Questions - FA4620-14-R-A006
Wing Audio-Visual, Telecommunications Equipment, Install & Training.
Questions from the Contractors:
General
1. What is the Relevancy of Past Performance as a sub-contractor, as opposed to being the prime contractor in the reference?
Answer:
Past Performance where the Contractor was a Subcontractor may be considered less-relevant than
Past Performance where the Contractor was the Prime Contractor.
2. What kind of phone system switch is provided?
A CS6-Avaya Switch is provided.
3. Will proposals be evaluated by a third-party or contractor, or will the evaluation be performed by an in-house team composed of customers, Contracting members, and technical experts?
An in-house team of customers, Contracting personnel and technical experts will evaluate the proposal.
Courtroom
4. Can you clarify the telephone interface hybrid?
The microphones and speakers will be interfaced so that what is said in the courtroom will be picked up by the microphones and will be heard by the party on the other end of the phone line and what is said on the phone will be transmitted through the speakers so personnel in the courtroom can hear what was said on the phone.
5. Is the A/V Rack room and equipment on a separate zone for air conditioning?
It is in its own zone, and is controlled independently from the rest of the building’s A/C.
6. Are the existing conduits rigid or smurf tube?
The existing conduits are rigid.
7. Will the countertops of the jury tables/jury boxes already be cut for the rising monitors?
No, the contractor will be expected to cut the countertops and to finish, seal, and cover the cuts made in order to present a professional appearance.
8. Can we get the Electrical Drawings for the jury seating? What about for the rest of the
Courtroom?
We have the “as-designed” drawings for the courtroom. Please see attached. “As Built” drawings are not yet available.
9. Is there a reason that the touch screen for controlling rack inputs be listed as 12”, or is this a suggestion? Also, would this touch screen need to be hardwired or can it be wireless and mobile?
The touch screen can be either hardwired or mobile (wireless). There is no preference for it being hardwired, or wireless and mobile. The 12 inch size specified is simply to ensure that the screen will be of sufficient size to view available screen options displayed by the system. The controller must control rack inputs via touchscreen. The PWS will be modified to change the acceptable size from 12 inches to a range of from 10 inches to 12 inches.
10. Where do the goose-neck microphones go?
The location is highlighted on the attached drawings. Please See Attachments.
11. Are there or will there be any general-purpose conduits in the room that can be used to run cabling?
Yes there is general purpose conduit available. We have the “as-designed” drawings for the courtroom. Please see attached.
12. What will be the drop-down TV Screen Sizes?
In the courtroom, the screens are 78" wide by 44" tall.
In the JA conference room, the screen is 66.25" wide by 33.5" tall.
13. Where does the 80 inch screen go?
The location of the screen is highlighted on the attached drawings.
14. What are the access panels in the jury boxes for?
The access panels provide access to the area between the front and back side of the jury box. The intent is to have the LCD panels fit in the space between the front and back side of the jury box partition and the access panels will provide access for cabling.
15. Where are the endpoints of the conduit at the prosecution and defense tables?
Please see attached drawings. They are floor boxes, centered under the tables. The other ends of these are in the A/V closet, labeled as 101D in the Attachments.
Wing Conference Room:
16. Who was the General Contractor on the Wing Building?
Jackson Contractor Group, from Missoula, Montana.
17. Are the speakers and microphones all in the “cloud” (the cloud is an area above the conference table that extends approximately 1 foot from the ceiling of the room)?
All microphones and speakers will be located in the cloud.
18. Will there be Wi-Fi in the building? If so, where, and what kind? Will they be Commercial or
Government Networks?
Both Commercial and Government/Gen2. The commercial Wi-Fi will be for Public Affairs and access will be very limited.
19. Would an iPad Solution be an acceptable proposal?
No, an iPad Solution will not be an acceptable Solution.
20. Should the wages paid to installers be in line with the Davis-Bacon Act, or the Service Contract
Act?
This procurement is a commodity with installation; as such, the minimum requirement is to pay employees Service Contract Act wages.
21. Where is network access picked up?
Existing wall jacks in the AV Room will connect the government supplied computers to the government network.
22. How are proposal to be submitted?
Proposals are to be emailed to the points of contact identified in the solicitation or mailed to the address identified in the solicitation. Proposals may also be delivered by hand to the address listed in the solicitation. We have amended the solicitation to reflect this information.
