Maintain Base Pavements FA4613-14-R-0004 FE Warren AFB, Wyoming Questions and Answers #2

FA4613-14-R-0004 – Maintain Base Pavements

Questions and Answers #2

Q1. I have another question for the new contract regarding the Slurry Seal item that I would like to request clarification for. The CLIN Item 0047 Slurry Seal 4,000 SY appears to be an aggregate slurry seal.

I believe there is no company in Wyoming that does this type of slurry application. Broomtown is a local company that has done work at F.E. Warren in the past using their general "sand slurry" but I'm not sure who would do the type of aggregate slurry that is in this spec.

I have a couple concerns with pricing the aggregate slurry that is called out for this new ontract.

First, for 4,000 SY you would be looking at a very large sum of money to do this small amount. You could be able to re-pave for cheaper than applying this type of slurry. The second concern is that these slurry trucks from out of state that do this polymer modified aggregate slurry application, would probably tear up a parking lot due to the weight of the trucks. Please advise on how you would like us to go about pricing this.

A1. “Sand slurry” is acceptable in accordance with the Asphalt Handbook Type II slurry seal.

Q2. Can you tell me if all the sign posts will need to be the brown posts? I have not found where it talks about this in the spec.

A2. Yes, the posts must be brown.

Q3. The testing quantities seem to be extremely large compared to the actual tonnages of the bid items. For example, the mix verification testing quantity of 20 EA seems excessive based on the low tonnage of asphalt that will be placed. Testing mix verifications at this frequency will be impossible.

Can you please clarify why this is?

A3. The testing quantities described are correct; offerors are advised to price the quantites as described in the project specifications as written.
