PERFORMANCE WORK STATEMENT
AEROBICS INSTRUCTOR
VANDENBERG AFB, CA
6 June 2016
SECTION 1
GENERAL
1.1. SCOPE OF WORK. The contractor shall provide, except for those items and services specified in Section 2, all personnel, labor, supervision, and other items and services necessary to instruct aerobics classes at Vandenberg AFB (VAFB) as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in this contract.
1.2. PERSONNEL
1.2.1. Contract Manager. The contractor shall provide a contract manager and alternate(s) who shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract. The manager or an alternate shall be available within two hours during normal duty hours to meet on the installation with Government personnel when requested by the Contracting Officer (CO) or Contracting Officer Representative (COR).
1.2.1.1. Prior to the performance start date, the contractor shall notify the CO or COR in writing of the names of the contract manager and alternate(s) and the telephone numbers where they can be reached outside of normal duty hours. The contractor shall notify the CO or COR of any change in the contract manager or alternate(s) within five days after the change occurs.
1.2.1.2. The on-site contract manager and alternate(s) shall understand English and be able to read, write, and speak English fluently.
1.2.2. Employees. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS are the responsibility and prerogative of the contractor. However, the contractor shall comply with the general intent and specific policies set forth in the PWS. Further, the contractor shall comply with VAFB requirements as specified herein concerning conduct of employees. When directed by the CO or COR, the contractor shall remove from performance on the contract any person identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. All employees working on-site for the contractor, due to safety and security requirements, must be able to understand English and to read, write, and speak English fluently.
1.2.2.1. Contractor personnel shall present a neat appearance and be easily recognizable. Employee clothing shall be safe for the operations involved in contract performance and be within common limits of tastefulness. Wearing of military clothing is not permitted.
1.2.2.2. Before employees start work, the contractor shall ensure they have appropriate, current and valid professional certifications to perform the services in this contract. Contractor must provide instructors who are certified to teach a variety of aerobics classes, including but not limited to the following: low impact, beginner step, intermediate step, advanced step, multi-step, step-n-sculpt, step/lo combo, cycling, yoga, body conditioning, box aerobics, body pump, Pilates and aerobic slide. Any combination of these classes may or may not be offered. In accordance with Air Force Instruction (AFI) 34-266 para 2.3, group fitness instructors must have and maintain a primary instructor certification from an organization listed in Appendix 1, HQ AFSVA/SVORF Accepted Organizations & Certifications. Instructors must obtain the additional necessary specialized certifications for step, group cycling and cardio kickboxing classes. These may be received from other than primary certification organizations. Yoga and water aerobics instructors may have a specialized certification without a primary aerobics certification if yoga or water aerobics is the only class they teach. Group exercise instructors shall also maintain current First Aid, Basic Life Support / Automated External Defibrillator (BLS/AED) certification (American Heart) or Cardiopulmonary Resuscitation / Automated External Defibrillator (CPR/AED) certification (Red Cross).
1.2.2.3. Instructors shall earn continuing education units as required to maintain current certification at all times.
1.2.2.4. All certifications must be provided to the Fitness Center Director prior to the instructor teaching classes.
1.2.2.5. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any employee of the United States Air Force (USAF), either military or civilian, unless such person seeks and receives approval in accordance with Joint Ethics Regulation DOD 5500.7-R. The contractor shall not employ any employee of the USAF if such employment would be contrary to Air Force policies and guidelines.
1.2.2.6. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; such absence shall not constitute an excuse for non-performance under this contract.
1.2.2.7. Instructors shall arrive 15 minutes prior to the start of class and stay 15 minutes after the end of class in order to open and close the facility.
1.3. SECURITY REQUIREMENTS
1.3.1. Contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. Contractor shall apply for vehicle and individual identification media at the Security Forces Squadron, Pass and ID Section. Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and base access media issued and surrender it to the Security Forces Squadron, Pass and ID Section.
1.3.2. Contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and photography. The contractor's employees are authorized entry to the installation only for the purpose of work and are not authorized in other facilities, areas, or buildings without proper prior authorization.
1.3.3. Contractor shall ensure the building in which services are performed is completely secured upon vacating it. Contractor is required to properly sign off on a designated form posted on the wall near the front entrance doors and ensure all items identified on the form have been accomplished.
1.4. CUSTOMER SERVICE HOURS
1.4.1. Recognized Holidays. The contractor is not required to provide service on normal Federal holidays. Federal holidays are:

(Note: The applicable Department of Labor Wage Determination also requires recognition of Good Friday; however, the contractor must provide services on that day.)
1.4.2. The contractor shall provide classes Monday – Saturday, between the following times of day: 0500-0700 , 0900-1100, 1100-1300, 1630-1930. All times are Pacific Standard Time.
1.5. SAFETY
1.5.1. The contractor shall conform to the specific safety requirements established by this contract; comply with the safety rules of the Government installation that cover related activities not directly addressed in this contract; take all reasonable steps and precautions to prevent accidents and preserve the life and health of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and take such additional immediate precautions as the CO may reasonably require for safety and accident prevention purposes.
1.5.2. Enforcement of workplace safety laws is the responsibility of the agency specified in the law. The burden of compliance with these laws rests with the contractor, and the contractor is subject to citations and penalties for violations.
1.5.3. The CO or COR may notify the contractor of hazards in contractor operations that require class cancellation. This provision does not negate other agency responsibility for enforcement of applicable safety laws.
1.5.4. The contractor shall notify the CO or COR of contractor mishaps that produce injury or illness to Government personnel or damage to Government property. Contractor shall define, investigate, and report such mishaps to the Government within one hour of the time the mishap occurs.
1.5.5. The contractor shall notify the CO or COR of any condition, temporary or permanent, that results in placing Government assets (personnel, facilities, or equipment) in a situation where safety may be jeopardized, (e.g. disconnection of alarm systems or fire protection systems, etc.)
1.5.6. Any violation of these safety rules and requirements, unless promptly corrected as directed by the CO, may be grounds for termination of this contract in accordance with the default clause of this contract.
1.6. LOST AND FOUND. The contractor shall ensure that all articles left by class participants and found by its employees are turned in daily to the Fitness Center Staff and that notification is made to the COR.
1.7. ENVIRONMENTAL COMPLIANCE. Not applicable.
SECTION 2
GOVERNMENT PROPERTY AND SERVICES
2.1. GENERAL. The Government will provide property and services as follows:
2.2. PROPERTY/FACILITIES. The Government will provide the use of Building 9005 to the contractor for conducting classes therein. Use of other facilities must be approved in advance by the Fitness Center Director or his/her appointee.
2.3. EQUIPMENT. The Government will provide all steps, mats, exercise tubing, weights, and any other equipment needed to conduct classes. The Government will also provide publicity (such as class schedules and flyers) for classes and special events conducted by the contractor. The Government will provide an electronic stereo system, microphone, and all other necessary music equipment. All equipment must remain in the Aerobic Center and is for class use only.
2.4. SERVICES.
2.4.1. Utilities. All necessary utilities will be provided by the Government.
2.4.2. Custodial Service. Custodial services will be provided through the Fitness Center's existing custodial contract.
2.4.3. Refuse Collection. Refuse collection will be provided through the base refuse collection contract.
2.4.4. Insect and Rodent Control. The contractor shall contact Fitness Center Staff if insect and rodent control is needed. Fitness Center Staff will submit Air Force (AF) Form 332 to the Civil Engineering Squadron to request pest control services.
2.4.5. Grounds Maintenance. Not applicable.
2.4.6. Security Police and Fire Protection. Emergency services are provided through the base by calling the emergency number 911.
2.4.7. Emergency Medical Service. The Government will provide emergency medical treatment and emergency patient transportation service for contractor personnel. The contractor shall reimburse the Government for the cost of medical treatment and patient transportation service at the current inpatient or outpatient treatment rates established by the servicing Air Force Medical Center.
2.4.8. Forms and Publications. Government publications and forms required in the performance of this contract shall be made available to the Contractor.

SECTION 4
SPECIFIC TASKS
4.1. GENERAL. The contractor shall provide instructors certified in aerobic training. Additionally, the music for each class shall be provided by either the contractor or each class instructor.
4.2. CLASS INFORMATION.
4.2.1. The contractor shall submit to the Fitness Center Director for approval a proposed class schedule by the 15th of each month for the following month. The schedule shall include the type of class and identification of the instructors being provided for each class. Contractor shall always make the Fitness Center Staff aware of which instructors are being provided for each class. Changes to the schedule must be approved by the Fitness Center Director. Contractor shall provide instructors for at least 23-25 classes per week. Instructors shall teach approximately 100 classes per month. The approximate total number of classes to be taught annually is 1200 classes.
4.2.2. Contractor shall schedule instructors to teach at varying days and times. The contractor shall provide classes Monday – Saturday, between the following times of day: 0500-0700, 0900-1100, 1100-1300, 1630-1930. All times are Pacific Standard Time.
4.2.3. The contractor shall provide at least 10-15 classes per week with a focus on cardiovascular exercise such as indoor cycling. The contractor shall provide at least 5-10 classes per week focusing on total body conditioning and strength. The contractor shall provide at least 35 classes per week focusing on flexibility such as Yoga/Pilates.
4.2.4. The contractor shall be able to provide at least the following classes: Indoor Cycling, Cardio Kickboxing and Step. The contractor shall maintain current primary instructor certifications and current required specialty certifications for these classes.
4.2.5. The contractor shall provide at least two (2) Yoga/Pilates classes per week. The contractor shall maintain current specialty certifications for these classes.
4.2.6. All set-up and clean-up shall be accomplished by the contractor. The contractor shall ensure all equipment is returned to its proper storage place at the end of each class.
4.2.7. Contractor shall notify the Fitness Center Director anytime a class must be cancelled.
4.2.8. The instructor shall be responsible for recording attendance for each class on a form designated by the contractor and approved by the Fitness Center Director. The form shall be located in the Indoor Cycling room and the Aerobics room.
4.2.9. The following are expectations of all class instructors when they are conducting a class.
4.2.9.1. All instructors shall begin each class by introducing themselves and the type of class.
4.2.9.2. All instructors shall take at least two pulse breaks and at least one water break during each class taught.
4.2.9.3. Instructors shall only change music during ideal times, such as pulse breaks or water breaks. Instructors shall not change music during inconvenient times when the class will be disrupted, such as in the middle of exercising.
4.2.9.4. Instructors shall be able to properly demonstrate all types of steps and moves, including high and low impact moves, and all floor work in detail. Instructors shall be able to adjust the pace of the class for first-time students.
4.2.9.5. Instructors shall properly stretch out their students prior to class and immediately after cool down.
4.2.9.6. Instructors shall appear and sound energetic and positive, and always present a professional image. Instructors shall be sharply dressed; clothes shall not be torn or faded.
4.2.9.7. Instructors shall take initiative to interact with the students before and/or after classes.
4.3. PUBLICITY. Contractor shall not advertise or solicit any other products or services other than the VAFB aerobics program without proper prior clearance through the Fitness Center Director.
4.4. FITNESS IMPROVEMENT PROGRAM (FIP). These programs target active duty personnel who do not meet Air Force fitness standards for aerobic fitness, muscular strength, and circumferential tape measurement. Priority consideration for class participation is given to Active Duty members who do not meet the Air Force Fitness Standards.
4.5. EVALUATIONS. Evaluations will be conducted by the Government and will be based on performance and adherence to the requirements outlined within the PWS.
4.6. CHECKLISTS. An internal checklist will be used by the COR periodically to evaluate all classes. These lists will remain at the Fitness Center and will be available upon request for the contractor to review.
APPENDIX 1
HQ AFSVA/SVORF Accepted Organizations & Certifications
The fitness industry, and the Air Force, has moved to a position of only recognizing certifications from organizations that have met stringent criteria. The lists below provide the names of organizations now being accepted by HQ AFSVA/SVORF and includes those organizations that have already been Third-Party Accredited, as well as, NOCA Organizational members, and those organizations affiliated with the National Board of Fitness Examiners (NBFE). As accreditation/affiliation status changes this list will be modified so please check back prior to signing up for new courses. (Overseas bases may request a waiver to use local national certified organizations as long as the training material is similar to those listed below. Waiver request must be accompanied by course syllabus.)
Group exercise instructors must have and maintain a primary instructor certification from an organization listed in the second section below. Instructors must obtain the additional necessary specialty certifications for step and cardio kickboxing classes; these may be received from organizations other than their primary certification. Yoga, group cycling, and water exercise instructors may have a specialty certification without a primary group exercise certification if yoga, group cycling, or water exercise is the only class they teach.
