FA4613-14-R-0004 – Maintain Base Pavements Questions and Answers #1

Q1. Clin 0048 Pavement Patching bid form description says “a patch is considered 100 SF or less.”

That if we are patching next to new curb 2 ft. wide and a long run of curb. This work would be patching, but much larger than 100 SF. We feel this type of work (curb patching) should be represented with the patching price and not the SY price of the mainline leveling and wearing courses. Please review our concern for this item and clarify.

A1. CLIN 0048 last sentence is clarified as: "A patch is considered 100 SF or less with the exception to include lengthy runs of curb or valley pan that have 2 ft. of asphalt pavement replacement in front."

Q2. Clin 0002 Strip and Stockpile Topsoil - says "to be used on the project site or hauled away if necessary." Topsoil hauled away should be paid as and export item, not stockpiled on site price. Please review our concern for this item and clarify.

A2. Disregard "or hauled away if necessary". CLIN description will be corrected to delete “or hauled away as necessary” prior to award.

Q3. Clin 0011 Bituminous Milling, 2 Inches or Less - description says, "Place millings in a location on base determined by the contracting officer." Is it guaranteed that we can always leave millings on base?

In the past we have had to haul them off. Please clarify.

A3. The millings will be used on base but will be hauled to various perimeter roads and left in piles for the Grounds Shop to grade out.

Q4. Is Subgrade Preparation subsidiary to items? If so, how do we accurately calculate this cost, not knowing what area will require subgrade prep? In the past, this has been a Clin item. Please Clarify

A4. All pavements, curb and gutter, valley pan, and sidewalk sections will have aggregate base course and the pay item includes subgrade preparation. That is because the old contract and this one in the Section 301 Aggregate Base states that compaction of subgrade material is incidental to the pay item.

Q5. In the specifications under section 401.4.6 page 56 of 125, it talks about testing for asphalt. It states that the frequency is "2 cores every 400 LF." Does this mean if we pave a 400 LF pass that is 12 ft.

wide, we need to take 2 cores? That would be testing at a rate of 2 cores for 60 TN of asphalt. The current requirement is providing 2 cores every 500 TN. Please review our concern and clarify.

A5. Section 401.4.6 states every 400 linear feet was meant as a road width of 24 ft. (or equal length of road with 12 ft. lane).

Q6. I do not see an item for Subgrade Removal. Does this mean that all excavation is now under 0021 "Excavation and Export Material?" In the past Subgrade Removal has been considered different from Excavation and Export. Please clarify.

A6. Subgrade Removal is gone. There has been confusion. Most of work is below pavements and so on ( new ABC depths) for excavate and export but there will be unsuitable materials to also excavate and export.

Q7. Clin 0035 Asphalt Leveling Course, 2 Inch, Virgin Aggregate states to use ½” aggregate under the description on the bid form. Leveling Course has always been a ¾” mix. Spec section 803.3.5.1 shows a gradation for ¾” aggregate. Is this an error on the Bid Form? Please Clarify.

A7. It was not an error on bid form. Engineering will stay with ¾ inch for the wearing courses. So CLINS 0035 and 0037 will revise the ½ inch aggregate to ¾ inch.

Q8. Clin 0088 Inlet / Catch Basin, additional foot – is this for a Type A or Type B inlet? There is a cost difference between the two inlets. Please Clarify.

A8. CLIN 0088 Inlet, additional foot is for the Type A inlet which is CLIN 0086.

Q9. Page 107 of 125 in the specifications says to use PG 70-16 oil for Airfield Pavement? To my knowledge, 70-16 does not exist anywhere locally. Do you mean to use PG 70-28 oil? Please Clarify.

A9. Contract Specification Sections 401.2 and 804.1 will revise the Airfield Bituminous Pavement from PG 70-16 to PG 70-28. However this item is CLIN 0122 and Engineering is 99% sure we will never use this CLIN since the Heliport is all concrete pavement.

Q10. Can an asphalt rotomilling machine that will produce a surface finish acceptable to the Government be used to remove pavement striping and markings in lieu of a water blasting machine?

A10. A surface finish that is thin and acceptable to the government is approved.
