FA4610-21Q-0010 Replace Carpet, B16177 Child Development Center

1) The current PSOW/list of salient characteristics indicates in item 13b that the “Contractor is to provide a one (1) year warranty covering the following:” You then go on to list various material and labor items for this 1 year warranty to cover. This requirement for a 1 year warranty seems to contradict the comments in 13a wherein it appears you may be wanting a longer warranty. The manufacturer SafeLandings I believe offers a 12 year warranty on both materials and labor when the system is installed by factory authorized installers. Can the warranty requirements be clarified for all bidders indicating what the government is really wanting as far as a “system” warranty? Given the failure in the existing system which the manufacturer indicated is likely a result of an untrained/non-certified contractor failing to following installation guidelines, it would seem to us that a stronger warranty requirement is in order.

Answer: Warranty requirements were indicated in two separate paragraphs as follows:

Par. 13a) Contractor is to provide manufacture specific information on manufacturer warranty to include any specific provisions that manufacturer may require, i.e. installation training, standards, procedures, to maintain manufacture warranty. It is anticipated that this warranty will be longer than the standard one-year installation warranty. The Government wants to ensure that, if needed, the Government could pursue warranty corrections with the manufacturer beyond the one-year contractor warranty.

Par 13b) Contractor is to provide a standard one-year warranty covering the contractor’s installation and material.

2) Item 8 of the salient characteristics suggests that seams would be permitted at the taper corners. However, a couple of the rooms which are larger in both length and width than standard broadloom carpet is produced will require a seam within the room. Please clarify this requirement.

Answer: Seams due to the manufactured width of broadloom carpet will be allowed.

3) PSOW indicates only three rooms will be available at a time. Can you clarify the phasing of the work? Once the three rooms are complete, will the contractor be able to immediately move on to the next three rooms or will there need to be a break in between phases?

Answer: The occupant can only release three rooms at a time. Three new rooms will be made available to the contractor once completed rooms are available for use. In other words, if the carpet installation needs to be left unused for a period of time after installation, the next three rooms would be available as soon as those three completed rooms were made available for use by the occupant.

4) Given the existing failure, and the high estimated cost of this job, will Bid Bonds, Performance and Payment bonds, be required on this project?

Answer: Bonding is not required for this contract.

5) Is a California C15 Floor Covering Contractors license required for this project?

Answer: A California C15 Floor Covering Contractors license will be required for this project.

6) Will California use taxes be required to be paid on the cost of materials on this project? Many out-of-state federal contractors may not be aware that even federal projects have a tax liability within the State of California.

Answer: California use taxes will be required to be paid on the cost of materials on this project, taxes shall be included in the total materials costs and will not be separately priced.

7) In two of the rooms standard sizes of carpet, up to 13’6”, will still require that there are single seams along one side of the installation. Is the gov’t aware of this, and will those seems (along with any seams required for corner bevels) be acceptable?

Answer: Seams due to the manufactured width of broadloom carpet will be allowed.

8) For demolition, will regulated areas with HEPA vacuums and PPE for workers be required in order to keep airborne particles from the balance of the facility, since it will be in use during weekdays?

Answer: Standard demolition should be sufficient but contractor shall maintain a clean work area/work environment.

9) Is our understanding correct that the three rooms in each installation segment will be, as much as possible, adjacent?

Answer: Rooms will most likely not be available adjacent to each other
