Questions from Interested Parties

1. Siemens purchased Pyrotechnics some years back but this morning they told me that the line has been discontinued for some time and that parts are no longer available. I won’t be able to guarantee a factory certified rep or any parts for these panels. Is that going to be acceptable?

a. Answer: If parts cannot be obtained that are compatible with the current fire alarm system that is installed in that facility or a certified rep is not available, then the vendor should contact the TSgt Stroud. This way we can push that certain facility up to the CEN flight as a project.

2. The solicitation mentions a 5 day requirement for parts, I think the only way we could guarantee that is if the government wanted to purchase additional back stock on items. Things just aren’t moving that fast, especially now. Things like panels, we could be over 60 days for delivery.

a. Answer: The government does not require the vendor to keep stock on hand. We understand that we may have to wait for work to be completed due to parts needing/being ordered. The government will not pre-pay for parts on hand.

3. The price list mentions a Honeywell panel and the building list doesn’t mention it’s model. FCI Gamewell is made by Honeywell, should it be one of those? Otherwise I need to know a model, so I can find a factory certified tech.

a. Answer: As far as our records show, it just mentions that panel is a Honeywell. I went to look at the panel to get additional information, but there wasn’t much as far as model numbers. There was this number on the panel door, 14502521-001 and another number of 14502611-002 on signal system control unit. There is an FCI pull station in the mech room, but there was no one at the facility to let me in to check the rest of the devices.

4. I saw the MAF distances and entry procedures are shown, but the panels aren’t listed on either the pricing sheet or the building list. Is that because they are new and it’s just for reference only?

a. Answer: The MAFs were for reference only.

5. My fire alarm subcontractors and suppliers are unwilling to give me pricing on materials that will still be good in the future, everything is very volatile right now. For example the electrical supply houses won’t hold wire prices past the end of the day right now. If I understand this right it’s essentially a T&M contract, can I just give you markup on materials by supplier?

a. Answer: This is not a T&M contract. Pricing provided on the attached BPA Pricing Sheet will be valid for 60 days from date of award. After this time, the Pricing Sheet will be reviewed/re-evaluated to determine reasonableness as a result of the volatile market conditions in which the contractor will have the opportunity to submit changes to their pricing. This will continue every 60 days for the next 6-months. After 6 months, pricing provided will remain valid for 1 year.

6. Also, beyond pyrotechnics no longer being a company, I have the following companies that no longer make panels or I was unable to find someone who was certified in them. We can still work on them, but we won’t be able to program, and there could be other issues.

Spectronics - I’m hoping I may hear back from the manufacturer Aames – all I can find is a line of fire suppression equipment.

Cybertronics – they seem to only exist in India ESL – from what I can tell they still make a wireless heat and smoke detector, and a door holder, but I think they shut down the rest of the fire alarm side of their business. I haven’t been able to get a hold of anyone.

a. Answer: The same would go for this as a previous question asked. If the contractor cannot find parts to replace panels, devices, or certified personnel to work on and/or program the system; then they will need to notify myself (TSgt Stroud) so we can route up a project package for whole system replacement through CEN.
