and the Wing Chaplain. Scheduled absences include vacation, continuing education, planned hospitalization, spiritual retreat, and other foreseeable events.

7.3.2. Scheduled absences that are planned to last 14 days or more require the contractor to arrange qualified replacements to perform the contractor's duties while the contractor is absent. The replacement must meet the requirements for the position as outlined in the Performance Work Statement (PWS).

7.3.3. Unexpected, shorter term absences will not require that the contractor provide a replacement.

7.3.4. The Government will only pay for scheduled hours that are worked.

7.4. Criminal Background Check Requirement.

7.4.1. Government will conduct criminal background checks on

individuals providing services under this contract, using the procedures set forth in Department of Defense Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services. Background checks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories.

7.4.2. With the consent of the Contracting Officer, the contractor may provide contract services prior to the completion of background checks.

However, at all times when children are in the care of the contractor, the contractor shall be within sight and continuous supervision of a staff person, whose background check has been completed, a chaperone, or parent/guardian.

7.4.3. The contractor shall have the right to obtain a copy of any background check pertaining to him or her and to challenge the accuracy and completeness of the information contained in the report.

7.4.4. The contractor who has previously received a background check shall provide to the Chapel proof of the check or obtain a new one.

7.5. Access to Base Network. Contract personnel requiring access to the Air Force network shall have completed a National Agency Check (NAC) verified through the Joint Personnel Adjudication System (JPAS). This is accomplished by completing the Electronic Personnel Security Questionnaire (EPSQ) or if applicable, completing a SF 85P, Questionnaire for Public Trust Positions. Personnel shall submit all required forms though the Security Forces Squadron for submission to the Office of Personnel Management (OPM) in accordance with AFI 31-501, paragraph 3.24. Upon receipt of proof that contract personnel forms have been submitted to OPM, the commander responsible for the contract may grant interim Local Area Network (LAN) and e-mail access in accordance with AFI 31-501, paragraph

3.27. All Contract personnel shall complete initial training in the Information Assurance Awareness Program (IAAP) and perform all refresher training as required.

7.6. CONTINUATION OF ESSENTIAL DOD CONTRACTOR

SERVICES DURING CRISIS. IAW DoDI 3020.42 (Continuation of Essential DOD Contractor Services during a Crisis), and applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that Protestant Religious Education Coordinator services are not essential for performance during a crisis.

8. ITEMS TO ACCOMPANY APPLICATION

8.1. Resume to include three references; two from individuals and one from a current participating faith community.
