B16177 Child Development Center Shock Absorbing Carpet System Salient Characteristics
MINIMUM REQUIRED SPECIFICATIONS/CHARACTERISTICS
Shock absorbing carpets system to be installed in the noted classrooms at B16177, Child Development Center (CDC), shall meet all requirements as follows:
1) Proposed product/system shall comply with and demonstrate compliance with all Consumer Product Safety Commission (CPSC) guidelines
a) Compliance shall be demonstrated through inspection/certification from a Certified Playground Safety Inspector
2) Proposed product/system shall comply with ASTM F1292 Standard Specification for Impact Attenuation of Surfacing Materials Within the Use Zone of Playground Equipment, with a minimum critical fall height of three feet
3) Proposed product/system shall comply with ASTM F2373 Standard Consumer Safety Performance Specification for Public Use Playground Equipment for Children 6 Months through 23 Months, with a minimum critical fall height of three feet
4) Proposed product/system shall comply with all applicable accessibility standards as outlined in the Architectural Barriers Act (ABA) standards and the Americans with Disabilities Act (ADA) standards, as well as all accessibility standards as mandated in the most current International Building Code (IBC)
5) Carpet shall contain high quality, solution dyed yarn with anti-microbial properties; contractor shall provide a suggested pattern/color but final carpet color shall be selected by government once effort is awarded; contractor shall be prepared to provide a standard “tweed” pattern with a dominant color and multiple sub-colors to minimize appearance of staining/dirt
6) Carpet shall provide a minimum Texture Appearance Retention Rating (TARR), Minimum Use Classification for Child Care Centers of “Severe”
7) Carpet shall have an integral moisture barrier system
8) Carpet shall be a broadloom product installed with no seams except for seams at tapered corners as required to meet ABA/ADA accessibility standards
9) Proposed product/system shall meet flammability standards as outlined in ASTM E648 Standard Test Method for Critical Radiant Flux of Floor-Covering Systems Using a Radiant Heat Energy Source, Class 1
10) All materials and adhesives used shall be CRI Green Label Plus certified/approved and contain no volatile organic compounds (VOC’s)
11) Proposed product/system shall be installed using factory trained/certified craftsmen
12) Recycled materials may be used if certified/shown to be of equal quality as virgin materials
13) Warranty Requirements
a) Contractor is to provide and comply with manufacturer warranty standards for installation. Contractor shall indicate if product manufacturer(s) requires on site factory representation during installation, either through physical inspection/oversight or current factory certification of installers and, if so, shall indicate how provision for factory representation is to be provided to maintain warranty requirements. Contractor is to provide proposed warranty information and a narrative detailing their proposed compliance with manufacturer installation requirements.
b) Contractor is to provide a one (1) year warranty covering the following:
i) Padding shall provide full labor/material warranty against cracking, shattering or deterioration under normal and proper use and shall be free from defects in material and workmanship; further padding shall not compress by more than fifteen percent (15%) during the warranty period
ii) Carpet shall provide full labor/material warranty against delamination of backing, edge ravel and integrity of tuft binding
iii) Proposed carpet shall be provided with stain resistant treatment as recommended by manufacturer
iv) Carpet shall resist matting and crushing with a minimum texture rating of 3.0
v) All carpet shall meet or exceed colorfastness standard with a minimum rating of 4 (AATCC 16-E-2010, Colorfastness to Light, and AATCC 165, Colorfastness to Crocking)
