Attachment #1 Amendment #1 to Solicitation FA4620-14-T-A157 Question:

In regards to the language "conduct overhaul" in the SOW, is this to be interpreted as "determine what needs to be replaced within the unit," or actually "overhaul" the unit, which would include replacing all parts that are worn and need to be replaced? In mechanical terms, the word "overhaul" generally means to repair and replace all things that need to be replaced. As discussed previously, it is impossible to submit an accurate bid to repair equipment, without knowing what needs to be repaired to begin with. Given the subsequent "Options," CLIN's, it is my interpretation that you intended "overhaul" to mean "assess, or diagnose." Please advise as to how we should interpret this specific language.

Government Answer:

“Conduct Overhaul” was intended to mean a full inspection of the entire well pump/motor assembly and submission of a report of what parts it will take, and the total cost to overhaul it. The government will determine from that report whether we want to overhaul it or replace it, with the “Optional” CLINs.
